MEETING MINUTES

Bloomer, Wisconsin

                                                                               July 9, 2014

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, July 9, 2014 at 6:00 p.m. at City Hall, 1503 Main Street – Mayor Meinen presiding.

Roll call was taken: Mayor Meinen, Alderpersons Hofmann, Meinen, Steinmetz, Koehler, City Clerk Stoik and Attorney Thiel.

All present gave pledge to the flag.

Alderperson Steinmetz made a motion to approve the minutes from the previous meeting (June 25, 2014) as presented. Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve all claims against the City and Utilities as presented. Alderperson Koehler seconded the motion and all present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

Shirley Revoir was present to discuss property owned by her son bordering the old elementary school property. She questioned the location of an easement for the City on the property. The easement does not border the lot owned by the Revoir’s. She also questioned the location of lot lines and surveying. She was advised to hire a surveyor to determine the actual location of lot lines. She also expressed her frustration in dealing with the Bloomer School officials to obtain an easement to the back of the property.

Alderperson Hofmann made a motion to approve the assignment of offer to purchase from Golden Warriors to DGI – Bloomer, LLC as recommended by Attorney Thiel. Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve the Easement Agreement with Golden Warriors relative to City Utility lines with revisions as drafted by Attorney Thiel. Alderperson Koehler seconded the motion and all present voted aye.

Michael Meindel, Street, Water & Sewer Administrator explained the need to replace the railing and walkways in an area of the WWTP. It has corroded from the strong chemicals. The estimate he received for 160 feet is $12,500 for aluminum. The Council questioned the cost and the possibility of other materials that could be used. Mr. Meindel will research it more and place this on a future agenda.

Alderperson Koehler made a motion to approve a street use permit for Midwest Physical Therapy for a street race on August 1, 2014 from 6:00 – 9:00 p.m. on 16th Avenue from Smith Street to Duncan Road as approved by Police Chief Zwiefelhofer. Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve Attorney Mindy Dale, Weld, Riley, Prenn & Ricci for updating the City Employee Handbook for an approx. cost of $1,500. Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Koehler made a motion to proceed with applying for a distressed TIF for TIF #4. Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve attendance at the Chippewa Valley Cities meeting on July 28, 2014 in Eau Claire. Alderperson Meinen seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve an application for a license to serve fermented malt beverages and intoxicating liquors for the following listed as approved by Police Chief Zwiefelhofer with the exception of Travis J. Brandstatter with violations to the point system. Alderperson Meinen seconded the motion and all present voted aye.

DEPARTMENT HEADS

Peter Paulson, Electric Administrator – had nothing to report.

Michael Meindel, Street, Water & Sewer Administrator questioned who was the owner of the cooler that the Bloomer Community Club installed on the south side of the beer garden? The Council requested Mr. Meindel to contact them and the City wants them to maintain ownership. He also reported the DOT will be sandblasting and painting overpasses on Highway 53 in 2015. There may be detours routed through the City. He wanted to alert the Council to potential traffic problems in the future.

Police Chief Jared Zwiefelhofer reported he had sold the old police squad for $6,000.

MAYOR COMMENTS

Mayor Meinen reported he would be out of town from July 9 to July14th.

Alderperson Hofmann made a motion to go into Closed Session under Wis. Stats. 19.85(1) (e) as read by Mayor Meinen. Alderperson Steinmetz seconded the motion and roll call vote was taken: Alderperson Meinen, aye; Hofmann, aye; Steinmetz, aye; Koehler, aye.

Alderperson Meinen made a motion to come out of closed session and report on action taken. Alderperson Koehler seconded the motion and all present voted aye. No action was taken in closed session.

Alderperson Meinen made a motion to adjourn the meeting. Alderperson Hofmann seconded the motion and all present voted aye.
