January 11, 2017
Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, January 11, 2017 at 6:00 p.m. at City Hall, 1503 Main Street – Council President Hofmann presiding.
Roll call was taken: Alderpersons Meinen, Hofmann, Jones, Koehler, Clerk Stoik and Attorney Gustafson. Mayor Steinmetz was absent. Council President Hofmann proceeded over the meeting.
All present gave pledge to the flag.
Alderperson Jones made a motion to approve the minutes from the previous meeting (December 28, 2016) as presented. Alderperson Meinen seconded the motion and all present voted aye.
Alderperson Koehler made a motion to approve all claims against the City and Utilities as presented. Alderperson Jones seconded the motion and all present voted aye. The claims were in the amounts listed below:

Alderperson Meinen made a motion to approve the 2016 building permit report as presented. Alderperson Koehler seconded the motion and all present voted aye.
Alderperson Koehler made a motion to approve an application to serve fermented malt beverages & intoxicating liquors for James F. Tomes. Alderperson Jones seconded the motion and all present voted aye.
Michael Meindel, Street, Water & Sewer Administrator reported he and Bill Miller had a meeting with Short, Elliott & Hendrickson regarding the DNR grant for the sludge handling. They will be proceeding with the next phase of the project for bidding and funding. Alderperson Jones questioned what stage the storm sewer study was at for the problem locations in the City. Mr. Meindel replied they are working on it and also updating the 5-year plan for the City.
Peter Paulson, Electric Administrator reported that MEUW had released the City from the safety program and will proceed with the contract with Keeping Safety Simple as approved at the December 14th meeting. He will also be working with the shop mechanic to sell the old pick-up.
Kathy Larson, Library Director reported she had submitted her resignation as the Library Director at their last meeting on January 4, 2017 for being disrespected by recent board actions, including those taken by the city council representative. She has struggled with this decision and stated she has worked hard to make the library what it is today. There will be a special meeting on Thursday, January 12, 2017- 6:00 p.m. at city hall with the library board to consider her to rescind her resignation. At the December Library Board meeting the board approved a raise for the Library Director with a 6-0 vote. In January they rescinded her raise. Council President Hofmann explained his position and progression of the events. He explained this issue would be discussed at the meeting tomorrow in front of the Library Board.
Police Chief Jared Zwiefelhofer reported all the parts and equipment were in for the pedestrian sign.
Clerk Stoik reported the auditors will be conducting the city audit starting Monday, January 16th.
Alderperson Meinen – no comments.
Alderperson Koehler reported he had attended the Dove Healthcare open house. He reported it was a very nice facility.
Alderperson Jones – no comments.
Alderperson Hofmann reported he had attended the dedication of the Dove Healthcare open house.
Mayor Steinmetz was not present.
Council President Hofmann stated the Common Council will go into closed session under Wis. Stats. 19.85 (1) (c) & (e) and not section (g) as posted and read by President Hofmann. There was no need to confer with legal counsel. Alderperson Koehler made a motion to go into closed session as authorized by Wis. Stats. 19.85(1) (c) for considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises authority.

Stats. 19.85(1) (e) for deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining s reasons require a closed session. Alderperson Meinen seconded the motion and a roll call vote was taken: Alderperson Meinen, aye; Hofmann, aye; Jones, aye; Koehler, aye.
Offer to purchase for industrial land.
Alderperson Meinen made a motion to come out of closed session as authorized by Wis. Stats. 19.85 (1)(c) & (e). Alderperson Jones seconded the motion and a roll call vote was taken: Meinen, aye; Hofmann, aye; Jones, aye; Koehler, aye.
The Common Council formally conferred and directed the City Attorney to prepare a counter offer to the offer to purchase industrial land. No other action was taken by the Common Council.
Alderperson Meinen made a motion to adjourn the meeting. Alderperson Koehler seconded the motion and all present voted aye.
