MEETING MINUTES

Bloomer, Wisconsin

                                                                               February 25, 2015

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, February 25, 2015 at 6:00 p.m. at City Hall, Mayor Meinen presiding.

Roll call was taken: Mayor Meinen, Alderpersons Meinen, Steinmetz, Koehler and Clerk Stoik. Alderperson Hofmann and Attorney Thiel were absent.

All present gave pledge to the flag.

Alderperson Meinen made a motion to approve the minutes from the previous meeting (February 11, 2015) as presented. Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve all claims against the City and Utilities as presented. Alderperson Meinen seconded the motion and all present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

There were no audience comments.

Alderperson Steinmetz made a motion to approve the Certified Survey Map from the City of Bloomer for Lots 7-11 & Lots 30-36 in Iron Horse Industrial Park to be replatted as approved by the Planning Commission. Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve Ordinance 15 - 01 - To Amend the Official Extra-Territorial Zoning Map in the ETZ area owned by Tom Dietsche, Mgr. of Willie’s Ventures LLC in the Town of Bloomer from Agriculture to (I-2) Heavy Industrial District as approved by the ETZ Committee and Planning Commission after a public hearing on February 18, 2015. Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve the low bidder of A-1 Excavating for a base bid of $47,828 for the LRIP – 6th Avenue Reconstruction as recommended by Short, Elliott & Hendrickson. Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve the low quote to purchase of a ½ ton pickup from Bloomer Ford for $22,637 for the Water Department. Alderperson Koehler seconded the motion and all present voted.

Alderperson Steinmetz made a motion to approve inspection and repair of Well #5 for a not to exceed price of $30,000. Alderperson Meinen seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve water meter replacement at $20,000/yr. for approx. 10 years. – (State Mandated). Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve a wastewater thickener feed pump for approx. $18,000 from the Equipment Replacement Fund. Alderperson Meinen seconded the motion and all present voted aye.

Mr. Meindel reported the problems with the 16th Avenue storm water issues. He is proposing that Short, Elliott & Hendrickson review the issue. He has been reviewing the building plans for the future plans on the lots. He is not able to determine the amount of water run-off at this time. He has not seen the building plans or elevations of future buildings. He will report back to the Council when he has more information. No action was taken by the Council.

Alderperson Meinen made a motion to approve a Street Use Permit for Bloomer American Legion Post 295 for June 9, 2015 for a 5K Run/Walk event as reviewed and approved by Police Chief Zwiefelhofer. Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve a Street Use Permit for Woodmohr 4-H for April 18, 2015 for a 4 Mile/4 K Run-Walk event as reviewed and approved by Police Chief Zwiefelhofer. Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve the health insurance coverage for city employees with Security Health effective 04-01-15 to 03-31-16. Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve a temporary Class “B” Picnic License for Bloomer Wrestling Club at North Park on May 16, 2015 from 11:00 a.m. to 6:00 p.m. Alderperson Koehler seconded the motion and all present voted aye.

DEPARTMENT HEADS

Clerk Stoik – had nothing to report.

Peter Paulson, Electric Administrator reported the skid steer had been repaired. He is looking into replacing with a larger skid steer that could handle a plow. He also contacted Jennifer at Bloomer Ambulance and the AED that he was looking to purchase is the same version the Ambulance Service is converting to. He will coordinate with her and purchase in bulk when they are buying.

Michael Meindel, Street, Water & Sewer Administrator reported the Street Department employees are impressed with the new air filtration system at the shop and thanked the Council for the purchase. He also requested meeting with the Council regarding his contract. He also requested a committee to be set up to review problems with septage being brought into the plant. The volume they are receiving is going to be over DNR regulations and he needs direction on what actions the Council is interested in pursuing. Alderperson Meinen volunteered to be on the Committee. Alderperson Hofmann was not at the meeting, but would be contacted to see if he would sit on the committee.

Police Chief Jared Zwiefelhofer reported the State of Wisconsin moved the 45 mph signs back 200 feet on State Highway 40 coming into the city limits. He hopes this will slow the traffic down sooner.

Tony Rubenzer, Building Inspector had nothing to report.

ALDERPERSON COMMENTS

MAYOR COMMENTS

Mayor Meinen – no comments.

Alderperson Koehler made a motion to go into closed session as authorized by Wis. Stats. 19.85 (1) (c) & (e) as read by Mayor Meinen. Alderperson Steinmetz seconded the motion and a roll call vote was taken: Meinen, aye; Steinmetz, aye; Koehler, aye.

Alderperson Steinmetz made a motion to come out of closed session and report on action taken. Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Meinen made a motion to accept the offer to purchase from Ben Holzem, Holzem Machine for approximately 4.06 acres at $35,000 with 10% down plus attorney fees, surveying costs, closing costs and title work in the Iron Horse Industrial Park. Alderperson Steinmetz seconded the motion and all present voted aye.

The Common Council discussed the Employee Handbook. More changes were proposed and were requested to be added. A final draft should be ready for the next meeting.

Alderperson Koehler made a motion to adjourn the meeting. Alderperson Steinmetz seconded the motion and all present voted aye.
