MEETING MINUTES

Bloomer, Wisconsin

                                                                               February 12, 2014

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on February 12, 2014 at 6:00 p.m. at City Hall, 1503 Main Street – Mayor Summerfield presiding.

Roll call was taken:  Mayor Summerfield, Alderpersons Meinen, Hofmann, Steinmetz, Koehler and City Clerk Stoik. Attorney Thiel was not present.

All present gave pledge to the flag.

Alderperson Hofmann made a motion to approve the minutes from the previous meeting (January 29, 2014) as presented.  Alderperson Meinen seconded the motion and all present voted aye. 

Alderperson Steinmetz made a motion to approve all claims against the City and Utilities as presented.  Alderperson Hofmann seconded the motion and all present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS 

There were no audience comments.

Alderperson Meinen made a motion to approve a Certified Survey Map submitted by Charles Seibel, 10494 157th Avenue as recommended by the Planning Commission.  Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve a Certified Survey Map submitted by Bloomer School District for dedication of streets near and around the Bloomer Elementary and Middle Schools as recommended by the Planning Commission.  Alderperson Hofmann seconded the motion and all present voted aye.

No action was taken by the Council regarding a structure at 8363 170th Avenue; Town of Woodmohr in the ETZ zoned area as recommended in a letter by Attorney Thiel. The appeals process must be 30 days.

Discussion was held regarding the ETZ ordinance.  Mayor Summerfield questioned the Council on what they wanted to see done with the ordinance.  Roger McFarlane, Town of Bloomer stated their town discussed the ordinance and would like to see major changes or abolish the ordinance all together.  Jerry Johnson, Town of Woodmohr stated they would like to see revisions to the ordinance.  After further discussion, Alderperson Meinen made a motion to refer Ordinance 10-02 – 13-4-1 – Extra-Territorial Zoning approved on March 24, 2010 to a joint meeting with the towns, Planning Commission and ETZ committee for revisions and/or abolishment.  Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve up to $4,000 to purchase an air/gas monitoring equipment for the Fire Department.  Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve Mayor Summerfield’s attendance at the League of Municipalities Lobbying Corp on February 19, 2014 in Madison.  Alderperson Steinmetz seconded the motion.  Discussion:  Alderperson Meinen questioned the expense when Mayor Summerfield would no longer be the Mayor in 2 months.  Mayor Summerfield responded that it was the last chance to meet with the legislature this session and the cost to the City is his day out of town salary.  Motel and mileage was paid by the League of Municipalities.  All present voted aye.

Alderperson Koehler made a motion to approve Sue Stoik to attend the MTAW Spring Conference in Elkhart Lake on May 1-2, 2014.  Alderperson Steinmetz seconded the motion and all present voted aye.

DEPARTMENT HEADS

Peter Paulson, Electric Administrator reported AEP is working on the locked rate for electricity for 2020.  He asked for permission to allow the committee to sign as soon as available. He will put on the agenda for final approval by the Council.

Tony Rubenzer, Zoning Administrator/Building Inspector – had nothing to report.

Brian Bleskacek, Fire Chief reported he needs to update the fire hall for cross connection codes. There is only one plumber in Bloomer willing to do the job.  The Council requested he get a bid from another plumber and bring back to the Council for approval.

Police Chief Jared Zwiefelhofer – had nothing to report.

Michael Meindel, Street, Water & Sewer Administrator asked the Council for permission to start a water advisory for the City.  He would like an adjustment made to the customer’s bill for allowing a water trickle credit.  He estimates the cost to be around $10,000 to $12,000 per month to the utilities.  It has been an extremely cold winter and they are experiencing many freeze-ups.  The Council had no objects to Mr. Meindel’s recommendation and will place this item on the next agenda for approval.

Clerk Stoik read a letter received from the Buchli family commending the Fire Department for their hard work at the ice skating rink this year. 

ALDERPERSON COMMENTS

Alderperson Meinen – no comments.

Alderperson Hofmann reported he had a citizen contact him and there are new EPA standards for outdoor wood stoves.

Alderperson Steinmetz reported he had a citizen contact him regarding wood burning in garages.  He thinks if the Council is going to do anything with the ordinances, they need to look at both sides of the issue.

Alderperson Koehler – no comments.

MAYOR COMMENTS

Mayor Summerfield reported he had attended the Brown Bag Tour at A.J. Manufacturing on Monday and met Governor Walker.  He also had been contacted by the Police Union to start negotiations.  The Council set a date of Feb. 26 at 7 p.m. to begin the negotiations.

Alderperson Steinmetz made a motion to go into Closed Session under Wis. Stats. 19.85(1)(c) as read by Mayor Summerfield.  Alderperson Koehler seconded the motion and roll call vote was taken:  Alderperson Meinen, aye; Hofmann, aye; Steinmetz, aye; Koehler, aye.

Alderperson Hofmann made a motion to come out of closed session and report on action taken.  Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve the Police Commission’s recommendation to hire John Beyer as Sergeant in the Police Department.  Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Meinen made a motion to adjourn the meeting.  Alderperson Steinmetz seconded the motion and all present voted aye.
