MEETING MINUTES

Bloomer, Wisconsin

                                                                               December 4, 2013

 

Pursuant to due call and notice thereof a public hearing of the Common Council of the City of Bloomer was called to order on December 4, 2013 at 6:45 p.m. to hear evidence/ comments concerning the 2014 budget.  Dan Thole, Auditor from CliftonLarsonAllen was present to answer questions from the public.  No one appeared at the hearing.  The hearing was closed at 6:46 p.m.

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on the above date at 6:46 p.m. at City Hall, 1503 Main Street – Mayor Summerfield presiding.

Roll call was taken:  Mayor Summerfield, Alderpersons Meinen, Hofmann, Steinmetz, Koehler and City Clerk Stoik.  Attorney Thiel was not present.

All present gave pledge to the flag.

Alderperson Hofmann made a motion to approve the minutes from the previous meeting (November 13, 2013) as presented.  Alderperson Steinmetz seconded the motion and all present voted aye. 

Alderperson Steinmetz made a motion to approve all claims against the City and Utilities as presented.  Alderperson Koehler seconded the motion and all present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

Richard Mohr questioned if the City would be interested in the playground equipment at the old elementary school.  Mayor Summerfield and Alderperson Meinen explained the Park Board had looked into the possibility and after much review, decided it wasn’t economical to purchase.  Mr. Mohr also questioned if the Police Department could do more walking patrol in the City.  He felt they needed to introduce themselves to the public.

Alderperson Meinen made a motion to approve the 2014 budget (mill rate @.0042113) for the City of Bloomer – total levy of $938,400 without TIF #4.  The final amount with TIF #4 included is (mill rate @ .00437263) – total levy of $974,365.05.  Alderperson Koehler    seconded the motion.  Roll call vote:  Alderperson Meinen, aye; Hofmann, aye; Steinmetz, aye; Koehler, aye.

Alderperson Meinen made a motion to approve a petition for direct annexation from Jason Zwiefelhofer, Town of Woodmohr adjacent to Kwik Trip parcel.  Legal Description:

: A parcel of land located in the NE1/4 to the NE1/4, Section 7, T30N, R9W, Chippewa County, Wisconsin being more particularly described as follows:  Commencing at the Northeast corner of said Section 7; thence S.00º12’12”E., along the east line of the said section, 1320.68 feet to the southeast corner of said NE1/4 to the NE1/4 and the point of beginning; thence N.89º38’43”W., along the south line of the said NE1/4 of the NE1/4, a distance of 75.00 feet; thence N.00º12’12”W., parallel with the east line of said NE1/4 of the NE1/4, a distance of 367.00 feet; thence S.89º38’43”E., parallel with said south line, 75.00 feet to said east line; thence S.00º12’12”E., along said east line, 367.00 feet to the point of beginning and containing 27,525 square feet more or less as approved by the Planning Commission.  Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve Resolution 1114 – To Release a Restriction in Favor of the City of Bloomer on the Face of Chippewa County Certified Survey Map #2203 §236.293, Wis. Stats. as approved by the Planning Commission.  Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve purchase of an end loader for the Street Department for a not to exceed purchase price of $110,000 from Miller-Bradford & Risberg, Inc. Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Hofmann requested the Common Council to consider an ordinance to allow golf carts on city streets.  Police Chief Zwiefelhofer presented a copy from the City of Brillion.  He stated that according to the law, the City would have to mark every street.  Would the Council want every street designated or certain trails only?  Mayor Summerfield requested Alderperson Hofmann work on a proposed ordinance and bring back for consideration by the Council.

Alderperson Koehler made a motion to approve prepayment of $10,730.32 for Foreman Fire Service & Repair for fire truck from the designated funds from the firefighters. Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve a temporary Class B Picnic license for St. Paul’s Catholic Church and School, 1222 Main Street on December 8, 2013.  Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve a license to serve fermented malt beverages and intoxicating liquors for Kurt D. Satterfield as approved by Police Chief Zwiefelhofer. Alderperson Koehler seconded the motion and all present voted aye.

DEPARTMENT HEADS

Mike Meindel, Street, Water & Sewer Administrator – had nothing to report.

Police Chief Jared Zwiefelhofer reported he would need to put on a future agenda the need to update two computers at the Police Department.

Fire Chief Bleskacek – had nothing to report.

Kim Korbel, Library Director stated she was present to answer any questions regarding the library budget.

Peter Paulson, Electric Administrator – was not present.

Clerk Stoik – had nothing to report.

ALDERPERSON COMMENTS 

Alderperson Koehler – no comments.

Alderperson Steinmetz - no comments.

Alderperson Hofmann - no comments.

Alderperson Hofmann - no comments.

MAYOR COMMENTS

Mayor Summerfield suggested the Council review the ordinance regarding the Extra-Territorial Zoning area around the City in the Town of Bloomer and Woodmohr.  There have been problems with the ordinance and duties of each jurisdiction.  The Council stated they would consider changes or abolishing the ordinance.

Alderperson Hofmann made a motion to go into Closed Session under Wis. Stats. 19.85(1) (c) & (e) as read by Mayor Summerfield.  Alderperson Steinmetz seconded the motion and a roll call vote was taken:  Alderperson Meinen, aye; Hofmann, aye; Steinmetz, aye; Koehler, aye.

Alderperson Steinmetz made a motion to come out of closed session and report on action taken.  Alderperson Koehler seconded the motion and all present voted aye.  No action was taken in closed session.

Police Chief Zwiefelhofer informed the Council, the State has reviewed the State Highway 40 and Smith Street area and will be recommending lower the speed limit to 25 mph, due to the high volume traffic in that area.  They also suggested the City to consider a left turn lane when heading east and turning left on to Smith Street.  The Council suggested moving the speed sign near the old elementary school to the west to slow traffic coming in to the City.

Alderperson Steinmetz made a motion to adjourn the meeting.  Alderperson Meinen seconded the motion and all present voted aye.
