MEETING MINUTES

Bloomer, Wisconsin

                                                                               February 8, 2017

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, February 8, 2017 at 6:00 p.m. at City Hall, 1503 Main Street – Mayor Steinmetz presiding.

Roll call was taken:   Mayor Steinmetz, Alderpersons Meinen, Hofmann, Jones, Koehler, Clerk Stoik and Attorney Dale. 

All present gave pledge to the flag.

Alderperson Jones made a motion to approve the minutes from the previous meeting (January 25, 2017, January 30, 2017 & February 2, 2017) as presented.  Alderperson Hofmann seconded the motion and all present voted aye. 

Alderperson Hofmann made a motion to approve all claims against the City and Utilities as presented. Alderperson Meinen seconded the motion.  All present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

There were no audience comments.

Discussion was held regarding job descriptions for positions of Water/Sewer Department Manager, Electric Department Manager and Street Department Manager.  Suggestions were made and corrections made to the draft copies.  Alderperson Meinen made a motion to approve the job descriptions for Water/Sewer Department Manager, Electric Department Manager and Street Department Manager with the corrections.  Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve Resolution 1156 – To Amend the City of Bloomer Code of Ordinances to Eliminate the Position of Street, Water and Sewer Administrator and Add the Positions of Water/Sewer Department Manager, Electric Department Manager and Street Department Manager.  Alderperson Jones seconded the motion and all present voted aye.

DEPARTMENT HEADS

Jared Zwiefelhofer, Chief of Police reported the department is short-staffed and Chippewa County Sheriff’s Department will be assisting the City to fill shifts over the weekend.

Tony Rubenzer, Building Inspector/Zoning Administrator – no comments.

Peter Paulson, Electric Administrator reported the safety contract has been signed and the company has set up the training schedule for the next five months.

Kathy Larson, Library Director handed out information regarding their 2016 service numbers at the library.

Michael Meindel, Street, Water & Sewer Administrator stated they would be requesting to purchase a pick-up truck for the Water & Sewer Department.  He also stated they would be purchasing tires for the cardboard truck.  He also stated that he was very close to completing the Well #3 contamination site.  He received the Urban Forest & Tree Inventory report from

Bluestem Forestry Consulting.  He stated this will be expensive if the City follows all of the recommendations in the report.

Clerk Stoik – no comments.

ALDERPERSON COMMENTS

MAYOR COMMENTS

Mayor Steinmetz – no comments.

Alderperson     made a motion to go into closed session as authorized by Wis. Stats. 19.85 (1) (c) (e) (g) as read by Mayor Steinmetz. Wis. Stats. 19.85(1) (c) for considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises authority.

Wis. Stats. 19.85(1) (e) for deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining s reasons require a closed session;  & Wis. Stats. 19.85 (1) (g) for conferring with legal counsel for the governmental body who is rendering oral or written advice regarding strategy to be adopted by the body with respect to litigation in which it is likely to become involved.   

*Conferring with legal counsel regarding possible settlement of legal action.

Wis. Stats. 19.85(1) (c) for considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises authority.

*Consideration of City Administrator/Clerk/Treasurer candidates.

Alderperson Jones seconded the motion and a roll call vote was taken:  Alderperson Meinen, aye; Hofmann, aye; Jones, aye; Koehler, aye;

Alderperson Hofmann made a motion to come out of closed session as authorized by Wis. Stats. 19.85 (1)(c) (e) & (g).  Alderperson Koehler seconded the motion and a roll call vote was taken:  Meinen, aye; Hofmann, aye; Jones, aye; Koehler, aye.

Alderperson Meinen made a motion according to Wis. Stats. 19.85(1)(c) *Promotion and/or reassignment of employee(s) – to appoint William Miller to the Water/Sewer Manager and Timothy Kuhn to the Electric Manager positions with compensation to be determined at the next meeting and to instruction the City Clerk to post for the Street Manager position within the City departments.  Alderperson Jones seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to adjourn the meeting.  Alderperson Jones seconded the motion and all present voted aye.
