MEETING MINUTES

Bloomer, Wisconsin

                                                                               August 24, 2016

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, August 24, 2016 at 6:00 p.m. at City Hall, 1503 Main Street - Mayor Steinmetz presiding.

Roll call was taken:  Mayor Steinmetz, Alderpersons Meinen, Hofmann, Jones, Koehler, Clerk Stoik and Attorney Weld.  

All present gave pledge to the flag.

Alderperson Hofmann made a motion to approve the minutes from the previous meeting (August 10, 2016) as presented.  Alderperson Koehler seconded the motion and all present voted aye. 

Alderperson Jones made a motion to approve all claims against the City and Utilities as presented.  Alderperson Meinen seconded the motion and all present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

There were no audience comments.

Alderperson Koehler made a motion to approve a Street Use Permit for Heidi Bohl for the Great Xpeditions Race & Triathlon on September 10, 2016.  Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Jones made a motion to approve a Class “B” picnic license for Bloomer Lions Club on September 10, 2016 at the North Park for the Great Xpeditions Triathlon as approved by Police Chief Zwiefelhofer.  Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve purchase of supplies for the Electric Department in the amount of $41,066.28.  Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve purchase of 2 bullet proof vests for a cost of $1,800 for the Police Department from the Police Office Outlay accounts.  Alderperson Jones seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve Mayor Steinmetz’s appointment of Rick Zwiefelhofer to the ETZ Committee due to the resignation of Mark Schwartz.  Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve Ordinance 16 – 04 – To Amend Section 10-7-5 of the City Code; Designating ATV and UTV Routes in the City.  Alderperson Jones seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve Ordinance 16 – 05 To Amend Chapter 7-7-1 of the City Code, Regarding Street Use Permits, to Enact a Permit Fee and Penalties for Violations.  Alderperson Koehler seconded the motion.  Discussion:  Alderperson Jones questioned if there was a stop gap mechanism within the City.  He did not want to see residents to be fined if they failed to get a permit.  Alderperson Meinen, Hofmann & Koehler voted aye.  Alderperson Jones voted no.

Alderperson Meinen stated that he had put the issue of the Park Board budget on the agenda after the discussion at the last Council meeting. He feels they are very frugal with their money.  They are all volunteers and spend a lot of hours working for the park for no pay.  He feels other departments don’t get scrutinized as much as the parks.  He was on a committee that looked into the sewer rates that haulers brought to the WWTP.  This issue was looked into and the rates were adjusted so they were not losing money.  The garbage department was discussed at last year’s budget sessions.  A committee was set up and has only met once.  He would like this issue looked into before a new truck is purchased.  He presented documents that he had prepared over a year ago that would save the parks money in labor by hiring part time help.  This would have saved the City substantial amount of money.  He feels hard decisions are needed throughout the City.  Mayor Steinmetz stated he appreciates everything volunteers do for the City. He explained the reasons the committee had not met due to health reasons of one of their sources.  They will be meeting soon.  Alderperson Hofmann stated that in the past, they were advised by the attorney that the City would be liable for any garbage hauled to landfills by private haulers.  No action was taken.

No action was taken to transfer 2016 budgeted money from the Storm Sewer Expense to Park Outlay.  Alderperson Meinen stated the Park Board received notification that Catalytic Combustion was willing to donate $4,500 to the exercise equipment purchase and Charter Net Film was willing to donate $750. 

Alderperson Hofmann made a motion to approve transfer of 2016 budget money from Storm Sewer Expense to City Attorney - $2,500.  Alderperson Meinen seconded the motion.  Discussion:  Alderperson Meinen stated that the moratorium was enacted in July of 2015.  He felt the Council should have built this into the 2016 budget.  Everyone knew it had to be done. All present voted aye.

Alderperson Hofmann made a motion to approve applications for fermented beverages & intoxicating liquor to the following listed as reviewed and approved by Police Chief Zwiefelhofer. Alderperson Jones seconded the motion and all present voted aye.

DEPARTMENT HEADS

Kathy Larson, Library Director reported the sprinkler system at the library had a leak and has been repaired.

Michael Meindel, Street, Water & Sewer Administrator informed the Council, the lake will be lowered approximately 2 feet starting September 10th for 8 days to allow installation of the dam monitoring gates.

Peter Paulson, Electric Administrator reported there was a power outage on the west side of the City on Tuesday morning.  A primary underground failed.  It took them some time to locate the problem.  They have temporarily repaired it above ground. It is a dangerous situation with live wires exposed.  Mayor Steinmetz has approved repairs to allow the installation of the underground for an approximate cost of $15,856.  This will be on the next agenda for final approval.

Police Chief Jared Zwiefelhofer reported he had been contacted by a Park Board member and they would like cameras installed at the North Park.  No estimate of cost has been determined.  This will be reviewed at upcoming budget meetings.

Alderperson Koehler questioned Mr. Meindel regarding an email received of an unsafe sidewalk in the downtown area.  Mr. Meindel stated they did view the problem and temporarily painted the area and placed a cone for pedestrians to view.  He will be delivering a letter to the property owners to repair.

MAYOR COMMENTS

Mayor Steinmetz reported there would be a department head meeting on September 1st at 8:00 a.m.

Alderperson Hofmann made a motion to go into closed session as authorized by Wis. Stats. 19.85 (1) (g) as read by Mayor Steinmetz.  Alderperson Meinen seconded the motion and a roll call vote was taken:  Meinen, aye; Hofmann, aye; Jones, aye; Koehler, aye.

Alderperson Koehler made a motion to come out of closed session and report on action taken.  Alderperson Meinen seconded the motion and a roll call vote was taken:  Meinen, aye; Hofmann, aye; Jones, aye; Koehler, aye.  No action was taken.

Alderperson Koehler made a motion to adjourn the meeting.  Alderperson Hofmann seconded the motion and all present voted aye.
