MEETING MINUTES

Bloomer, Wisconsin

February 22, 2012

 

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Monday,  February 6, 2012 at 6:00 p.m. at City Hall – Mayor Summerfield presiding.

Roll call was taken: Mayor Summerfield, Alderpersons Meinen, Hofmann, Steinmetz, Koehler and Clerk Stoik.  Attorney Thiel was absent.  For the record Alderperson Koehler was present by telephone conference call.

All present gave pledge to the flag.

Alderperson Steinmetz made a motion to approve the minutes from the previous meeting (February 6, 2012) as presented.  Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve all claims against the City and Utilities as presented. Alderperson Meinen seconded the motion and all present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

There were no audience comments.

Discussion was held regarding the hiring of a part-time patrol officer for the Police Department.  Police Chief Jared Zwiefelhofer explained that the current part-time officer is retired and is not always available. He would like to have another back-up in his efforts to fill shifts.  Police Chief Zwiefelhofer will work with the Police Commission and recommend an applicant after their process is completed.  Alderperson Meinen made a motion to proceed with advertising/hiring a part-time patrol officer for the Police Department.  Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve attendance at the Joint Area Meeting of Mayors & Council members in Menomonie on February 29, 2012.  Alderperson Steinmetz seconded the motion.  Discussion:  Alderperson Meinen stated that the City has paid Mayor Summerfield $2,000 mileage since he became Mayor in 2010.  He is aware that the City has a backup police car for use by city employees.  He feels this could also be used by the Mayor to cut back on mileage expenses for the City.  Alderperson Hofmann stated he didn’t think he should be taking the car to Madison for conferences as it is a back-up for the Police Dept. and should be available when needed.   Alderperson Meinen requested this to be on the next agenda for discussion.  The original motion was voted upon and all present voted aye.

Alderperson Koehler made a motion to approve Sue Stoik to attend the Municipal Treasurers of Wisconsin conference on April 26-27, 2012 in Waukesha.  Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve applications for licenses to serve fermented malt beverages and intoxicating liquors to the applicants listed below and approved by Police Chief Zwiefelhofer.  Alderperson Hofmann seconded the motion and all present voted aye.

DEPARTMENT HEADS

Police Chief Jared Zwiefelhofer updated the Council regarding repairs to squad 2 – Ford Explorer.  There is a major rear end issue. The city mechanic is working on repairs. Alderperson Meinen questioned if an extended warranty could be purchased for squad cars.  Chief Zwiefelhofer wasn’t aware of an extended warranty, but would check into it for future purchases.

Michael Meindel, Street, Water & Sewer Administrator reported that the trees planted last year on the berm in the North Industrial Park were not doing too good.  He will look into something more mature for planting this year.

Peter Paulson, Electric Administrator – was not present.

ALDERPERSON COMMENTS

Alderperson Koehler – no comments.

Alderperson Meinen – no comments.

Alderperson Hofmann – no comments.

Alderperson Steinmetz – no comments.

MAYOR COMMENTS

Mayor Summerfield requested the Council to act as a whole in the upcoming negotiations with City employees. All of the contracts expire March 31, 2012 and he feels that all of them need to work together.   A handbook needs to be developed.  The Council set the negotiations meeting for March 14, 2012 after the regular scheduled meeting.

Alderperson Koehler made a motion to go into closed session under Wis. Stats. 19.85(1)(e) as read by Mayor Summerfield.  Alderperson Steinmetz seconded the motion and a roll call vote was taken:  Alderperson Meinen, aye; Hofmann, aye; Steinmetz, aye; Koehler, aye.

Alderperson Koehler made a motion to come out of closed session and report on action taken. Alderperson Steinmetz seconded the motion and all present voted aye.  No action was taken in closed session.

Alderperson Steinmetz made a motion to adjourn the meeting.  Alderperson Meinen seconded the motion and all present voted aye.
