MEETING MINUTES

Bloomer, Wisconsin 

                                                                               March 22, 2017

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, March 22, 2017 at 6:00 p.m. at City Hall, 1503 Main Street – Mayor Steinmetz presiding.

Roll call was taken:   Mayor Steinmetz, Alderpersons Meinen, Hofmann, Jones, Koehler, and Administrator Frion.  Attorney Gustafson was absent. 

All present gave pledge to the flag.

Alderperson Hofmann made a motion to approve the minutes from the previous meeting (March 8, 2017) as presented.  Alderperson Koehler seconded the motion and all present voted aye. 

Alderperson Meinen made a motion to approve all claims against the City and Utilities as presented. Alderperson Hofmann seconded the motion and all present voted aye. The claims were in the amounts listed below:

                        Electric Fund:                         $  291,989.37

                        Water Fund:                            $      4,718.69                                 

                        Sewer Fund:                            $    11,155.61

                        Payroll:                                    $    80,854.00

AUDIENCE COMMENTS

There were no audience comments.

Alderperson Jones made a motion to approve the Certified Survey map submitted by Charles Seibel, 10494 157th Avenue in the Town of Woodmohr which was approved by the Planning Commission on March 8, 2017.  Alderperson Koehler seconded the motion.  Motion carried.

Alderperson Hofmann made a motion to approve the purchase of turnout gear for the Fire Department in the amount of $15,560.  Alderperson Jones seconded the motion.  Motion carried.

Alderperson Meinen made a motion to approve a temporary Class “B” Picnic license to sell fermented malt beverages for St. Paul’s Catholic School, 1222 Main Street, for April 18, 2017.  Alderperson Hofmann seconded the motion.  Motion carried.

Alderperson Koehler made a motion to approve a temporary Class “B” Picnic license to sell fermented malt beverages to the Bloomer Wrestling Club at the North Park round pavilion on May 13, 2017.  Alderperson Jones seconded the motion.  Motion carried.

Alderperson Hofmann made a motion to approve a license to serve fermented malt beverages & intoxicating for Darlene A. Durch.  Alderperson Meinen seconded the motion.  Motion carried.

DEPARTMENT HEADS

Tony Rubenzer, Building Inspector/ Zoning Administrator, thanked Pete Paulson, Mike Meindel and Sue Stoik for their help through the years and for their years of service.  He also reminded the Council that on Wednesday, March 29th at 7:30 p.m., there will be another ETZ meeting and encouraged the Council members to attend.

Brian Bleskacek, Fire Chief, also thanked Pete Paulson, Mike Meindel and Sue Stoik for their years of service.

Jared Zwiefelhofer, Police Chief, congratulated and thanked Pete Paulson, Mike Meindel and Sue Stoik for their years of service.

Kathy Larson, Library Director, mimicked Chief Zwiefelhofer’s thoughts.

Peter Paulson, Electric Administrator, thanked the Council for their support through the years.

Michael Meindel, Street, Water & Sewer Administrator stated that the Council has always been supportive of the efforts of the City and thanked them for their support through the years.

Sue Stoik thanked the Council for their support through the years.

ALDERPERSON COMMENTS

Alderperson Meinen thanked Mr. Paulson, Mr. Meindel and Ms. Stoik for their years of service and their institutional knowledge will be missed.

Alderperson Koehler wished Mr. Paulson, Mr. Meindel and Ms. Stoik many years of happiness through their retirement and thanked them for their years of service.

Alderperson Jones thanked Mr. Paulson, Mr. Meindel, and Ms. Stoik for their assistance.

Alderperson Hofmann also thanked those that are retiring.

MAYOR COMMENTS

Mayor Steinmetz advised the Council that discussion has started on the Urban Forestry Plan.  The recommended 2017 plan will be stretched out over 2-years to initially get the program going.  The committee will meet again in May for further discussion on the program.

Mayor Steinmetz also thanked those that are retiring for their years of service.

Alderperson Meinen made a motion to adjourn the meeting.  Alderperson Jones seconded the motion.  Motion carried.
