MEETING MINUTES

Bloomer, Wisconsin

                                                                               December 2, 2015

Pursuant to due call and notice thereof a public hearing of the Common Council of the City of Bloomer was called to order on Wednesday, December 2, 2015 at 6:00 p.m. The hearing was opened at 6:00 p.m. to hear evidence/comments concerning the 2016 budget. Daniel Thole, Auditor from CliftonLarsonAllen was present to answer questions from the public. No one appeared at the hearing. The hearing was closed at 6:01 p.m.

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, December 2, 2015 at 6:02 p.m. at City Hall, 1503 Main Street - Mayor Meinen presiding.

Roll call was taken: Mayor Meinen, Alderpersons Hofmann, Steinmetz, Koehler, Clerk Stoik and Attorney Thiel. Alderperson Meinen was absent.

All present gave pledge to the flag.

Alderperson Koehler made a motion to approve the minutes from the previous meeting (November 11, 2015) as presented. Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve all claims against the City and Utilities as presented. Alderperson Hofmann seconded the motion and all present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

Shirley Revoir spoke regarding her opposition to installation of sidewalk on 17th Avenue. She felt it was not needed and not required by law.

Alderperson Steinmetz made a motion to approve the 2016 budget (mill rate @.00417967) for the City of Bloomer – total levy $954,499 without TIF #4. The final amount with TIF #4 included is (mill rate @.00442923) – total levy of $1,004,786.50. Alderperson Hofmann seconded the motion and a roll call vote was taken: Hofmann, aye; Steinmetz, aye; Koehler, aye.

Discussion was held regarding Resolution 1120 – Fee Schedule for Sign Permits. This issue has been discussed at the last three meetings. Attorney Thiel reviewed the resolution and informed the Council they could modify the resolution to include an exemption for relocated signs. This issue was tabled and will be considered at the next meeting.

Alderperson Koehler made a motion to approve a Certified Survey Map submitted by John Mickesh on behalf of Wisconsin Real Property Investment, LLC for lot 2 of CSM#4256 as approved by the Planning Commission. Alderperson Hofmann seconded the motion and all present voted aye.

Discussion was held regarding the installation of sidewalk on 17th Avenue from its intersection of Riggs Street west to Smith Street. Alderperson Koehler requested Mr. Meindel to seek bids from local contractors for installation. They reviewed section 6-6-2 of the ordinance book regarding specifications for sidewalks. No action was taken. Mr. Meindel will review different options and report back to the Council.

Fire Chief Bleskacek discussed the ordinance – Open Burning Section 5-2-9 of the Municipal Code. Chief Bleskacek stated he has problems interpreting the way it is written. Can he allow open burning in the city limits? After review, the Common Council felt there were discrepancies with the ordinance and state law. Attorney Thiel will research this and will have examples for consideration at the next meeting.

Fire Chief Bleskacek stated the fire department is interested in continuing to staff the skating rink for the upcoming season. He also explained they have taken over the snow removal on nights and weekends from the Water Department. The City was paying an employee time and half to man those hours. He is requesting $15 for one of their men to clean the skating rink. This will save the city, not having to pay overtime. Alderperson Steinmetz made a motion to approve the Bloomer Firefighters to staff the skating rink for the 2015-2016 season and to pay $15 per hour for snow removal. Alderperson Hofmann seconded the motion. Discussion: Chief Bleskacek questioned if the rate of $8.50 would be maintained for staffing the rink. Alderperson Steinmetz stated that was what he intended in his motion. All present voted aye.

Alderperson Steinmetz made a motion to approve the Supplemental Letter Agreement for barrel contamination investigation with Short, Elliott & Hendrickson. Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve a Class “B” Combination Beer & Liquor license for Eric Klein at 1325 15th Avenue as approved by Police Chief Zwiefelhofer with an inspection by the Police Chief prior to opening. Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve Resolution 1139 – To Authorize Mayor and City Clerk to Execute Deed to Fredrick C. Feuerpfeil to Lot 21, Iron Horse Industrial Park. Alderperson Hofmann seconded the motion all present voted aye.

Alderperson Steinmetz made a motion to approve applications for a license to serve fermented malt beverages & intoxicating liquors for the following listed and as approved by Police Chief Zwiefelhofer. Alderperson Koehler seconded the motion and all present voted aye.

DEPARTMENT HEADS

Peter Paulson, Electric Administrator questioned the Mayor and Council if they had received a reply from the property owner with the unfenced retention pond. Mayor Meinen stated he had sent the letter, but had not heard anything back. He will send another certified letter.

Michael Meindel, Street, Water & Sewer Administrator reported he would be extending snow removal on 17th Avenue this season. He also received a bid for electrical installation in the cold storage building. He is requesting a dam monitoring device to be installed on the dam. He also received a request to allow a second driveway on a residential property. Attorney Thiel stated they could request a variance from the city to allow the installation.

Kathy Larson, Library Director – no comments.

Tony Rubenzer, Zoning Administrator /Building Inspector – no comments.

Police Chief Jared Zwiefelhofer reported he had received 34 applications for the Administrative Assistant/Computer Operator position at the police station. He is requesting a committee to review the applications. They will be narrowed to 10 for the council to review. Members of the committee will be the Police Chief, the present Administrative Assistant/Computer Operator, City Clerk and an Alderperson.

Fire Chief Brian Bleskacek – no comments.

Clerk Stoik reported that nomination papers could be taken out for the positions of Mayor, Alderperson – Ward 1 & 3. They are due back on January 5, 2016.

Alderperson Steinmetz made a motion to go into closed session as authorized by Wis. Stats. 19.85 (1) (e) as read by Mayor Meinen. Alderperson Hofmann seconded the motion and a roll call vote was taken: Alderperson Hofmann, aye; Steinmetz, aye; Koehler, aye.

Alderperson Steinmetz made a motion to come out of closed session and report on action taken. Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve the offer to purchase from Michael Poirier for Lot 204 in Iron Horse Industrial Park for $21,000. Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to adjourn the meeting. Alderperson Hofmann seconded the motion and all present voted aye.
