Pursuant to due call and notice thereof a public hearing of the Common Council of the City of Bloomer was held on Wednesday, April 25th at 6:00 p.m. to hear public comment regarding the discontinuance of that part of 3rd Avenue lying East of Vine Street. There was no public to be heard. The public hearing was closed at 6:01 p.m.
Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, April 25th, at 6:02 p.m. at City Hall, 1503 Main Street - Mayor Steinmetz presiding.
Roll call was taken: Mayor Steinmetz, Aldermen Meinen, Hofmann, Jones, Koehler, Administrator Frion and Attorney Gustafson were all present.
All present gave pledge to the flag.
Alderman Jones made a motion to approve the minutes from the April 11th, 2018 regular meeting and the April 18th Annual Organization and Special meeting as presented. Alderman Hofmann seconded the motion and all present voted aye.
Alderman Meinen made a motion to approve all claims against the City and Utilities as presented. Alderman Koehler seconded the motion and all present voted aye. The claims were in the amounts listed below:

Police Chief Zwiefelhofer commented that he still has not received the blanket approval from the Federal government for the pedestrian crosswalks that were approved for installation at a recent Council meeting. He will wait to order until he receives the approval. Another part-time officer has resigned with the Department to take a full-time position. The Department is currently in the recruitment process to fill one position, but Zwiefelhofer may come forward to ask for approval on the second position.
Attorney Gustafson stated that the Town of Woodmohr did not act on the agreement to repeal the ETZ Ordinance. Gustafson is currently working with Woodmohr’s legal counsel to satisfy Woodmohr’s request to allow for approval.
Witt and Willis Parks have been thatched. Veterans Park is in need of new flags. The Community Club has been contacted and they will take care of ordering new flags for replacement.
Mayor Steinmetz and Administrator Frion met with Grant Schwab, owner of the West Town Mall. Schwab is exploring getting new clients into the mall complex.
Motion by Alderman Koehler to approve Resolution 04-18 the discontinuing of part of 3rd Avenue lying East of Vine Street with a utility easement granted to the City. Alderman Hofmann seconded the motion. Motion carried.
Motion by Alderman Hofmann to approve the preliminary plat by Pat & Sandy Shadick for Shadick Properties located in the Northwest portion of Section 5, T30N, R9W as recommended by the Planning Commission with the conditions that the Developer is in compliance with Wis. Stat. §236, any municipal codes that apply, as well as rules that are in place with the Department of Safety and Professional Services and WI. DOT. Alderman Jones seconded the motion. Motion carried.
Motion by Alderman Hofmann to approve contracting with the Chippewa County Highway Department to chip seal the City’s portion of Hwy SS to Martin Road. Alderman Koehler seconded the motion. Motion carried.
Motion by Alderman Koehler to approve Ordinance #02-18 amending Sec. 10-3-3(d) of the City Code, “Speed limit of ten (miles) per hour shall be the posted limit on that road.” Alderman Hofmann seconded the motion. Motion carried.
Motion by Alderman Jones to approve Ordinance #03-18 amending Sec. 10-7-3(d) of the City Code, “Speed limit of ten (miles) per hour shall be the posted limit on that road.” Alderman Koehler seconded the motion. Motion carried.
Motion by Alderman Koehler to approve Ordinance #04-18 amending Sec. 7-9-1(b) of the City Code, “The following license are hereby enacted, the fees for same to be effective until changed by the Common Council and to be on an annual basis renewable on January July 1st of each year, except that any of the following licenses may be obtained from and after July January 1st of each year, such partial annual licenses to expire on December 31st June 30th of such year and for which the licenses fee will be one-half (1/2) of the regular annual fees”. Alderman Jones seconded the motion. Motion carried.
Motion by Alderman Koehler to approve Ordinance #05-18 creating Sec. 2-4-1(f) and 2-4-1(g) in the City Code, “(f) Confidentiality of Income and Expense. Whenever the Assessor, in the performance of the Assessor’s duties, requests to obtain income and expense information pursuant to Wis. Stat. § 70.47(7)(af) or any successor statute thereto, then such income and expense information that is provided to the Assessor shall be held by the Assessor on a confidential basis, except, however, that the information may be released to and used by persons in the discharge of duties imposed by law, in the discharge of duties imposed by office (including, but not limited to, use by the Assessor in performance of official duties of the Assessor’s office and used by the Board of Review in performance of its official duties) or pursuant to order of a court. Income and expense information provided by the Assessor under Wis. Stat. §70.47(7)(af), unless a court determines that it is inaccurate, is not, per Wis. Stat. § 70.47(7)(af), subject to the right of inspection or copying under Wis. Stat. § 19.35(1).
Section Two: That Section 2-4-1(g) be created to read as follows:
(g) Procedure. Wis. Stat. §70.47(8) authorizes the Board of Review to consider requests from a property owner or the property owner's representative to appear before the Board under oath by telephone or to submit written statements under oath to the Board of Review. In order for a property owner or property owner's representative to submit a request to testify by phone or submit a sworn written statement, he or she must first comply with the following procedures:
- The legal requirement to provide notice of intent to appear at the Board of Review must be satisfied; and
- An Objection Form for Real Property Assessment (PA-115A) must be completed and submitted to the Board of Review as required by law.
After the two requirements outlined above have been met, a Request to Testify by Telephone or Submit a Sworn Written Statement at Board of Review (Form PA-814) may be submitted to the City Clerk. Such requests must be submitted in time to be considered by the Board of Review at the first meeting of the Board of Review. Alderman Meinen seconded the motion. Motion carried.
Alderman Hofmann made a motion to approve the Direct Deposit Policy as presented (copy on file). Alderman Koehler seconded the motion. Motion carried.
Alderman Koehler made a motion to approve a Class “B” picnic license for the Bloomer Wresting Club for May 19th at the North Park. Alderman Hofmann seconded the motion. Motion carried.
Discussion took place pertaining to the quotes that were given to the City for health insurance renewal. Our agent is waiting on two more carriers to provide quotes.
Motion by Alderman Koehler to adjourn. Alderman Meinen seconded the motion. Motion carried.
