MEETING MINUTES

Bloomer, Wisconsin     

                                                                          January 9, 2013

 

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, January 9, 2013 at 6:00 p.m. at City Hall – Mayor Summerfield presiding.

Roll call was taken:  Mayor Summerfield, Alderpersons Meinen, Hofmann, Steinmetz, Koehler and Clerk Stoik.  Attorney Thiel was absent.

All present gave pledge to the flag.

Alderperson Hofmann made a motion to approve the minutes from the previous meeting (December 26, 2012) as presented.  Alderperson Meinen seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve all claims against the City and Utilities as presented.  Alderperson Hofmann seconded the motion and all present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

There were no audience comments.

Alderperson Hofmann made a motion to adopt Resolution 1107 – Approving An All Hazards Mitigation Plan for the City of Bloomer.  Alderperson Koehler seconded the motion and all present voted aye.

Scott Decker was present to discuss the possibility of the city opening up Woodard Avenue from 170th Avenue in the Town of Woodmohr north to the Kwik Trip as an ATV trail.  This would allow citizens to get gas, etc.  Currently, the Town of Eagle Point has the town roads open to ATV‘s and presented their current ordinance as adopted.  Police Chief Jared Zwiefelhofer did not have any issues opening this section for ATV use.  The Council discussed safety, sign and ditch issues.  The club would be attending a Town of Woodmohr meeting later in the evening to request them to allow travel in their town.  Alderperson Hofmann made a motion to approve opening Woodard Road from 170th Avenue to the Kwik Trip dependent upon approval of the Town of Woodmohr allowing ATV use on 170th Avenue.  Alderperson Koehler seconded the motion and all present voted aye.  This may be on the next agenda, in ordinance form, depending Town of Woodmohr approval.

Alderperson Koehler made a motion to approve the 2012 building permit report.  Alderperson Steinmetz seconded the motion and all present voted aye.

DEPARTMENT HEADS

Peter Paulson, Electric Administrator reported the transformers for the substation would be delivered next week.  Also, as of January 1st AEP is supplying the city its wholesale electric power. 

Police Chief Jared Zwiefelhofer – nothing to report.  

Clerk Stoik – nothing to report.

Michael Meindel, Street, Water & Sewer Administrator - not present.

ALDERPERSON COMMENTS

Alderperson Meinen – no comments.

Alderperson Hofmann questioned Mayor Summerfield regarding an upcoming Planning Commission meeting.

Alderperson Steinmetz reported the Christmas party was well attended.  He questioned when the council would like to schedule next year’s party.  He will bring this up at a later date.

Alderperson Koehler – no comments.

MAYOR COMMENTS

Mayor Summerfield – no comments.

Alderperson Steinmetz made a motion to approve going into closed session under Wis. Stats. 19.85(1) (e) as read by Mayor Summerfield.  Alderperson Koehler seconded the motion and a roll call vote was taken:  Alderperson Meinen, aye; Hofmann, aye; Steinmetz, aye; Koehler, aye.

Alderperson Steinmetz made a motion to come out of closed session and report on action taken.  Alderperson Meinen seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve the sale of Lot 20 in Iron Horse Industrial park to Kenneth & Rhonda Hinke for $22,500 plus closing/attorney costs.  Alderperson Meinen seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to adjourn the meeting.  Alderperson Koehler seconded the motion and all present voted aye.
