MEETING MINUTES

Bloomer, Wisconsin

                                                                               December 14, 2016

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, December 14, 2016 at 6:00 p.m. at City Hall, 1503 Main Street - Mayor Steinmetz presiding.

Roll call was taken:  Mayor Steinmetz, Alderpersons Meinen, Hofmann, Jones, Koehler, Clerk Stoik and Attorney Dale.

All present gave pledge to the flag.

Alderperson Jones made a motion to approve the minutes from the previous meeting (November 30, 2016) as presented.  Alderperson Koehler seconded the motion and all present voted aye. 

Alderperson Hofmann made a motion to approve all claims against the City and Utilities as presented.  Alderperson Meinen seconded the motion.  All present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

There were no audience comments.

Alderperson Meinen made a motion to approve discontinuing the contract with MEUW for the Regional Safety Management effective 12-14-16.  Alderperson Hofmann seconded the motion and all present voted aye. 

Alderperson Meinen made a motion to approve a contract with Keeping Safety Simple, LLC for Professional Safety Management Services for $10,240 for services in 2017. Discussion:  Alderperson Jones questioned if any of the training could be done in house.  Department heads explained what services this company provides. Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve proceeding with abolishment of the current ETZ ordinance. Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve the easement along Martin Road and Hwy. 40 as drafted by Attorney Gustafson.  Alderperson Jones seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve the transfer of $180,000 from 2016 funds to Garbage Truck Outlay 2017.  Alderperson Jones seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve creating the position of Administrator-Clerk- Treasurer and job description and approve Resolution 1154 – To Amend the City of Bloomer Code of Ordinances to Include a City Administrator – Clerk – Treasurer. Alderperson Jones seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve posting for a Light Equipment Operator position in the Street Department.  Alderperson Hofmann seconded the motion and Alderpersons Hofmann, Jones & Koehler, aye; Alderperson Meinen voted no.

Alderperson Hofmann made a motion to approve an application for a license to serve fermented malt beverages & intoxicating liquors to Alyssa K. Hofmann & Melissa M. Schmidt as approved by Police Chief Zwiefelhofer. Alderperson Jones seconded the motion and all present voted aye.

DEPARTMENT HEADS

Peter Paulson, Electric Administrator - had nothing to report.

Tony Rubenzer, Building Inspector – had nothing to report.  Council members questioned Mr. Rubenzer regarding the building report for 2016.

Michael Meindel, Street, Water & Sewer Administrator - had nothing to report.  Council members questioned him regarding the benches on sidewalks in the downtown area.  He reported they will be removing them soon.

Police Chief Jared Zwiefelhofer reported the pedestrian lights have been ordered.

ALDERPERSON COMMENTS

Alderperson Meinen – no comments.

Alderperson Hofmann requested help from other members of the Council to set up for the Christmas party.

Alderperson Jones – no comments.

Alderperson Koehler – no comments.

Clerk Stoik – no comments.

MAYOR COMMENTS

Mayor Steinmetz reported he had attended the IDC meeting on December 8th.  He also attended a Focus meeting with business leaders regarding the hiring of a future Superintendent of Schools.   He also reported he would be attending a CCDC meeting.  He wished everyone a Merry Christmas & Happy New Year.

Alderperson Hofmann made a motion to go into closed session as authorized by Wis. Stats. 19.85 (1) (c) & (e) as read by Mayor Steinmetz.  Alderperson Jones seconded the motion and a roll call vote was taken:  Meinen, aye; Hofmann, aye; Jones, aye; Koehler, aye.

Alderperson Meinen made a motion to come out of closed session and report on action taken.  Alderperson Jones seconded the motion and a roll call vote was taken:  Alderperson Meinen, aye; Hofmann, aye; Jones, aye; Koehler, aye.

Alderperson Meinen made a motion to accept Peter Paulson, Electric Administrator & Sue Stoik, Clerk-Treasurer retirements effective 3-31-17 and to direct the City Attorney to prepare a retirement agreement to specify retirement benefits for approval at a subsequent meeting.  Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Koehler made a motion to adjourn the meeting.  Alderperson Hofmann seconded the motion and all present voted aye.
