MEETING MINUTES

Bloomer, Wisconsin

February 27, 2013

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, February 27, 2013 at 6:00 p.m. at City Hall – Mayor Summerfield presiding.

Roll call was taken:  Mayor Summerfield, Alderpersons Meinen, Hofmann, Steinmetz, Koehler and Clerk Stoik.  Attorney Thiel was not present.

All present gave pledge to the flag.

Alderperson Steinmetz made a motion to approve the minutes from the previous meeting (February 13, 2013) as presented.  Alderperson Meinen seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve all claims against the City and Utilities as presented.  Alderperson Meinen seconded the motion and all present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

There were no audience comments.

Scott Decker was present to discuss the proposed designated streets for trails for ATV use in the City of Bloomer.  The Common Council previously approved a route from 170th Avenue north on Woodard Road to the Kwik Trip on State Hwy. 40.  They are now requesting areas on 13th Avenue, Oak Street, 12th Avenue, Priddy Street, 9th Avenue, Riggs Street, North Industrial Drive, Larson Street, 14th Avenue, Kranzfelder Street and South Main Street. They are requesting the City to adopt an ordinance similar to the Town of Eagle Point.  Mayor Summerfield stated he had received a call from Roger McFarlane, Chairman of the Town of Bloomer.  He informed the Council that the only trail in the Town of Bloomer is from Cedar Bay to Rock Lake.  The proposed route through the City and north through the industrial park does not lead to any approved trail in the town.  Jerry Johnson, Chairman for the Town of Woodmohr was present at the meeting.  The Council reviewed the approved route through their town.  It did not include every road in the town, but a few selected roads.  He also stated the ordinance was drafted for a one year trial period.  The Council then reviewed the route and felt that some of the streets lead to non-approved areas in the surrounding towns.  Mr. Decker explained the Town of Cooks Valley ordinance.  He would like the Council to review their wording.  Discussion was held regarding ATV and UTV’s.  According to state regulations, they are regarded the same.  At this point, the Council decided to table the issue until more information could be brought before them.

Alderperson Steinmetz made a motion to approve the Emergency Action Plan, Hazard Communication Program and Occupational Noise Exposure Hearing Conversation Program as drafted.  Alderperson Hofmann seconded the motion and all present voted aye.

The Common Council discussed potential refunding opportunities of existing debt for the City.  Sean Lentz  from Ehlers sent the City a possible savings potential of $121,000 over the term of the debt.  The Council gave the Clerk permission to start the process of refunding two loans.

Discussion was held regarding the quote of $4,500-$4,800 for OPEB Valuation as required with Key Benefits.  This evaluation is needed to complete the 2012 audit. The City was required three years ago to produce this document.  It is required to be updated every three years.  The City initially paid $6,500 for the first draft.  The Council felt this was very expensive and requested the Clerk and Mayor to seek advice as to a lower price and/or ramifications of not completing it.  This will be on the next agenda.

Alderperson Hofmann made a motion to approve the following Class B Picnic licenses and live music & dancing licenses to the following as approved by Police Chief Zwiefelhofer. Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve the retirement of Patrolman Kevin Zwiefelhofer effective March 31, 2013 from the Police Department.  Alderperson Hofmann    seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve the process to hire a part-time police officer for the Police Department. Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to change the date of the May 22, 2013 meeting to May 29, 2013. Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve the following applications for a license to serve fermented malt beverages and intoxicating liquors to Mary S. Mohr and Daniel M. Stolt as approved by Police Chief Zwiefelhofer. Alderperson Steinmetz seconded the motion and all present voted aye.

DEPARTMENT HEADS

Pete Paulson, Electric Administrator gave an update regarding the substation upgrades.

Michael Meindel, Street, Water & Sewer Administrator  - no comments.

Police Chief Jared Zwiefelhofer - had nothing to report.

Tony Rubenzer, Building Inspector - had nothing to report.

Sue Stoik, Clerk – had nothing to report.

ALDERPERSON COMMENTS

Alderperson Meinen commented on the condition of sidewalks in the City.  He would like property owners to work on removing ice from their sidewalks as it warms up.

Alderperson Hofmann  - no comments.

Alderperson Steinmetz stated he had received a complaint regarding bright outdoor lights in a commercial district.  The City does not have an ordinance to address this situation.

Alderperson Koehler – no comments.

MAYOR COMMENTS

Mayor Summerfield – no comments.

Alderperson Steinmetz made a motion to adjourn the meeting.  Alderperson Hofmann seconded the motion and all present voted aye.
