City of Bloomer

Regular Meeting of the Common Council

1503 Main Street

Bloomer, WI 54724

April 18, 2018, 5:30 p.m.

Pursuant to due call and notice thereof a special organizational meeting of the Common Council of the City of Bloomer was held in accordance with Section 62.09 of Wisconsin State Statutes on Wednesday, April 18, 2018 at 5:30 p.m. at City Hall – Mayor Steinmetz presiding.

Jeffrey Steinmetz was elected Mayor of the First, Second, Third & Fourth Aldermanic District, James Koehler was elected Alderperson of the First Aldermanic District and Kevin Meinen was elected Alderperson of the Third Aldermanic District in the City of Bloomer.  All have taken their oath of office, therefore, are qualified to be seated as such officials.

Roll call was taken.  The following members were present:  Mayor Steinmetz, Aldermen Meinen, Hofmann, Koehler, Jones and Administrator Frion.

All present gave pledge to the flag.

Alderman Koehler made a motion to appoint Richard Hofmann as Council President. Alderman Jones seconded the motion.  Motion carried.

Alderman Hofmann made a motion to approve the following listed appointments.  Alderman Meinen seconded the motion. Motion carried.

              Health Officer – Sandi Frion

              Deputy Health Officer – Debora LaGesse

              City Assessor – Roger Koski, Bowmar Appraisal, Inc.

              Fire Chief – Brian Bleskacek

              Zoning Administrator – Tony Rubenzer

Mayor Steinmetz recommended appointing Randy Yeakey and Patricia Stuckert to three-year terms on the Library Board.  Alderman Hofmann made a motion to accept Mayor Steinmetz’s appointment.  Alderman Jones seconded the motion.  Motion carried.

Mayor Steinmetz made a recommendation to appoint Jim Koehler to fulfill the rest of the term of Dick Hofmann on the Library Board, term ending 2019.  Alderman Jones made a motion to approve the recommendation.  Alderman Meinen seconded the motion.  Motion carried.

Mayor Steinmetz recommended appointing Patrick Rufledt and Barb Boetcher to three-year terms and Justin Kunsman, Alternate on the Zoning Board of Appeals.  Alderman Meinen made a motion to accept Mayor Steinmetz’s appointment. Alderman Hofmann seconded the motion.  Motion carried.

Mayor Steinmetz recommended appointing Tony Burgess as the Weed Commissioner for the next year.  Alderman Koehler made a motion to accept Mayor Steinmetz’s appointment.  Alderman Hofmann seconded the motion.  Motion carried.

Alderman Koehler made a motion to appoint Jeffrey Steinmetz as the Chairperson to the Board of Health.  Alderman Meinen seconded the motion and all present voted aye.

Alderman Hofmann made a motion to appoint Sandi Frion as the Clerk of the Board of Health.  Alderman Jones seconded the motion.  Motion carried.

Mayor Steinmetz recommended appointing Dave Gunderson for a three year term to the Planning Commission.  Alderman Koehler made a motion to accept Mayor Steinmetz’s appointment.  Alderman Meinen seconded the motion.  Motion carried.

Mayor Steinmetz recommended appointing the whole Common Council and Mayor Steinmetz to the Negotiations Committee for the LAW - Police Union.  Alderman Jones made a motion to approve Mayor Steinmetz’s appointment.  Alderman Hofmann seconded the motion.  Motion carried.

Mayor Steinmetz appointed Jeffrey Steinmetz, Randy Jones, Richard Hofmann and Sandi Frion to the Board of Review for 2018.   Alderman Koehler made a motion to approve Mayor Steinmetz’s appointment.  Alderman Hofmann seconded the motion.  Motion carried.

Mayor Steinmetz recommended appointing Delores Klund to the Police Commission for a 5-year term.   Alderman Hofmann made a motion to accept Mayor Steinmetz’s appointment.  Alderman Jones seconded the motion.  Motion carried.

Mayor Steinmetz recommended appointing Teri Smith, Matt Asplund, Jim Koehler and Randy Jones to the Golf Course Committee.  Alderman Meinen made a motion to accept Mayor Steinmetz’s appointment.  Alderman Hofmann seconded the motion.  Motion carried.

Mayor Steinmetz recommended appointing Kevin Meinen, Susan Carlson, Marion Zwiefelhofer, John Kiecker, Dennis Meinen and Tammy Yeakey  to the Park Board. Alderman Hofmann made motion to accept Mayor Steinmetz’s appointment.  Alderman Koehler seconded the motion and all present voted aye.

Mayor Steinmetz recommended appointing Matt Meinen to the ETZ Appeals Board.  Alderman Hofmann made a motion to accept Mayor Steinmetz’s appointment.  Alderman Jones seconded the motion.  Motion carried.

Mayor Steinmetz recommended appointing Greg Loew, Paul Salm, Randy Summerfield, Sandi Frion, and Mayor Steinmetz to the Downtown Façade & Micro-Loan Committee.  Alderman Jones made a motion to accept Mayor Steinmetz’s appointment.  Alderman Koehler seconded the motion.  Motion carried.

Alderman Koehler made a motion to approve the Bloomer Advance as the official newspaper for the City of Bloomer.   Alderman Hofmann seconded the motion.  Motion carried.

Alderman Hofmann made a motion to approve Security Financial Bank, Dairyland State Bank and Bank Mutual as the official banks of the City of Bloomer.  Alderman  Koehler seconded the motion.  Motion carried.

Discussion took place pertaining to the Housing Rehab Committee.  The County took over the administration for the issuance of housing rehab loans for the City of Bloomer.  It was the intent to have the City’s Housing Rehab Committee review those applications as they were received.  The County also has a committee that reviews them and provides an updated list to the City; therefore, there is no need for the committee.

Motion by Alderman Koehler to abolish the Housing Rehab Committee.  Alderman Jones seconded the motion.  Motion carried.

Alderman Meinen made a motion to approve the State of Wisconsin’s Local Government Pooled Investment Fund as investment sources for the City of Bloomer.  Alderman Koehler seconded the motion and all present voted aye.

Motion by Alderman Koehler for the Common Council to convene into closed session pursuant to Wis. Stats. 19.85(1)(c) “Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility.” – Performance evaluation and compensation of City Administrator/Clerk/Treasurer.  Alderman Hofmann seconded the motion.  Roll call vote was taken.  Meinen – aye, Hofmann- aye, Jones-aye, Koehler-aye.

Alderman Koehler made a motion to reconvene to open session.  Alderman Hofmann seconded the motion.  Roll call vote was taken.  Meinen – aye, Hofmann- aye, Jones-aye, Koehler-aye.

Alderman Meinen made a motion to adjust Appendix A: Wages and Classification as presented (copy on file).  Alderman Jones seconded the motion.  Motion carried.

Alderman Meinen made a motion to adjourn the meeting.  Alderman Koehler seconded the motion and all present voted aye.
