MEETING MINUTES

Bloomer, Wisconsin

                                                                               August 28, 2014

 

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Thursday, August 28, 2014 at 8:00 p.m. at City Hall, Mayor Meinen presiding.

Roll call was taken: Mayor Meinen, Alderpersons Meinen, Hofmann, Steinmetz, Koehler, City Clerk Stoik and Attorney Mindy Dale.

All present gave pledge to the flag.

Alderperson Steinmetz made a motion to approve the minutes from the previous meeting (August 13, 2014) as presented. Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve all claims against the City and Utilities as presented. Alderperson Hofmann seconded the motion and all present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

There were no audience comments.

Alderperson Steinmetz made a motion to approve repairs to the garbage truck (undercoating & painting) for approx. $4,350. Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve paint & repairs to roofs on picnic tables in the parks for a not to exceed price of $4,500. Alderperson Steinmetz seconded the motion and all present voted aye. Michael Meindel, Street, Water & Sewer will get quotes on asphalt vs. steel and he with coordinate with the state to have prisoners paint the tables.

Tony Rubenzer, Building Inspector/Zoning Administrator is working on proposed changes to the building permit fees. He wasn’t able to attend the meeting. He will provide information at a future meeting.

Mayor Meinen explained the Planning Commission had met the previous night with Bloomer IDC regarding the development of Iron Horse Industrial Park. They would like to work with the City to get to a level that allows the property to be “shovel ready” when a potential industry is interested in a site in Bloomer. Clerk Stoik read the motion from the meeting. The Bloomer Planning Commission recommends to the City to support the IDC in seeking the commitment of the City of Bloomer to support the development of city resources, processes and information – as it relates to the marketing, sale and development of city owned property. The IDC will help coordinate the process working closely with the city leadership, staff and related committees and council. The Council questioned Mayor Meinen and Peter Paulson, Electric Administrator regarding the meeting. Each explained how they want to be able to have many questions answered prior to potential industry locating in Bloomer. The Council supports the development with IDC. No action was taken.

Mayor Meinen also reported the Planning Commission met with representatives from the Town of Bloomer and Town of Woodmohr concerning the current ETZ zoning ordinance. Tony Rubenzer, Zoning Administrator/Building Inspector explained at the Planning Commission meeting, the problems with the way the ordinance is written and problems with implementation between the City, the County and the Towns. Clerk Stoik read the motion from the meeting. The Bloomer Planning Commission recommends that the City of Bloomer meet with the City of Bloomer members of the ETZ committee and the Zoning Administrator to review the ETZ ordinance and/or abolish the ordinance. The Council has been aware of past problems with the ordinance and the way it is written. The Council requested to meet with the City of Bloomer ETZ committee and Zoning Administrator after the next scheduled meeting on Sept. 10, 2014. No action was taken.

The Common Council met with Attorney Mindy Dale regarding the Employee Handbook. She presented a rough draft of the handbook. She incorporated the current book with the previous union contracts for review. She explained current law and possible issues to be addressed. The Council reviewed approximately half of the book and requested Ms. Dale to attend the next meeting.

Alderperson Steinmetz made a motion to approve an extension of a Class “B” Combination Beer & Liquor license and street closing for Xpeditions, Inc., 1319 Main Street for a street dance on September 6th, 12:00 p.m. to September 7th, 12:00 p.m. with live music on September 6th from 7:00 p.m. to 12:00 a.m. Alderperson Koehler seconded the motion and all present voted aye.

Police Chief Zwiefelhofer stated he had an issue with allowing Happy Hour to have live music until 1:00 a.m. The previous actions of the Council have allowed outdoor music until 12:00 a.m. He recommends changing Mr. Loews application to end live music at 12:00 a.m. and not 1:00 a.m. Alderperson Steinmetz made a motion to approve an extension of a Class “B” Combination Beer & Liquor license and street closing for Happy Hour, Martin Loew, 1318 Main Street for a street dance on September 13th, 12:00 p.m. to September 14th , 12:00 p.m. with live music on September 13th from 7:00 p.m. to 12:00 a.m. Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve an extension of a Class “B” Combination Beer & Liquor license for Bloomer Memorial Golf Course, 118 E. 13th Ave. for a tent located outside the licensed premise on September 6th, 5:00 p.m. to September 7th, 2:30 a.m. with live music on September 6th from 7:00 p.m. to 12:00 a.m. Alderperson Meinen seconded the motion and all presented voted aye.

Alderperson Steinmetz made a motion to approve an application for a temporary Class B Picnic license for Bloomer Lions Club on September 6, 2014 at North Park on 9th Avenue for the Xpeditions Triathlon. Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve an application for a temporary Class B Picnic license for Bloomer Fire Department on September 13-14, 2014 at the Bloomer Fairgrounds – 9th Avenue. Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve applications for a license to serve fermented malt beverages and intoxicating liquors for the following listed as approved by Police Chief Zwiefelhofer. Alderperson Hofmann seconded the motion and all present voted aye.

DEPARTMENT HEADS

Peter Paulson, Electric Administrator reported he would not be able to change out the boxes at the skating rink this fall. He recommends Brian Bleskacek to get a quote from an electrician and budget for the improvements for 2015.

Michael Meindel, Street, Water & Sewer Administrator stated he would be requesting a new pick-up and plow for the WWTP. Funding will come from the equipment replacement fund. He also reported he had been contacted by Todd Carlson regarding the Water Utility’s building on their property. It is in disrepair. They would like it removed. He will coordinate with them regarding the demolition. He also has an issue with a storm sewer pipe on the corner of 9th Avenue and Queen Street. It is undermining the bank. He will get quotes for repairs and possibly schedule for September 2015. He will also be working with DNR regarding changes to the Well Abandonment Ordinance. He will keep the Council informed.

Police Chief Jared Zwiefelhofer – had nothing to report.

Clerk Stoik – had nothing to report.

Alderperson Koehler reported on the progress made with DNR for the Walking Trail. They are close to securing a path for approval across the dam.

MAYOR COMMENTS

Mayor Meinen – no comments.

Alderperson Hofmann made a motion to go into Closed Session under Wis. Stats. 19.85(1) (e) as read by Mayor Meinen. Alderperson Koehler seconded the motion and roll call vote was taken: Alderperson Meinen, aye; Hofmann, aye; Steinmetz, aye; Koehler, aye.

Alderperson Steinmetz made a motion to come out of closed session and report on action taken. Alderperson Hofmann seconded the motion and all present voted aye. No action was taken.

Alderperson Steinmetz made a motion to adjourn the meeting. Alderperson Koehler seconded the motion and all present voted aye.
