MEETING MINUTES

                                                                        Bloomer, Wisconsin                                                                                                                                        February 13, 2013

 

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, February 13, 2013 at 6:00 p.m. at City Hall – Mayor Summerfield presiding.

Roll call was taken:  Mayor Summerfield, Alderpersons Meinen, Hofmann, Steinmetz, Koehler and Clerk Stoik.  Attorney Thiel was not present.

All present gave pledge to the flag.

Alderperson Hofmann made a motion to approve the minutes from the previous meetings (January 23, 2013 & February 5, 2013) as presented.  Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve all claims against the City and Utilities as presented.  Alderperson Koehler seconded the motion and all present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

There were no audience comments.

Alderperson Meinen made a motion to approve a street use permit for St. Paul Lutheran Triathlon on June 1, 2013 at the North Park as approved by Police Chief Zwiefelhofer.  Alderperson Koehler seconded the motion and all present voted aye.

Scott Decker and Damian Prince were present to request designated streets for trails for ATV use in the City of Bloomer.  The Common Council previously approved a route from 170th Avenue north on Woodard Road to the Kwik Trip on State Hwy. 40.  They are now requesting areas on 13th Avenue, Oak Street, 12th Avenue, Priddy Street, 9th Avenue, Riggs Street, North Industrial Drive, Larson Street, 14th Avenue, Kranzfelder Street and South Main Street. They are requesting the City to adopt an ordinance similar to the Town of Eagle Point.  Citizens in the City would be able to drive from their homes to the nearest trail.  Speed limit would be 25 miles per hour.  Mayor Summerfield expressed concern over the areas in residential neighborhoods.  They don’t feel noise should be a problem.  Alderperson Koehler questioned if there should be a public hearing.  The Common Council requested the reporter from the Bloomer Advance to do a public service announcement in the next edition of the paper.  After more discussion, the Council decided to not hold a public hearing.  They will have this on the February 27, 2013 meeting for approval and if the public wants to address the Council, they can in the section of audience comments at the beginning of the meeting.

Alderperson Steinmetz made a motion to approve a committee of the Electric Administrator, City Clerk and Mayor to review and approve future wholesale agreements for electricity.  Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve St. Paul’s Catholic School & Church, 1210 Main Street for a Class B picnic license and live music and dancing on March 2, 2013 in the church undercroft and school gym as approved by Police Chief Zwiefelhofer.  Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve a subordination agreement for Rebecca Alman for a Housing Rehab loan with the City as approved by the committee.  Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve Mayor Summerfield to attend the League of Municipal meeting for legislative lobbying in Madison on February 12 & 13, 2013.  Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve training for Debbie LaGesse – UW-Green Bay Clerk & Treasurers – July 14-19; Renee Mullen – Excel Class in Eau Claire – March 25 & 26; Sue Stoik – Municipal Treasurers Conference – April 24-26.  Alderperson Steinmetz seconded the motion and all present voted aye.

DEPARTMENT HEADS

Pete Paulson, Electric Administrator reported on the AEP and Xcel Energy bills.  The March 1st bill will include transmission costs from Xcel yet.  The rates will not even out for a couple of months.

Michael Meindel, Street, Water & Sewer Administrator reported the state of Florida has had success in keeping the phosphorus level at an adequate level.  Wisconsin Rural Water and representatives from the State will continue to watch this case.

Police Chief Jared Zwiefelhofer reported Chippewa County is requesting all the emergency agencies be on the same records management program.  They are working on a package for each department.  He will keep the Council informed.

Tony Rubenzer, Building Inspector – had nothing to report.

Sue Stoik, Clerk reminded the Council of a primary election on February 19, 2013.

ALDERPERSON COMMENTS

Alderperson Meinen – no comments

Alderperson Hofmann thanked the street dept. for their efforts cleaning up after the recent ice storm.

Alderperson Steinmetz – no comments.

Alderperson Koehler – no comments.

MAYOR COMMENTS

Mayor Summerfield reported he received a letter from the Police Union to begin negotiations.  The City has received notification that the rate of health insurance is increasing 26%.  They are in the process of bidding it out to other suppliers.  He also stated he would be presenting a plaque to Pete Paulson for his years of service.

Alderperson Steinmetz made a motion to approve going into closed session under Wis. Stats. 19.85(1) (c) as read by Mayor Summerfield.  Alderperson Koehler seconded the motion and a roll call vote was taken:  Alderperson Meinen, aye; Hofmann, aye; Steinmetz, aye; Koehler, aye.

Alderperson Koehler made a motion to come out of closed session and report on action taken.  Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve the Supplementary Employment Agreement with Police Chief Jared Zwiefelhofer and change the pay per hour to his annual salary divided by 2080.  Alderperson Hofmann seconded the motion.  Roll call vote:  Alderperson Meinen, aye; Hofmann, aye; Steinmetz, aye; Koehler, aye.

Alderperson Steinmetz made a motion to adjourn the meeting.  Alderperson Koehler seconded the motion and all present voted aye.
