MEETING MINUTES

Bloomer, Wisconsin

                                                                           January 23, 2013

Pursuant to due call and notice thereof a public hearing of the Common Council of the City of Bloomer was called to order on January 23, 2013 at 6:00 p.m. at City Hall regarding the application for a kennel license by William & Sue Anderson, 1532 11th Avenue.  No one appeared at the hearing.  The hearing was closed at 6:01 p.m.

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, January 23, 2013 at 6:01 p.m. at City Hall – Mayor Summerfield presiding.

Roll call was taken:  Mayor Summerfield, Alderpersons Meinen, Hofmann, Steinmetz, Koehler and Clerk Stoik.  Attorney Thiel was not present.

All present gave pledge to the flag.

Alderperson Steinmetz made a motion to approve the minutes from the previous meeting (January 9, 2013) as presented.  Alderperson Koehler seconded the motion.  Alderperson Meinen questioned if the Town of Woodmohr had passed an ordinance to allow ATV’s on town roads.  Police Chief Zwiefelhofer responded the Town of Woodmohr had approved it on January 9, 2013. All present voted aye.

Alderperson Hofmann made a motion to approve all claims against the City and Utilities as presented.  Alderperson Meinen seconded the motion and all present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

There were no audience comments.

Alderperson Hofmann made a motion to approve a Conditional Use Permit for William & Sue Anderson at 1532 11th Avenue for a kennel license as approved by the Planning Commission.  Alderperson Koehler seconded the motion.  Alderperson Meinen questioned if this allows anyone with more than 3 dogs to have a kennel license.  Mayor Summerfield responded this only gave the conditional use permit to the Andersons and every application is separate. All present voted aye.

Alderperson Steinmetz made a motion to approve a Certified Survey Map for Vernon Caron, 331 13th Avenue as approved by the Planning Commission with a 16 foot utility easement on the north edge of the lot.  Alderperson Meinen seconded the motion and all present voted aye. A citizen questioned the future placement of a city street in the area.  Mayor Summerfield responded that it did not border this CSM, but was on the east side of the city owned lot.  They reviewed the map.

Alderperson Hofmann made a motion to approve an engine overhaul of the garbage truck – approx... $6,000 to $7,500.  Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve Short, Elliott & Hendrickson to develop a phosphorus optimization plan for a not to exceed price of $2,500 contract.  Alderperson Hofmann seconded the motion and all present voted aye.

Mayor Summerfield explained correspondence received from Bryan Cunningham from Short, Elliott & Hendrickson regarding FEMA/STARR floodplain revisions.  FEMA is only willing to approve the changes to areas below the dam and not above.  The Common Council discussed options to the revisions.  They’re frustrated with the process of the application and now FEMA is not recognizing all of the areas.  Mayor Summerfield requested the Council to contact federal representatives and express their displeasure with the process.  Alderperson Meinen made a motion to approve proceeding with the FEMA/STARR floodplain revisions for below the dam as described by SEH.  Alderperson Koehler seconded the motion and all present voted aye.

DEPARTMENT HEADS

Police Chief Jared Zwiefelhofer – had nothing to report.

Tony Rubenzer, Building Inspector/Zoning Administrator – had nothing to report.

Michael Meindel, Street, Water & Sewer Administrator – had nothing to report.

ALDERPERSON COMMENTS

Alderperson Koehler reported the Ipads were in for the City Council.  They will be distributed soon.

Alderperson Steinmetz – no comments.

Alderperson Hofmann reported he had received a letter from CVTC students for the equipment donated from the substation for their training.

Alderperson Meinen – no comments.

MAYOR COMMENTS

Mayor Summerfield reported he would be attending the League of Municipalities legislative meeting in February and will have on the next agenda for approval.

Alderperson Koehler made a motion to approve going into closed session under Wis. Stats. 19.85(1) (c) as read by Mayor Summerfield.  Alderperson Hofmann seconded the motion and a roll call vote was taken:  Alderperson Meinen, aye; Hofmann, aye; Steinmetz, aye; Koehler, aye.

Alderperson Steinmetz made a motion to come out of closed session and report on action taken.  Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve a change to the Chief of Police employment agreement to section (C) Wisconsin Retirement System to reflect the percentage paid by the employee share of protective with social security as defined by WRS employer rates.  Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to adjourn the meeting.  Alderperson Steinmetz seconded the motion and all present voted aye.
