MEETING MINUTES

       Bloomer, Wisconsin 

April 24, 2013

 

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, April 24, 2013 at 4:16 p.m. at City Hall – Mayor Summerfield presiding.

Roll call was taken:  Mayor Summerfield, Alderpersons Meinen, Hofmann, Steinmetz, Koehler and Deputy Clerk LaGesse.  Attorney Thiel was not present.

All present gave pledge to the flag.

Alderperson Meinen made a motion to approve the minutes from the previous meetings (April 10, 2013 and April 17, 2013) as presented.  Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve all claims against the City and Utilities as presented.  Alderperson Hofmann seconded the motion and all present voted aye. The claims were in the amounts listed below:

                        Electric Fund:                        $ 309,948.97

                        Water Fund:                         $      1026.24

AUDIENCE COMMENTS

Roberta Poirier was present with some questions about the future Food Pantry site which will be located at 909 9th Avenue.  The Council was uninformed and will address at a future meeting.

Alderperson Koehler requested the Council to move to item 8 on the agenda as Annie Hanson had not arrived at the meeting regarding the proposed walking trail in the city.  There were no objections from the council.

Alderperson Hofmann made a motion to approve retired combat equipment be placed at the Bloomer Community Veterans Memorial.  Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve the application for a Class “B” Combination Beer & Liquor license for Lori Ann Rubenzer (The Corner Bar) – 1430 Duncan Road effective May 1, 2013.  Alderperson Meinen seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve closing City Hall July 5, 2013.  Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve subordination for a Housing Rehab loan with William & Tawny Hanson as approved by the Housing Rehab Committee.  Alderperson Meinen seconded the motion all present voted aye.

Alderperson Meinen made a motion to approve appointment of Sheryl Zwiefelhofer to the Library to fill out the term of Brian Simmons.  Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve a temporary Class “B” picnic retailers license & live music and dancing for Bloomer Area Aquatic Recreation Center for June 8-9, 2013 at the large beer tent at the 9th Avenue fairgrounds as approved by Police Chief Zwiefelhofer.  Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve the applications for a license to serve fermented malt beverages and intoxicating liquors for the following listed below as approved by Police Chief Jared Zwiefelhofer.  Alderperson Steinmetz seconded the motion and all present voted aye.

DEPARTMENT HEADS

Michael Meindel, Street, Water & Sewer Administrator – was not present.

Peter Paulson, Electric Administrator stated that on Friday they will be energizing one of the transformers.

Police Chief Jared Zwiefelhofer reported that a search warrant was done above the Main Street Café.

Tony Rubenzer, Building Inspector/Zoning Administrator – was not present.

ALDERPERSON COMMENTS

Alderperson Koehler – no comments

Alderperson Steinmetz - no comments.

Alderperson Hofmann – no comments.

Alderperson Meinen – no comments.

MAYOR COMMENTS

Mayor Summerfield – no comments.

Ann Hanson, a representative for the proposed walking trail was present to discuss the proposed trail that would go around Lake Como.  They are asking for the City’s support concerning the trail.  They will be writing for a DOT grant which is due January, 2014 along with other grants.  Alderperson Meinen made a motion to support the Lake Como Community Trail.  Alderperson Steinmetz seconded the motion and all present voted aye.

The Council did not go into closed session.

Alderperson Steinmetz made a motion to adjourn the meeting.  Alderperson Hofmann seconded the motion and all present voted aye.
