MEETING MINUTES

Bloomer, Wisconsin

March 25, 2015

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, March 25, 2015 at 6:00 p.m. at City Hall, Mayor Meinen presiding.

Roll call was taken: Mayor Meinen, Alderpersons Meinen, Steinmetz, Hofmann, Koehler, Clerk Stoik and Attorney Thiel.

All present gave pledge to the flag.

Alderperson Meinen made a motion to approve the minutes from the previous meeting (March 11, 2015) as presented. Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve all claims against the City and Utilities as presented. Alderperson Koehler seconded the motion and all present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

There were no audience comments.

No action was taken regarding Item #7 on the agenda. The Bloomer Wrestling Club withdrew their request for helicopter rides in the park. They could not meet the requirements for insurance coverage.

Police Chief Zwiefelhofer requested the Common Council to rescind the operator’s license issued to Danielle Ford at the March 11, 2015 meeting. After review, she did not meet the requirements of the point system. Alderson Steinmetz made a motion to approve rescinding the operator’s license for Danielle Ford based on Police Chief Zwiefelhofer’s recommendation. Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve the waiver of restrictive covenants in the Iron Horse Industrial Park for lots 1-5 –Industrial lots. Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve payment of $3,527.50 to Bloomer Firefighter’s for operation of the skating rink for 2014-2015 season. Alderperson Koehler seconded the motion and all present voted aye.

Michael Meindel, Street, Water & Sewer Administrator requested posting for a Light Equipment Operator in the Street Department. Alderperson Meinen questioned the need for a full-time position and felt the department should consider filling some of the positions with part-time help. He also felt the recycling center could be staffed with part time help. Mr. Meindel stated that training and quality of work becomes an issue. He is open to possibly discussing it with the street lead man and explore the idea. Alderperson Steinmetz suggested postponing any action by the Council for the next meeting. No action was taken.

Discussion was held regarding a strip of land owned by the City to possibly deed to adjoining property owner. This property is approx. 11’ X 132’. The city’s only interest is to maintain an easement. The City does not want to maintain ownership. Attorney Thiel stated that by ordinance it could be deeded to the adjoining property owner. Mayor Meinen would contact this owner to see if he is interested and will see if they will pay the cost of the paperwork to record.

Tony Rubenzer, Building Inspector/Zoning Administrator recommends increasing the charges for variances and conditional use permits. Currently, variances are $20 and conditional use permits are $25. The city is not covering their costs for processing these applications. Alderperson Meinen made a motion to approve Resolution 1125 – To Amend Existing Fee Schedule for Specified Permits to $100 for the variance & conditional use permits & $50 for special meetings as proposed by Mr. Rubenzer. Alderperson Hofmann seconded the motion. Discussion was held and the Council felt the special meetings should be $100 in addition to the regular fee. Alderperson Meinen made a motion to amend his motion to increase the special meeting fee to $100. Alderperson Hofmann seconded the motion and all present voted aye.

Police Chief Zwiefelhofer presented quotes for the concrete pad to be installed for the storage building for evidence. After review, Alderperson Steinmetz made a motion to approve the quote from Harm Concrete for $3,975 for a concrete pad for the storage shed for the police department. Alderperson Hofmann seconded the motion and all present voted aye.

DEPARTMENT HEADS

Clerk Stoik – no comments.

Peter Paulson, Electric Administrator – no comments.

Michael Meindel, Street, Water & Sewer Administrator reported they have a problem with a sidewalk/storm sewer issue on 15th Avenue and Oak Street. He will be reviewing costs and will report back to the Council when he has an estimate for repair. He also reported he adjusted the lease amount for farm land in the industrial park, due to the sale of 4.06 acres. He issued a $337 reduction in the lease payment. He also reported they do not do sidewalks inspections. If they receive a complaint regarding a bad sidewalk, they inspect it and send proper notices to the property owners.

Police Chief Jared Zwiefelhofer – no comments.

Tony Rubenzer, Building Inspector/Zoning Administrator reported the overhead lights have not been on at the new business on 17th Avenue.

ALDERPERSON COMMENTS

Alderperson Meinen – no comments.

Alderperson Hofmann - no comments.

Alderperson Steinmetz – no comments.

Alderperson Koehler – no comments.

MAYOR COMMENTS

Mayor Meinen reported the City of Bloomer received the designation of Tree City USA for 2014.

Alderperson Hofmann made a motion to go into closed session as authorized by Wis. Stats. 19.85 (1) (c) & (e) as read by Mayor Meinen. Alderperson Koehler seconded the motion and a roll call vote was taken: Meinen, aye; Hofmann, aye; Steinmetz, aye; Koehler, aye.

Alderperson Meinen made a motion to come out of closed session and report on action taken. Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve the amendment to the Holzem Offer to Purchase approved at the February 25, 2015 meeting. Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve a counter offer for sale of Lot 19, Iron Horse Industrial Park to Michael Poirier for $16,000, change closing date to April 10, 2015 and to have Mr. Poirier pay his realtor the 2.5% fee. Alderperson Steinmetz seconded the motion and a roll call vote was taken: Alderperson Koehler, aye; Steinmetz, aye; Hofmann, aye; Meinen, no.

Alderperson Steinmetz made a motion to adjourn the meeting. Alderperson Meinen     seconded the motion and all present voted aye.
