MEETING MINUTES

        Bloomer, Wisconsin 

April 23, 2014

Pursuant to due call and notice thereof a public hearing of the Common Council of the City of Bloomer was called to order regarding rezoning of property owned by Randy Summerfield & Tom Bleskacek for 2 lots (Parcel #23009-0432-72303001 & 23009-0432072303002 – Lots 1 & 2 of CSM 2303 from (R-1) Single Family Residential to (C-2) General Commercial District.  Mayor Meinen informed the Council of the previous Planning Commission meeting held at 5:45 p.m.  The Commission was recommending approval of the rezoning.  Randy Summerfield explained he had a potential buyer interested in constructing a day care on the property.  If approved, he would proceed with a certified survey map to combine the two lots into one lot.  The property currently borders commercial property to the south and residential property to the north.  The buyers would like to start construction soon and be open by the beginning of the 2014-2015 school year.  No other citizens spoke at the hearing.  The hearing was closed at 6:06 p.m.

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on April 23, 2014 at 6:30 p.m. at City Hall, 1503 Main Street – Mayor Meinen presiding.

Roll call was taken:  Mayor Meinen, Alderpersons Meinen, Hofmann, Steinmetz, Koehler and City Clerk Stoik.  Attorney Thiel – was absent.

All present gave pledge to the flag.

Alderperson Steinmetz made a motion to approve the minutes from the previous meetings (April 10, 2014 & April 16, 2014) as presented.  Alderperson Hofmann seconded the motion and all present voted aye. 

Alderperson Meinen made a motion to approve all claims against the City and Utilities as presented.  Alderperson Hofmann seconded the motion and all present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

There were no audience comments.

Alderperson Meinen made a motion to approve Ordinance 14 – 04  - To Rezone Property & Amend the Official Zoning Map (2 lots (Parcel# 23009-0432-72303001 & 23009-0432-72303002 from (R-1) Single Family Residential to (C-2) General Commercial District owned by Randy Summerfield and Tom Bleskacek as recommended by the Planning Commission. Alderperson Koehler seconded the motion and all present voted aye.

Gary Neill, 210 E. 13th Avenue was present regarding damages to his vehicle during a recent snowstorm.  The incident happened on April 5, 2014 at approx. 5:45 a.m.  He was at the intersection of 15th Avenue and Kranzfelder Street and did not see the rows of snow piled in both directions at the intersection.  He plowed through the area and caused damage to his vehicle.  He had requested City to reimburse him his $750 deductible for damages.  He is now asking the City for the full reimbursement of $1,788.96 due to the fact that his insurance rates will increase for the claim.  Alderperson Hofmann reported he travels this area early in the morning to his job and at times you need to go around the block to avoid the pile of snow.  He feels it is your responsibility as driver to either drive through it or around it.  Alderperson Meinen feels this would be a slippery slope and would open the door to all kinds of claims from citizens for damages.  Alderperson Koehler stated they were not trying to be mean, but this would be the responsibility of the driver, not the City.  Alderperson Steinmetz also agreed with the other alderpersons.  Mayor Meinen asked for a motion from the Council.  There were no motions offered.

Mayor Meinen recommended appointing Marie Schwartz to the Planning Commission for a three-year term.  Alderperson Meinen made a motion to accept Mayor Meinen’s appointment.  Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve Mayor Meinen to attend Board of Review training on April 28, 2014 and League of Municipalities workshop on May 30, 2014.  Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve Derik Sarauer as the agent for Bloomer Bowl, LLC.  Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve an application for a license to serve fermented malt beverages and intoxicating liquors for Cody G. Haack as approved by Police Chief Zwiefelhofer.  Alderperson Koehler seconded the motion and all present voted aye.

DEPARTMENT HEADS

Michael Meindel, Street, Water & Sewer Administrator - had nothing to report

Peter Paulson, Electric Administrator reported he and the other dept. heads have reviewed the contract with MEUW for safety programs and are recommending reducing our participation in the group from 20% to 10%.  Alderperson Koehler question Mr. Paulson regarding a voucher paying for wind power.  Mr. Paulson stated this was part of our contract with AEP and as of now is being estimated.

Tony Rubenzer, Building Inspector/Zoning Administrator – had nothing to report.

Police Chief Jared Zwiefelhofer – had nothing to report.

Clerk Stoik reported the Board of Review has been set for May 28, 2014 from 4:00 to 6:00 p.m.

ALDERPERSON COMMENTS

Alderperson Meinen – no comments.

Alderperson Hofmann stated he had received the call from the County to shut off the water.

Alderperson Steinmetz – no comments.

Alderperson Koehler reported the repairs were being done to the cooler at the golf course clubhouse and once the contractor exposed the area, it was discovered there was no insulation above the cooler.  He requests this to be on the next agenda to approve approx. $300 of insulation being installed.

MAYOR COMMENTS

Mayor Meinen thanked everyone for their patience with him learning the job of Mayor.

Alderperson Steinmetz made a motion to go into Closed Session under Wis. Stats. 19.85(1) (c) & (e) as read by Mayor Meinen.  Alderperson Koehler seconded the motion and roll call vote was taken:  Alderperson Meinen, aye; Hofmann, aye; Steinmetz, aye; Koehler, aye.

Alderperson Steinmetz made a motion to come out of closed session and report on action taken.  Alderperson Hofmann seconded the motion and all present voted aye. No action was taken in closed session.

Alderperson Hofmann made a motion to adjourn the meeting.  Alderperson Koehler seconded the motion and all present voted aye.
