MEETING MINUTES

                                                                                   Bloomer, Wisconsin                                                                                                                                                   June 11, 2014

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, June 11, 2014 at 6:00 p.m. at City Hall, 1503 Main Street – Mayor Meinen presiding.

Roll call was taken: Mayor Meinen, Alderpersons Meinen, Hofmann, Steinmetz, Koehler, City Clerk Stoik and Attorney Thiel.

All present gave pledge to the flag.

Alderperson Steinmetz made a motion to approve the minutes from the previous meeting (May 28, 2014 & Board of Review – May 28, 2014) as presented. Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve all claims against the City and Utilities as presented. Alderperson Meinen seconded the motion and all present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

There were no audience comments.

No action was taken regarding a Certified Survey Map submitted by John Mickesh on behalf of Bloomer School District for property located on 17th Avenue formerly known as the old elementary school. The Planning Commission needs more information and will review at a later date.

Alderperson Hofmann made a motion to approve Bloomer Community Club to put an addition on the city owned beer garden building at the 9th Avenue fairgrounds to install a walk-in cooler donated by Pat Shadick. Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve Sachel Hetke suspended operators license from May 14, 2014 with absolutely no more violations to the point system. Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve purchase of a truck for the Electric Department from a low quote of $25,810 from Bloomer Ford.   Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Meinen proposed adding extra ball areas for multi-purpose field on the baseball field located on 4th Avenue and Riggs Street. He had met with Michael Meindel and thought the City could do some of the work when they weren’t busy. They laid out a plan and think they can install two small fields on the west side of the current baseball field. The Council questioned if the school fields would be locked or will the public be allowed to use them on weekends, etc. The Council requested Mr. Meindel to give an estimate of costs: lime, seed, fencing and man hours, etc. to perform such work. This will be on a future agenda when costs can be determined.

Sean Lentz from Ehlers Associates presented information to the Council of a potential refunding option of the 2007A General Obligations bonds. He explained refinancing options: Advance Refunding, Current Refunding and Sensitivity Analysis. He presented worksheets with savings option. He also explained the issuance expenses for each type of funding. After review of the documents, the Council felt the best option was to wait until closer to the 2016 call date and to continue to monitor interest rates. No action was taken by the Council.

Alderperson Meinen made a motion to approve Resolution 1116 – Compliance Maintenance Report – Year 2013 for the Wastewater Treatment Plant. Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve the change for Bloomer Moose Lodge #1077 agent to Brian D. Yohnk effective July 1, 2014. Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve Sue Stoik to attend the MTAW Fall Conference in Green Lake on Sept. 25 & 26, 2014. Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve an application for a license to serve fermented malt beverages and intoxicating liquors for Cynthia L. Stolt, Randall J. Bowe, Ty F. Burgess, Brian D. Yohnk, Traci L. Frion, Betty J. Lauer and Sena M. Utt as approved by Police Chief Zwiefelhofer. Alderperson Steinmetz seconded the motion and all present voted aye.

DEPARTMENT HEADS

Peter Paulson, Electric Administrator – had nothing to report.

Michael Meindel, Street, Water & Sewer Administrator had some questions regarding driveway permits. He will review with Attorney Thiel.

Police Chief Jared Zwiefelhofer reported they have had the temporary speed sign on 17th Avenue at its intersection with Smith Street. He feels that it has slowed vehicles down coming off the highway. In a couple of weeks, he intends to turn the sign around to the other side of the street.

Brian Bleskacek, Fire Chief questioned if there were funds available for repairs at the skating rink. There are some issues that need to be addressed. He will prepare a list and work with City staff to develop an estimate of cost.

Clerk Stoik – had nothing to report.

ALDERPERSON COMMENTS

Alderperson Meinen – no comments.

Alderperson Hofmann – no comments.

Alderperson Steinmetz – no comments.

Alderperson Koehler - no comments.

MAYOR COMMENTS

Mayor Meinen expressed his sympathy to Alderperson Meinen due to the loss of his father.

Alderperson Steinmetz made a motion to go into Closed Session under Wis. Stats. 19.85(1) (e) as read by Mayor Meinen. Alderperson Koehler seconded the motion and roll call vote was taken: Alderperson Meinen, aye; Hofmann, aye; Steinmetz, aye; Koehler, aye.

Alderperson Steinmetz made a motion to come out of closed session and report on action taken. Alderperson Hofmann seconded the motion and all present voted aye. No action was taken in closed session.

Alderperson Hofmann made a motion to adjourn the meeting. Alderperson Koehler seconded the motion and all present voted aye.
