MEETING MINUTES

Bloomer, Wisconsin

                                                                               March 23, 2016

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, March 23, 2016 at 6:00 p.m. at City Hall, 1503 Main Street - Mayor Meinen presiding.

Roll call was taken:  Mayor Meinen, Alderpersons Meinen, Hofmann, Steinmetz, Koehler, Clerk Stoik and Attorney Gustafson. 

All present gave pledge to the flag.

Alderperson Steinmetz made a motion to approve the minutes from the previous meeting (March 9, 2016) as presented.  Alderperson Hofmann seconded the motion and all present voted aye. 

Alderperson Koehler made a motion to approve all claims against the City and Utilities as presented.  Alderperson Meinen seconded the motion and all present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

There were no audience comments.

Discussion was held regarding a request to place a communication tower in the right-of-way in the city limits. Attorney Gustafson stated he has had contact with Mr. Neil Bora.  He has advised him that he will need a permit from the State of Wisconsin as the location is in a State Highway.  He also will need a conditional use permit from the City.  He also expressed the concerns the City has regarding its location as you enter the City.  Attorney Gustafson will contact him.

Alderperson Hofmann made a motion to approve 5 radio/pagers from Rassbach Communications for $1,393.95 for the Fire Department.  Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve updates to the electrical system at the police station for $1,122 from T.J. Electric.  Alderperson Koehler seconded the motion and all present voted aye.

Discussion was held regarding the pine trees on golf course along the southern edge of the sliding hill.  Tony Rubenzer requested this item to be placed on the agenda.  These trees border his property to the north.  Some of them are dying and cause problems with his adjoining property.  He would like the City to remove all of them.  Discussion was held where the lot lines were located and the cost of removal.  Mr. Meindel will check into this and report back to the Council.

Alderperson Steinmetz made a motion to approve the swimming beach proposal for 2016.  Alderperson Koehler seconded the motion.  Discussion:  Clerk Stoik stated there is an overall increase in the pay for the lifeguards and was planned for in the budget. All present voted aye.

Alderperson Hofmann made a motion to approve attendance at the Joint Meeting of Area Cities on March 29, 2016 in Altoona.  Alderperson Meinen seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve the application for a license to serve fermented malt beverages & intoxicating liquors for Myeshia C. Lykens & Lisa A. Macik as approved by Police Chief Zwiefelhofer. Alderperson Hofmann seconded the motion and all present voted aye.

DEPARTMENT HEADS

Clerk Stoik reminded members of the upcoming election on April 5, 2016.  There will be extra workers and more room for conducting the election.  They are preparing for a large turnout.

Michael Meindel, Street, Water & Sewer Administrator reported Freeway Drive west of Vine Street broke up when the frost left the ground.  They have discovered there is no gravel under the blacktop.  They will be looking at fixing this section of roadway and he will report back to the Council.  He also has a problem area on Woodard Road.  He will be reviewing the location and possible repairs to that area also.  Alderperson Meinen questioned the mold that is accumulating on the water tower.  Mr. Meindel stated they were currently taking bids for the cleaning and will have this completed this summer.

Tony Rubenzer, Building Inspector/Zoning Administrator – no comments.

Police Chief Zwiefelhofer – no comments.

Fire Chief Brian Bleskacek – no comments.

Pete Paulson, Electric Administrator – was not present.

ALDERPERSON COMMENTS

Alderperson Meinen – no comments.

Alderperson Hofmann – no comments.

Alderperson Steinmetz – no comments.

Alderperson Koehler – no comments.

MAYOR COMMENTS

Mayor Meinen reported he may not be able to attend the meeting on April 13, 2016.  He is scheduled to be out of town on that day.  He will let the Clerk or Council President know if he isn’t able to attend.

Alderperson Steinmetz made a motion to go into closed session under Wis. Stats. 19.85 (1) (e) as read by Mayor Meinen.  Alderperson Hofmann seconded the motion and a roll call vote was taken:  Alderperson Meinen, aye; Hofmann, aye; Steinmetz, aye; Koehler, aye.

Alderperson Steinmetz made a motion to come out of closed session and report on action taken.  Alderperson Meinen seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve the offer to purchase from James & Bonita Maier for Lot 26 for $22,500 including closing costs and attorney fees.  Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to adjourn the meeting.  Alderperson Koehler seconded the motion and all present voted aye.
