MEETING MINUTES

Bloomer, Wisconsin

                                                                          August 26, 2013

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on the above date at 6:00 p.m. at City Hall – Mayor Summerfield presiding.

Roll call was taken:  Mayor Summerfield, Alderpersons Meinen, Hofmann, Steinmetz, Koehler and Clerk Stoik.  Attorney Thiel was absent.

All present gave pledge to the flag.

Alderperson Steinmetz made a motion to approve the minutes from the previous meeting (August 7, 2013) as presented.  Alderperson Hofmann seconded the motion and all present voted aye. 

Alderperson Hofmann made a motion to approve all claims against the City and Utilities as presented.  Alderperson Meinen seconded the motion and all present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

There were no audience comments.

Discussion was held with Tom Zwiefelhofer regarding the property line issue between the property owners on 17th Avenue.  He presented an agreement signed by Mr. Dennis Schwab and by Tom Zwiefelhofer/James Zwiefelhofer.  (Other members of the Zwiefelhofer family are in agreement, but have not yet signed.)  They are asking the City to change action previously taken regarding the placement of the fence.  Alderperson Steinmetz made a motion to approve change to Item# G - Fence Agreement between the Zwiefelhofer Family and West Town Mall, LLC to allow placement of the fence.  Prior Council action stated the fence had to be (10’) off the Zwiefelhofer property and action at the meeting by the Council will allow it to be (8’) off the Zwiefelhofer property line.  Alderperson Hofmann seconded the motion and all present voted aye.  Once the agreement is signed by all members the rezoning to correct the 6 feet deeded to the Zwiefelhofer’s can take place.  The tentative date of the Planning Commission is September 18th with the Council meeting to be held September 25, 2013.

Alderperson Koehler made a motion to approve an extension to the licensed premise and a street use permit for Xpeditions/Bloomer Lions on September 7, 2013 at 12:00 p.m. until Sunday, September 8, 2013 at 12:00 p.m. with live music from 7:00 p.m. to Midnight on September 7, 2013 as approved by Police Chief Zwiefelhofer. Alderperson Meinen seconded the motion and all present voted aye.

No action was taken regarding the Second Amendment to the Market Based Rate with AEP at this time.  Mayor Summerfield reminded the Council that the committee (Randy Summerfield, Sue Stoik & Pete Paulson) can sign and lock in the rate for 2019 as recommended and final approval by the Council at a later date.

Mayor Summerfield stated he did not need action to allow Peter Paulson to attend a meeting in Madison as it had been changed to Cadott.

No action was taken regarding the replacement of the back door at the police station.  Chief Zwiefelhofer requested bids from three bidders and only received one.  The Council requested him to try and get another bid.

Alderperson Hofmann made a motion to approve a Class “B” Picnic license for Bloomer Lions at the North Park for Xpeditions Triathlon on September 7, 2013 as approved by Police Chief Zwiefelhofer.  Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve a Class “B” Picnic license for Bloomer Fire Department at the 9th Avenue beer tent building on September 14, 2013 as approved by Police Chief Zwiefelhofer.  Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve a Class “B” Picnic license for St. Paul’s Catholic Church at 1222 Main Street for fall festival on September 28 & 29, 2013 as approved by Police Chief Zwiefelhofer.  Alderperson Meinen seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve the applications for a license to serve fermented malt beverages and intoxicating liquors for the following listed below as approved by Police Chief Jared Zwiefelhofer.  Alderperson Koehler seconded the motion and all present voted aye.

DEPARTMENT HEADS

Police Chief Zwiefelhofer stated one part time officer has started training and he was setting up dates to train the second officer.  Discussion was held regarding the speed sign used by the department in the city.  Mayor Summerfield says it does make citizens more aware of their speed.

Tony Rubenzer, Zoning Administrator/Building Inspector – had nothing to report.

Peter Paulson, Electric Administrator requested action on Item #10 on the agenda.  This was an annual meeting he did want to attend in Marshfield.

Alderperson Hofmann made a motion to approve Peter Paulson to attend GLU annual meeting in Marshfield October 30 & 31, 2013.  Alderperson Steinmetz seconded the motion and all present voted aye.

Sue Stoik, Clerk-Treasurer – had nothing to report.

 

ALDERPERSON COMMENTS

Alderperson Meinen – no comments.

Alderperson Hofmann - no comments.

Alderperson Steinmetz requested review of restrictive parking issues in the city after the elementary school is removed.  This will be on a future agenda.

Alderperson Koehler questioned Mayor Summerfield regarding the old elementary school property.  Mayor Summerfield responded that there are some deed issues and may take Council action to deed properly to the school.

MAYOR COMMENTS

Mayor Summerfield stated he attended the League of Municipalities meeting in Wausau last week and one of the speakers was the head of the DNR.  He feels she is working better with the municipalities and thinks she is willing to listen.  He reminded everyone of the dedication of the new elementary school will be Thursday, August 29th at 5:30 p.m.

Alderperson Hofmann made a motion to adjourn the meeting.  Alderperson Koehler seconded the motion and all present voted aye.
