MEETING MINUTES

 

 

Bloomer, Wisconsin

December 28, 2011

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, December 28, 2011 at 6:00 p.m. at City Hall – Mayor Summerfield presiding.

Roll call was taken: Mayor Summerfield, Alderpersons Meinen, Hofmann, Steinmetz, Koehler and Clerk Stoik. Attorney Thiel arrived at 6:04 p.m.

All present gave pledge to the flag.

Alderperson Meinen made a motion to approve the minutes from the previous meeting (December 14, 2011) as presented. Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve all claims against the City and Utilities as presented. Alderperson Koehler seconded the motion and all present voted aye. The claims were in the amounts listed below:

          Checks Numbered: 59029 - 59178

          General Fund:        $  68,908.59

          Electric Fund:        $ 276,429.97

          Water Fund:         $     1,777.02

          Sewer Fund:         $     1,553.43

          Payroll:                 $   66,522.95

          TOTAL                 $  415,191.96

 

AUDIENCE COMMENTS

There were no audience comments.

Alderperson Koehler made a motion to approve Ordinance 11-07 – To Amend Section 7-2-15 (b) Carryout Hours for Class A. Alderperson Steinmetz seconded the motion and all present voted aye.

Discussion was held regarding the unpaid lease payments from the 2011 golf season for the golf course. Mayor Summerfield informed the Council of the delinquency. Alderperson Koehler made a motion to allow lease holder Elmer Erickson to pay the 2011 lease payment by March 31, 2012 for the golf course. Alderperson Hofmann seconded the motion and all present voted aye.

Michael Meindel, Street, Water & Sewer Administrator informed the Council of a law binding municipalities to replace all signs with retro reflectivity signing. He presented blank copies of signs showing how the signs are different than in the past. He estimates this will cost the City up to $40,000 over the next six years. Alderperson Meinen made a motion to approve Resolution 1098 for Sign Retro-Reflectivity Maintenance program. Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve upgrades to the computer system at City Hall with Coffman and Associates as described for $5,101. Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve the Election Inspectors list as presented by Clerk Stoik and listed below. Alderperson Steinmetz seconded the motion and all present voted aye.

Peter Paulson, Electric Administrator – had nothing to report.

Michael Meindel, Street, Water & Sewer Administrator – had nothing to report.

Police Chief Jared Zwiefelhofer reported the squad cars had been repaired.

 

ALDERPERSON COMMENTS

Alderperson Meinen – no comments.

Alderperson Hofmann – no comments.

Alderperson Steinmetz – no comments.

Alderperson Koehler – no comments.

 

MAYOR COMMENTS

Mayor Summerfield reported he had received a letter from the State regarding the grievance filed in the police department and would be contacting Attorney Andrea Volker for representation for the City.

 

Alderperson Steinmetz made a motion to go into Closed Session under Wis. Stats. 19.85(1) (c) & (e) as read by Mayor Summerfield. Alderperson Koehler seconded the motion and a roll call vote was taken: Alderperson Meinen, aye; Hofmann, aye; Steinmetz, aye; Koehler, aye.

Alderperson Steinmetz made a motion to come out of closed session and report on action taken. Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve the Chief of Police Employment Agreement with a change to Section 5 (a) – Vacation from 20 years to 25 years on page 2. Alderperson Meinen seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to adjourn the meeting. Alderperson Meinen seconded the motion and all present voted aye.
