MEETING MINUTES

Bloomer, Wisconsin 

                                                                               January 28, 2015

 

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, January 28, 2015 at 6:00 p.m. at City Hall, Mayor Meinen presiding.

Roll call was taken: Mayor Meinen, Alderpersons Meinen, Hofmann, Steinmetz, Koehler, Clerk Stoik and Attorney Thiel.

All present gave pledge to the flag.

Alderperson Steinmetz made a motion to approve the minutes from the previous meeting (January 14, 2015) as presented. Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve all claims against the City and Utilities as presented. Alderperson Koehler seconded the motion and all present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

There were no audience comments.

Alderperson Steinmetz made a motion to approve a replat of Lots 7-11, Iron Horse Industrial Park and annexation strip on the 40 line with Marty Rood, Real Land Surveying. Alderperson Hofmann seconded the motion and all present voted aye.

Discussion was held regarding adjusting the price of residential lots 7-11& lots 30-36 in the Iron Horse Industrial Park. The adjustment needed to be made from changing 12 lots to 10 lots plus surveying costs. Alderperson Koehler made a motion to approve changing the price of lots 7-11 to $19,000 for 4 lots and lots 30-36 to $21,000 for 6 lots. Alderperson Meinen seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve Short, Elliott & Hendrickson to prepare revisions to the sewer ordinance for a not to exceed price of $5,000 not including attorney fees. Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve a fume eliminator/air purifier for approx. $5,000 from the Machinery & Equipment fund. Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve appointing Randy Yeakey to the Library Board to fill the term of Sheryl Zwiefelhofer. Alderperson Meinen seconded the motion and all present voted aye.

DEPARTMENT HEADS

Clerk Stoik commented on the possible refunding of 2007A Bonds. Sean Lentz from Ehlers sent an email with possible savings for the City. The Common Council stated they would like to proceed with the refunding.

Peter Paulson, Electric Administrator reported the head gasket broke on the skid steer. The City mechanic has made the repairs. He commented the city was very fortunate to have such a talented mechanic.

Police Chief Jared Zwiefelhofer reported the State will be reviewing the speed limit on 17th Avenue/Hwy. 40 over the overpass to the west city limit line. There have been a number of accidents and they will be reviewing traffic volumes, speed, etc.

Tony Rubenzer, Building Inspector stated if safety was a concern the City needed to look at the lack of sidewalk on the north side of 17th Avenue from Priddy Street to Smith Street.

Michael Meindel, Street, Water & Sewer Administrator - was not present.

Kathy Larson, Library Director – was not present.

ALDERPERSON COMMENTS

Alderperson Meinen – no comments.

Alderperson Hofmann – no comments.

Alderperson Steinmetz – no comments.

Alderperson Koehler – no comments.

MAYOR COMMENTS

Mayor Meinen reported he had received a letter from Chippewa County Economic Services regarding an upcoming event they were invited to.

Alderperson Koehler made a motion to go into closed session as authorized by Wis. Stats. 19.85 (1) (c) & (e) as read by Mayor Meinen. Alderperson Meinen seconded the motion and a roll call vote was taken: Meinen, aye; Hofmann, aye; Steinmetz, aye; Koehler, aye.

Alderperson Meinen made a motion to come out of closed session and report on action taken. Alderperson Steinmetz seconded the motion and all present voted aye.

The Common Council reviewed changes to the draft Employee Handbook. They reviewed the responses received from Attorney Dale to the committee’s recommendations and questions. Corrections were made to be submitted back and a final draft prepared.

Alderperson Steinmetz made a motion to adjourn the meeting. Alderperson Koehler seconded the motion and all present voted aye.
