AUGUST 10, 2011

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, August 10, 2011 at 6:00 p.m. at City Hall – Mayor Summerfield presiding.

Roll call was taken: Mayor Summerfield, Alderpersons Meinen, Hofmann, Steinmetz, Koehler and Clerk Stoik. Attorney Thiel was absent.

All present gave pledge to the flag.

Alderperson Steinmetz made a motion to approve the minutes from the previous meeting (July 27, 2011) as presented. Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve all claims against the City and Utilities as presented. Alderperson Steinmetz seconded the motion and all present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

There were no audience comments.

Discussion was held regarding a letter received from Attorney Thiel regarding the contract with the Great Lake Utilities. This was approved at the July 27, 2011 meeting pending approval of Attorney Thiel. He had some concerns with the contract. Peter Paulson, Electric Administrator explained how the group will work. After discussion, the Council decided to allow the motion
from the last meeting to stand and approve the resolution as presented.

Alderperson Meinen placed the next issue of train traffic and blockages in the City. He had been contacted by some of the businesses next to the tracks and they were having problems with cars racing through the alleys next to the tracks. He stated there is a business located on the south end of the City that doesn't have a spur. Progressive Rail then moves these cars around 3 to 4 times a day and will place the cars behind the old dairy or on the north end behind the church. Mayor Summerfield stated about 10 years ago, the Council did everything to save the train in the City. They were going to pull it out. A lot of businesses are served by the train. Alderperson Meinen also stated that no matter what they are doing on the tracks the cross arms come down at 15th Avenue. This doesn't allow citizens to cross there, if there isn't anything there. He will contact the railroad to get more information. The Council took no action.

Alderperson Koehler made a motion to approve ratifying the contract with the Labor Association of Wisconsin for the police employees – effective Jan. 1, 2011 to March 31, 2012. Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve Officer Kevin Zwiefelhofer to attend a juvenile justice conference for a not to exceed price of $450 in Wisconsin Dells on Sept. 21-23, 2011. Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve a temporary Class "B" picnic license to Bloomer American Legion for Sept. 16 - 18, 2011 at 500 13th Avenue. Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve the applications to serve fermented malt beverages and intoxicating liquors for the following listed below as recommended by Officer in Charge Zwiefelhofer. Alderperson Koehler seconded the motion and all present voted aye.

DEPARTMENT HEADS

Peter Paulson, Electric Administrator reported that there are still problems with the floor in the electric shop. This is the sixth time it has been repainted. He would be meeting with the contractor to resolve this issue. He also reported the Electric Utility would be receiving approx. $48,000 back from Xcel Energy for a refund. The utility will be distributing to the customers.

Michael Meindel, Street, Water & Sewer Administrator reported he had been contacted by a citizen to place a sign on her street. He explained his policy on signs and denied her request. He also stated the Priddy Street bridge reconstruction was proceeding well.

Officer in Charge Kevin Zwiefelhofer reported he had received donations to give bikes away at the fair. Everyone was very generous this year and he received enough money for approx. 5 years. He also thanked everyone for working with him for the 4-1/2 months as Officer in Charge. He thanked them for the opportunity.

MAYOR COMMENTS

Mayor Summerfield informed the Council of the League of Municipalities upcoming annual conference in October. This will be on the next agenda for approval and urged members of the Council to attend. The City received notice from the Unemployment Compensation of an interest payment that would be due. He had lobbied at the state level that this was an unfair tax, but it remained in the Budget Repair bill. The amount to the City will be $1,020.75. Mayor Summerfield thanked Kevin Zwiefelhofer for his hard work filling in as Officer in Charge.

Alderperson Koehler made a motion to go into Closed Session under Wis. Stats. 19.85(1) (c) as read by Mayor Summerfield. Alderperson Steinmetz seconded the motion and a roll call vote was taken: Alderperson Meinen. Aye; Hofmann, aye; Steinmetz, aye; Koehler, aye.

Mayor Summerfield left the meeting at 7:30 p.m. Alderperson Steinmetz, the Council President continued with the meeting. Alderperson Koehler made a motion to come out of closed session and report on action taken. Alderperson Meinen seconded the motion and all present voted aye. No action was taken in closed session.

Alderperson Steinmetz made a motion to adjourn the meeting. Alderperson Hofmann seconded the motion and all present voted aye.
