MEETING MINUTES

Bloomer, Wisconsin  

                                                                          December 12, 2012

 

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, December 12, 2012 at 6:02 p.m. at City Hall – Mayor Summerfield presiding.

Roll call was taken:  Mayor Summerfield, Alderpersons Meinen, Hofmann, Steinmetz, Koehler and Clerk Stoik.  Attorney Thiel was absent.

All present gave pledge to the flag.

Alderperson Steinmetz made a motion to approve the minutes from the previous meeting (November 28, 2012) as presented.  Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve all claims against the City and Utilities as presented.  Alderperson Steinmetz seconded the motion and all present voted aye. The claims were in the amounts listed below:

                        Electric Fund:                        $   47,169.02

                        Water Fund:                         $     4,853.62

                        Sewer Fund:                          $   11,237.04

AUDIENCE COMMENTS

There were no audience comments.

Alderperson Koehler made a motion to approve changing to MetLife for the city employee’s dental insurance coverage effective January 1, 2013.  Alderperson Meinen seconded the motion and all present voted aye.

Discussion regarding electronic communication for Council members.  Alderperson Koehler stated they receive large amounts of paper for meetings, etc. and he would like to see if costs could be reduced by using laptops or I-pads. Police Chief Zwiefelhofer is on the Chippewa County board.  They recently purchased I-pads.  He showed some of the members the benefits of using them.  Alderperson Koehler will continue to investigate the costs and will report his findings at an upcoming meeting.

Alderperson Hofmann made a motion to approve Police Chief Zwiefelhofer to attend Law Enforcement Management conference on January 7-10, 2013.  Alderperson Steinmetz seconded the motion and all present voted aye.

DEPARTMENT HEADS

Police Chief Jared Zwiefelhofer read a letter received from Mr. Dave Hake resigning as a part-time patrol officer for the City.

Michael Meindel, Street, Water & Sewer Administrator reported he will continue to work with the Wisconsin DNR regarding wastewater treatment permits.

Peter Paulson, Electric Administrator reported the needed permits from the railroad for the substation upgrade should be coming soon.  It will cost a lot more than originally projected.

ALDERPERSON COMMENTS

Alderperson Koehler commended the Street Department for the good job clearing the streets after the snowfall over the weekend.

Alderperson Meinen – no comments.

Alderperson Steinmetz reminded everyone of the City Christmas party.

Alderperson Hofmann - no comments.

MAYOR COMMENTS

Mayor Summerfield also commented on the condition of the city streets.  He stated he had been in other cities and Bloomer crew had done an excellent job.

Alderperson Steinmetz made a motion to go into closed session under Wis. Stats. 19.85 (1)  (c) & (e) as read by Mayor Summerfield.  Alderperson Koehler seconded the motion and a roll call vote was taken:  Alderperson Meinen, aye; Hofmann, aye; Steinmetz, aye; Koehler, aye.

Alderperson Steinmetz made a motion to come out of closed session and report on action taken.  Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve sale of Lot 16 in Iron Horse Industrial Park to Mike Poirier for $16,000 plus closing/attorney fees.  Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve hiring Jane Rasmussen for the skating rink attendant for the 2012-2013 season at $8.50 per hour.  Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Koehler made a motion to adjourn the meeting.  Alderperson Steinmetz seconded the motion and all present voted aye.
