Pursuant to due call and notice thereof a public hearing of the Common Council of the City of Bloomer was held Wednesday, February 17, 2010 at 6:00 p.m. to solicit comments on the proposed Floodplan and Shoreland – Wetland Zoning  -  Title 13, Chapter 2.  The Mayor opened the meeting to comments. Bryan Cunningham from Short, Elliott & Hendrickson was present.  He explained the process leading up to this point.  FEMA has been in the process of modernizing their maps and converting them to a digital format.  No changes were made to the maps.  DNR is requiring each municipality to update their ordinances.  They need to reflect changes that are recommended by them.  Mr. Cunningham has gone through the City of Bloomer’s and using the model from the DNR has drafted an ordinance for consideration tonight. All of this needs to be done by a March 2, 2010 deadline date. Attorney Thiel has reviewed the draft and has recommended some editorial changes to the ordinance and recommends the removal of wordage to allow a mobile home park.  The Council agreed any reference to mobile home park should be removed. Alderperson Koehler questioned the heading.  He had some concerns that it would make the ordinance more restrictive.  Attorney Theil stated that would not be the case.  Alderperson Koehler made a motion to close the hearing at 6:16 p.m.  Alderperson Steinmetz seconded the motion and all present voted aye.

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, February 17, 2010 at 6:15 p.m. at City Hall – Mayor Thur presiding.   Roll call was taken:  Mayor Thur, Alderpersons Young, Hofmann, Steinmetz, Koehler, Clerk Stoik and Attorney Thiel.

All present gave pledge to the flag.
Alderperson Young made a motion to approve Ordinance 10-02 – Floodplain and Shoreland-Wetland Zoning – Title 13, Chapter 13 with the stipulation to remove the term Mobile Home Parks and to include the editorial changes by Attorney Thiel.  Alderperson Koehler seconded the motion and all present voted aye.
Alderperson Young thanked Mayor Thur for all the work she had done to get this reviewed and ready for the Council to approve.
Alderperson Steinmetz made a motion to adjourn the meeting.  Alderperson Hofmann seconded the motion and all present voted aye.
