MEETING MINUTES

Bloomer, Wisconsin

                                                                           April 10, 2013

 

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, April 10, 2013 at 6:00 p.m. at City Hall – Mayor Summerfield presiding.

Roll call was taken:  Mayor Summerfield, Alderpersons Meinen, Hofmann, Steinmetz, Koehler and Deputy Clerk LaGesse.  Attorney Thiel was not present.

All present gave pledge to the flag.

Alderperson Hofmann made a motion to approve the minutes from the previous meetings (March 25, 2013 and March 27, 2013) as presented.  Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve all claims against the City and Utilities as presented.  Alderperson Hofmann seconded the motion and all present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

There were no audience comments.

A hearing was held regarding the denial of an operator’s license for Melissa A. Prince at the March 27, 2013 meeting as recommended by Police Chief Zwiefelhofer for not meeting the points system for approval.  Ms. Prince spoke that she has had a bartender license since she was 18 years old and has lived here since she was 3 years old.  She has been attending UW Stout for the past 3 years and has 1 year remaining. In order to maintain residence while going to school, bartending works well with her schedule.  She currently is at 12 points and will be going down to 9 points in August.  Alderperson Koehler made a motion to approve a license to sell fermented malt beverages and intoxicating liquors for Melissa Prince for a 2 year probationary period with Police Chief Zwiefelhofer to report any convictions to the Council at which time her license would be revoked.  Alderperson Steinmetz seconded the motion and all present voted aye.

Brian Cunningham, Short, Elliott and Hendrickson was present regarding the FEMA letter received regarding LOMR for Duncan Creek.  Mr. Cunningham explained that everything below the dam has been approved by FEMA with an effective date of August 14, 2013.  The study below the dam lowered the flood elevation about 2 feet. He stated that this can be viewed on FEMA’s website. The study above the dam has not been approved.  It passed 2 rounds of review, but was not approved by the 3rd round. They stated that we need to do a whole new study of the lake, miles upstream and all the hydrology and the hydraulics of it and use that new topography to make new cross sections.  Mayor Summerfield would like to send a letter to FEMA detailing what has been done and asking for reconsideration.  Alderperson Koehler made a motion to approve FEMA Map 13050677P.  Alderperson Meinen seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve Resolution 1108 – Addendum B to Mutual Aid Box Alarm System Agreement for the ambulance.  Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve the Fall Protection Written Program as required for OSHA and drafted by MEUW.  Alderperson Meinen seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to change the time of the meeting on April 24, 2013 to 7:00 p.m.  Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve the applications for a license to serve fermented malt beverages and intoxicating liquors for the following listed below as approved by Police Chief Jared Zwiefelhofer.  Alderperson Hofmann seconded the motion and all present voted aye.

DEPARTMENT HEADS

Michael Meindel, Street, Water & Sewer Administrator stated that some of the State Statue numbers have changed and they needed to be updated in our ordinances.  Chief Zwiefelhofer said that they have similar situations.  Mayor Summerfield said that the changes should be placed on a future agenda.

Peter Paulson, Electric Administrator - was not present.

Police Chief Jared Zwiefelhofer – nothing to report.

Tony Rubenzer, Building Inspector/Zoning Administrator – nothing to report.

ALDERPERSON COMMENTS

Alderperson Koehler – no comments

Alderperson Steinmetz - no comments.

Alderperson Hofmann – no comments.

Alderperson Meinen – no comments.

MAYOR COMMENTS

Mayor Summerfield reported Brian Simmons will be resigning from the Library Board after many years.  He is looking for suggestions to fill his position.  Mayor Summerfield also thanked Deputy Clerk LaGesse for filling in while the clerk is absent.

Alderperson Steinmetz made a motion to go into closed session under Wis. Stats. 19.85(1)(c) as read by Mayor Summerfield.  Alderperson Koehler seconded the motion and a roll call vote was taken: Alderperson Meinen, aye; Hofmann, aye; Steinmetz, aye; Koehler, aye.

Alderperson Hofmann made a motion to come out of closed session and report on action taken.  Alderperson Koehler seconded the motion and all present voted aye. No action was taken.

Alderperson Steinmetz made a motion to adjourn the meeting.  Alderperson Meinen seconded the motion and all present voted aye.
