MEETING MINUTES

Bloomer, Wisconsin

                                                                               February 22, 2017

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, February 22, 2017 at 6:00 p.m. at City Hall, 1503 Main Street – Mayor Steinmetz presiding.

Roll call was taken:   Mayor Steinmetz, Alderpersons Meinen, Hofmann, Jones, Koehler, Clerk Stoik and Attorney Gustafson. 

All present gave pledge to the flag.

Alderperson Meinen made a motion to approve the minutes from the previous meeting February 8, 2017) as presented.  Alderperson Koehler seconded the motion and all present voted aye. 

Alderperson Jones made a motion to approve all claims against the City and Utilities as presented. Alderperson Hofmann seconded the motion.  All present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

There were no audience comments.

Alderperson Hofmann made a motion to approve purchase of a combination copy/fax/scanner for the Police Department for $2,275.  Alderperson Meinen seconded the motion and all present voted aye.

Police Chief Zwiefelhofer stated he wanted to postpone action to begin the process to hire a full-time Patrolman and a part time officer in the Police Department.  This will be on a future agenda.

Alderperson Koehler made a motion to approve sale of the cardboard truck for $7,000.  Alderperson Jones seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve the employment agreement with Sandi Frion for the Administrator/Clerk/Treasurer position for $75,000/yr.  Alderperson Jones seconded the motion and all present voted aye.  Mayor Steinmetz introduced Ms. Frion to those in attendance.  Ms. Frion thanked the Common Council and is looking forward to starting in this new position and the challenges ahead.

Alderperson Hofmann made a motion to approve a license to serve fermented malt beverages & intoxicating liquors for Steven A. Siverling & Abrahm J.E. Skaw as approved by Police Chief Zwiefelhofer.  Alderperson Koehler seconded the motion and all present voted aye.

DEPARTMENT HEADS

Tony Rubenzer, Building Inspector/Zoning Administrator – no comments.

Police Chief Zwiefelhofer – no comments.

Michael Meindel, Street, Water & Sewer Administrator – no comments.

Peter Paulson, Electric Administrator – no comments.

Attorney Dan Gustafson – no comments.

Clerk Stoik – no comments.

ALDERPERSON COMMENTS

Alderperson Meinen – no comments.

Alderperson Hofmann – no comments.

Alderperson Jones – no comments.

Alderperson Koehler – no comments.

MAYOR COMMENTS

Mayor Steinmetz reported Mark Schwartz, Ambulance Adminstrator reported the new ambulance has been delivered and is in service.  He also reported he had attended the Bloomer IDC annual meeting.

Alderperson Jones made a motion to go into closed session as authorized by Wis. Stats. 19.85(1) (c)   for considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises authority; & Wis. Stats. 19.85(1)(g) for conferring with legal counsel for the governmental body who is rendering oral or written advice regarding strategy to be adopted by the body with respect to litigation in which it is or likely to become involved, regarding:

*Conferring with legal counsel regarding possible settlement of legal action.

Wis. Stats. 19.85(1) (c)   for considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises authority.

*Consideration of Street Department Manager position.

*Compensation for newly created Manager Positions.

*Retirement agreements for retiring employees.

Alderperson Koehler seconded the motion and a roll call vote was taken:  Alderperson Meinen, aye; Hofmann, aye; Jones, aye; Koehler, aye.

Alderperson Koehler made a motion to come out of closed session as authorized by Wis. Stats. 19.85 (1)(c) & (g).  Alderperson Jones seconded the motion and a roll call vote was taken:  Meinen, aye; Hofmann, aye; Jones, aye; Koehler, aye.

Alderperson Meinen made a motion to approve Tony Burgess as the Street Department Manager position.  Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Jones made a motion to approve the wage adjustments for the following positions effective 04-01-17:  Water & Sewer Department Manager $27.50 per hour; Electric Department Manager $29.75 per hour; Street Department Manager $26.00 per hour; Deputy Clerk/Treasurer $24.00/per hour.  Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve the retirement agreements with Michael Meindel, Peter Paulson and Sue Stoik.  Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Koehler made a motion to adjourn the meeting.  Alderperson Jones seconded the motion and all present voted aye.
