MEETING MINUTES

Bloomer, Wisconsin

                                                                               April 27, 2016

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, April 27, 2016 at 6:00 p.m. at City Hall, 1503 Main Street - Mayor Steinmetz presiding.

Roll call was taken:  Mayor Steinmetz, Alderpersons Meinen, Hofmann, Koehler, Deputy Clerk LaGesse and Attorney Gustafson. 

All present gave pledge to the flag.

Attorney Gustafson pointed out that the word notice was missing in the first line of the minutes for April 13, 2016.  Alderperson Meinen made a motion to approve the minutes from the previous meetings (April 13 & 19, 2016) with the correction as stated.  Alderperson    Hofmann seconded the motion and all present voted aye. 

Alderperson Hofmann made a motion to approve all claims against the City and Utilities as presented.  Alderperson Koehler seconded the motion and all present voted aye. The claims were in the amounts listed below:

                        Water Fund:                            $      1,616.56

AUDIENCE COMMENTS

There were no audience comments.

After the April 13th meeting, the clerk posted a notice requesting letters of interest to fill the unexpired term of Alderperson of the Second Ward.  One letter of interest was received from Randy Jones.  Alderperson Meinen made a motion to appoint Randy Jones Alderperson of the Second Aldermanic District in the City of Bloomer to fill the unexpired term of Alderperson Jeff Steinmetz which will expire on April 18, 2017.  Alderperson Koehler seconded the motion and all present voted aye.  Mr. Jones has taken his oath of office, therefore, is qualified to be seated as such official.

Alderperson Meinen made a motion to approve purchase of electrical equipment and installation labor for dam level monitoring for a not to exceed price of $10,500.  Alderperson Hofmann seconded the motion and all present voted aye.  Alderperson Meinen feels that the police department should monitor the dam.

Mike Meindel stated that he received 2 bids to lease the farm land in the Iron Horse Industrial Park.  Marc Boettcher was the high bidder of $121 per acre.  Alderperson Hofmann made a motion to approve a one year contract to farm land in the Iron Horse Industrial Park to Marc Boettcher.  Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve Wayne Sonnentag to end his lease early of farm land in the Iron Horse Industrial Park.  Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve a resolution with Chippewa County Housing Authority to administer housing rehab funds as recommended by the committee.  Alderperson Hofmann seconded the motion and all present voted aye.

Mayor Steinmetz reported that Roger McFarlane has requested to have our city attorney review the ETZ draft.  Alderperson Hofmann made a motion to approve attorney costs to review the ETZ draft for a not to exceed price of $1000 without further approval.  Alderperson Koehler seconded the motion and all present voted aye.

DEPARTMENT HEADS

Pete Paulson, Electric Administrator – no comments.

Michael Meindel, Street, Water & Sewer Administrator stated that by state statues we are required to clean and inspect our reservoirs every 5 years.  He has received bids and will put this on the next agenda for approval.  Mr. Meindel stated that we are also required to have our water system evaluated every 10 years. He will have SEH get back to us on the cost of this.  Mr. Meindel is also getting blacktop bids on 4 blacktopping projects for this summer and will put on the next agenda.

Tony Rubenzer, Building Inspector/Zoning Administrator questioned Attorney Gustafson how to handle an expired building permit where the building is not completed.  The attorney will check into it and report back.

Police Chief Zwiefelhofer updated the council concerning vehicles that were parked on private property had to be removed.   

ALDERPERSON COMMENTS

Alderperson Meinen congratulated Randy Jones on taking the alderperson position for the Second Aldermanic District.

Alderperson Hofmann thanked Randy Jones for taking the alderperson position.

Alderperson Jones – no comments.

Alderperson Koehler – no comments.

MAYOR COMMENTS

 Mayor Steinmetz stated that Dove Health Care will have their groundbreaking on May 4th.  He is planning on attending and hopes others can also attend.  He said that he has filled the last position on the Board of Appeals Committee.  He also thanked Randy Jones for accepting the position on the council.  Mayor Steinmetz also wanted to thank all committee members for their service on committees.

Alderperson Meinen made a motion to adjourn the meeting.  Alderperson Hofmann seconded the motion and all present voted aye.
