January 8, 2014
Pursuant to due call and notice thereof a regular meeting of
the Common Council of the City of Bloomer was called to order
on January 8, 2014 at 6:00 p.m. at City Hall, 1503 Main Street
– Mayor Summerfield presiding.
Roll call was taken: Mayor Summerfield, Alderpersons
Meinen, Hofmann, Steinmetz, Koehler and City Clerk Stoik.
Attorney Thiel was not present.
All present gave pledge to the flag.
Alderperson Meinen made a motion to approve the minutes from
the previous meeting (December 18, 2013) as presented.
Alderperson Koehler seconded the motion and all present voted
Alderperson Steinmetz made a motion to approve all claims
against the City and Utilities as presented. Alderperson
Hofmann seconded the motion and all present voted aye. The
claims were in the amounts listed below:

Alderperson Hofmann made a motion to approve the truck
purchase from Bloomer Ford of $26,449.50 for the Fire
Department. Alderperson Meinen seconded the motion and
all present voted aye.
Alderperson Hofmann made a motion to approve the
Supplemental Letter Agreement with Short, Elliott and
Hendrickson for the Bloomer Landfill 2014. Alderperson
Meinen seconded the motion. Alderperson Koehler
questioned Mr. Meindel regarding the tests conducted in the
area of the old landfill. Mr. Meindel stated that the
test results have remained constant. All present voted
Alderperson Hofmann made a motion to approve Ordinance 14-01
– To Annex Real Estate to the City of Bloomer Wis. Stats
66.0217(2) – Kwik Trip, Inc. Alderperson Koehler seconded
the motion and all present voted aye.
Alderperson Steinmetz made a motion to approve the 2013
monthly breakdown Fire Report as submitted by Fire Chief
Bleskacek. Alderperson Meinen seconded the motion and all
present voted aye.
Fire Chief Brian Bleskacek reported everything was going
well at the skating rink. They have a large participation
attending each day.
Tony Rubenzer, Building Inspector/Zoning Administrator
reported he would be temporarily issuing permits to Mayo Clinic
Health Systems for temporary trailers for offices which were
damaged in a recent fire. The permits would be for 6
Peter Paulson, Electric Administrator reported the
separation from GLU had been completed. Now they want 5
cents a megawatt hour. The other municipalities are not
going with this proposal. He would like the committee to
review and approve based on the recommendation of the legal
counsel. The Common Council agreed to allow Mr. Paulson
and the committee to continue to review the best option for the

reported the new loader should be delivered soon.
Police Chief Zwiefelhofer reported he had reviewed the
moving of the speed sign on 17th Avenue to the
west. There aren’t any existing poles to use in the
area. In the spring, they would review and recommend a
new location. They also will be working to place a left
turn lane on 17th Avenue turning north on to Smith
Street. This also will be done in the spring.
Clerk Stoik - had nothing to report.
Alderperson Meinen – no comments.
Alderperson Hofmann - no comments.
Alderperson Steinmetz – no comments.
Alderperson Koehler questioned where the old Explorer was
stored and could more employees have access to it. It is
currently stored at the wastewater treatment plant facility.
Discussion followed and it was recommended to store the vehicle
at the fire station. Fire Chief Bleskacek was agreeable
to it being stored at the fire station.
Mayor Summerfield reported he had a resignation of Kevin
Babbitt from the Golf Course Committee. He would be
recommending a replacement soon. He also had forwarded an email
from Attorney Thiel regarding the steps to rescinding the ETZ
ordinance. Each Council member expressed their opinions
regarding pro’s/con’s. This will be on a future agenda
for discussion. Mayor Summerfield stated there are some
pending issues in the ETZ area. He also reported Governor
Walker would be at A-1 Excavating on Friday at 1:40 p.m. He
hoped the City officials could attend.
Alderperson Hofmann made a motion to go into Closed Session
under Wis. Stats. 19.85(1) (c) & (e) as read by Mayor
Summerfield. Alderperson Koehler seconded the motion and
a roll call vote was taken: Alderperson Meinen, aye;
Hofmann, aye; Steinmetz, aye; Koehler, aye.
Alderperson Steinmetz made a motion to come out of closed
session and report on action taken. Alderperson Koehler
seconded the motion and all present voted aye.
Alderperson Koehler made a motion to approve hiring Karla
Culver as a part time meter reader for the utilities effective
01-15-14 at a rate of .25 per meter read. Alderperson
Steinmetz seconded the motion and all present voted aye.
Alderperson Hofmann made a motion to adjourn the
meeting. Alderperson Steinmetz seconded the motion and
all present voted aye.
