DECEMBER 22, 2010

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, December 22, 2010 at 6:00 p.m. at City Hall – Mayor Summerfield presiding.

Roll call was taken: Mayor Summerfield, Alderpersons Meinen, Hofmann, Steinmetz, Koehler, and Clerk Stoik. Attorney Thiel was not present.

All present gave pledge to the flag.

Alderperson Steinmetz made a motion to approve the minutes from the previous meeting (December 8, 2010) as presented. Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve all claims against the City and Utilities as presented. Alderperson Meinen seconded the motion and all present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

There were no audience comments.

Mayor Summerfield explained that the City does not want to issue tickets for violations of the winter parking ordinance, but because the ticket is only $5, they are having problems with citizens not moving their vehicles. The Street Department then has to go back and clean up after them. Chief Carr had requested this to be placed on the agenda, to increase the fine. Alderperson Hofmann stated that Chippewa Falls is $10, but they are looking into increasing. Other communities average $15 and Eau Claire is $30. Alderperson Meinen questioned the possibility of a tiered fine based on the number of violations. This may be a problem for the Police Department to track the violators. Alderperson Koehler made a motion to increase the fine for violation of the Winter Parking Ordinance from $5 to $10. Alderperson Meinen seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve repairs to the grader at Nortrax for $22,000. Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve undesignating funds for Garages & Sheds - $194,199.10; Sick Pay Investment - $146,436.25 as recommended by Auditor Dan Thole. Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve hiring Peter Brewer - $8.50 and Tanya Perry - $8.00 for the skating rink attendants for the 2010 – 2011 season as approved by the committee. Alderperson Meinen seconded the motion. Alderperson Koehler questioned the difference in pay. Mayor Summerfield responded that Mr. Brewer was designated as being in charge. All present voted aye.

Alderperson Steinmetz made a motion to approve an application for a license to serve fermented malt beverages & intoxicating liquors for Alisa E. Boos as approved by Police Chief Rick Carr. Alderperson Koehler seconded the motion and all present voted aye.

DEPARTMENT HEADS

Peter Paulson, Electric Administrator reported that he would be having a meeting with the contractor and subcontractors regarding the floor at the electric shop the first week in January. He also will be on vacation from now until January 3, 2011.

Michael Meindel, Street, Water & Sewer Administrator reported that he would be having certain city employees have Hepatitis B shots after the first of the year. He also reported that they did not spend all the allotted money for the sign machine and would like to use the rest to purchase computer equipment for the Street Department. The Common Council did not object to Mr. Meindel researching the purchase of computer equipment for the Street Department.

Police Chief Carr was not present.

Clerk Stoik reported that the city employees approved the change to the dental insurance effective January 1, 2011. Also, the wellness clinic has been scheduled January 27, 2011.

ALDERPERSON COMMENTS

Alderperson Meinen commented that he and Sue Carlson, Chairman of the Park Board received notice from Mark Ruff, Catalytic Combustion of a contribution to the North Park for new playground equipment this spring. He thanked them for the Christmas present to the parks.

Alderperson Hofmann thanked the City employees for their hard work this past weekend clearing snow. They did a remarkable job.

Alderperson Steinmetz – no comments.

Alderperson Koehler – no comments.

MAYOR COMMENTS

Mayor Summerfield – no comments.

Pete Paulson reported that the meter reader employees for the utilities quit after the December reading. They have placed an advertisement in the Bloomer Advance. Current employees for the utilities will be entering the January readings.

Alderperson Steinmetz made a motion to adjourn the meeting. Alderperson Koehler seconded the motion and all present voted aye.
