Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, June 10, 2015 at 6:00 p.m. at City Hall, Mayor Meinen presiding.
Roll call was taken: Mayor Meinen, Alderpersons Meinen, Steinmetz, Hofmann, Koehler, Clerk Stoik and Attorney Beardsley. Clerk Stoik reported for the record that Alderperson Meinen was present on the telephone.
All present gave pledge to the flag.
Alderperson Steinmetz made a motion to approve the minutes from the previous meeting (May 28, 2015) as presented. Alderperson Hofmann seconded the motion and all present voted aye.
Alderperson Koehler made a motion to approve all claims against the City and Utilities as presented. Alderperson Meinen seconded the motion and all present voted aye. The claims were in the amounts listed below:

No action was taken regarding the Conditional Use Permit application submitted by Emerald Resources. The ETZ Committee and Planning Commission are still reviewing information and have scheduled a meeting on July 9, 2015 for further review.
Discussion regarding an unsafe building in the City of Bloomer and the proper procedure for compliance was reviewed. Tony Rubenzer, Building Inspector stated he had met with the property owner at 1401 Oak Street and he has no intention of repairing or tearing down the building. The roof has been collapsed for over a year. Alderperson Koehler made a motion to send a letter of violation to Bloomer Farm Products for an unsafe building located at 1401 Oak Street to tear down the building or repair it by October 1, 2015 or legal proceedings to follow. Alderperson Hofmann seconded the motion and all present voted aye.
Alderperson Koehler made a motion to approve a quit claim deed between the City and Jenneman Enterprises, LLC for property adjacent to their building at 1923 17th Avenue. Alderperson Steinmetz seconded the motion and all present voted aye.
Alderperson Hofmann made a motion to approve Resolution 1132 – To Authorize Mayor & City Clerk to Execute Deed to Michael D. Poirier to Lot 201, Iron Horse Industrial Park Plat. Alderperson Steinmetz seconded the motion and all present voted aye.
Alderperson Steinmetz made a motion to approve applications for licenses to serve fermented malt beverages & intoxicating liquors to the following listed below as approved by Police Chief Zwiefelhofer. Alderperson Koehler seconded the motion and all present voted aye.

Peter Paulson, Electric Administrator reported the large bucket truck needed repairs to the hydraulic lines. He had the repairs done locally for approx. $1,450. He also reported he had spoken with Ben Holzem and he will be occupying his building in the Iron Horse Industrial Park on June 25, 2015.
Michael Meindel, Street, Water & Sewer Administrator informed the Council 6th Avenue reconstruction has been completed. He also reported the pump has been pulled at the water tower. They may receive some complaints regarding water pressure. Repairs should be completed in less than a week. Alderperson Hofmann questioned Mr. Meindel regarding a sink hole on 17th Avenue. Mr. Meindel reported they are aware of a couple of them around the City. They will be repairing soon, but are very short staffed at the present time. Alderperson Koehler questioned Mr. Meindel regarding the nitrate levels in the City wells. Mr. Meindel reported they are meeting the standards.
Kathy Larson, Library Director reported they recently had over 80 people attend a special antique appraisal night and over 130 at a carnival at the library. She passed out a handout with other events happening this summer.

Mayor Meinen reported the ETZ and Planning Commission have been adjourned until July 9, 2015 – 7:00 p.m. for further review.
Alderperson Steinmetz made a motion to go into closed session as authorized by Wis. Stats. 19.85 (1) (c) (e) as read by Mayor Meinen. Alderperson Hofmann seconded the motion and a roll call vote was taken: Meinen, aye; Hofmann, aye; Steinmetz, aye; Koehler, aye.
Alderperson Koehler made a motion to come out of closed session and report on action taken. Alderperson Steinmetz seconded the motion and all present voted aye. No action was taken.
Alderperson Steinmetz made a motion to adjourn the meeting. Alderperson Koehler seconded the motion and all present voted aye.
