MEETING MINUTES

Bloomer, Wisconsin

                                                                               May 11, 2016

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, May 11, 2016 at 6:00 p.m. at City Hall, 1503 Main Street - Mayor Steinmetz presiding.

Roll call was taken:  Mayor Steinmetz, Alderpersons Meinen, Hofmann, Jones, Koehler, Clerk Stoik and Attorney Weld. 

All present gave pledge to the flag.

Alderperson Meinen made a motion to approve the minutes from the previous meeting (April 27, 2016) as presented.  Alderperson Koehler seconded the motion and all present voted aye. 

Alderperson Hofmann made a motion to approve all claims against the City and Utilities as presented.  Alderperson Jones seconded the motion and all present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

There were no audience comments.

Alderperson Hofmann made a motion to approve the demolition of the storage building at well #3 for approx. $12,000 with the low quote from Haas & Sons.  Alderperson Meinen seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve the cleaning & inspecting reservoirs - $8,300 for the Water Department.  Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve purchase of a mag meter & recorder for WWTP from the Equipment Replacement Fund - $3,861.  Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve new blacktop for the Library, Freeway Drive, Woodard Road and Riggs Street - $54,693 with Senn Blacktop. Alderperson Meinen seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve purchase of a Kubota mower with a diesel engine for the Street Dept. for $11,900 from Value Implement.  Alderperson Jones seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve cracksealing for $8,500 with Perfection Paving. Alderperson Meinen seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve amending the 2016 budget to transfer $10,500 from Snow & Ice Control to Dam fund.  Alderperson Jones seconded the motion and all present voted aye.

Mayor Steinmetz requested tabling the issue regarding the Quit Claim Deed from Matthew and Penni Asplund for two weeks.  There are legal issues to work out.

Alderperson Meinen made a motion to approve purchase of electric meters for $3,960 from Dakota Supply for the Electric Department.  Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve purchase of power poles for $13,876 from Bell Lumber & Pole for the Electric Department.  Alderperson Jones seconded the motion and all present voted aye.

Alderperson Jones made a motion to approve boring for $10,529 with PUSH, Inc. for the Dove Healthcare location.  Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve purchase of a truck rack for $15,932 from Monroe Truck Equipment for the Electric Department.  Alderperson Meinen seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve the committee to purchase capacity for June 1, 2020 to May 31, 2025 as described by Mr. Paulson, Electric Administrator.  Alderperson Jones seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve Carol Bowe’s resignation from the Golf Course Committee and appoint Terri Smith.  Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve a Resolution 1145 – To Authorize Mayor and City Clerk to Execute Deed to Michael D. Poirier to Lot 204 – Iron Horse Industrial Park.  Alderperson Jones seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve Resolution 1146 – To Authorize Mayor and City Clerk to Execute Deed to James & Bonita Maier to Lot 26 – Iron Horse Industrial Park.  Alderperson Meinen seconded the motion and all present voted aye.

Alderperson Jones made a motion to approve the following beer & liquor licenses for July 1, 2016 – to June 30, 2017 as described below.  Alderperson Meinen seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve applications for fermented beverages & intoxicating liquor to the following listed as approved by Police Chief Zwiefelhofer.  Alderperson Hofmann seconded the motion and all present voted aye.

DEPARTMENT HEADS

Michael Meindel, Street, Water & Sewer Administrator reported he would be meeting with Paul Gont and other members representing the City regarding a possible land purchase for the phosphorus issue at the WWTP.

Pete Paulson, Electric Administrator questioned if the committee still had authority to approve the contracts for purchased power.  It was determined that Mr. Paulson, the City Clerk and the Mayor were the committee and could sign the final documents.  Alderperson Jones questioned Mr. Paulson if they had a long term plan for replacing the street lights in the city with more efficient energy saving lights.  Mr. Paulson stated he had not looked into it lately.  Alderperson Koehler requested Mr. Paulson to prepare a cost estimate of possible replacement in the future.

Tony Rubenzer, Building Inspector/Zoning Administrator reported a letter had been sent to a resident regarding an expired building permit and a 30 day time limit to correct the problem.

Police Chief Zwiefelhofer reported the Police Department took delivery of the new squad.  They will be working to convert it over in the next two weeks.

City Clerk Stoik reported the Board of Review has been scheduled for June 1, 2016 from 4 to 6 p.m.

ALDERPERSON COMMENTS

Alderperson Meinen – no comments.

Alderperson Hofmann stated he had been contacted regarding the retention pond on 16th Avenue.  He feels this should be reviewed by the City and ordinances should be changed to prevent any future problems with commercial businesses.

Alderperson Jones – no comments.

Alderperson Koehler reported the Golf Course Committee had met in the past week.  They reviewed where pine trees were causing an issue on an adjoining property.  They did not have any problem with their removal.  They discussed some other issues.  He felt it was a productive meeting.

MAYOR COMMENTS

Mayor Steinmetz reported he had attended the groundbreaking at the Dove Healthcare facility.  He also attended an IDC meeting.  Todd Carlson, President of the IDC stated he had been contacted by the property owners of the Dove Healthcare facility and they were looking to partner with the electric utility to use solar power.  Mayor Steinmetz will have them contact Mr. Paulson for more information.  He also congratulated Sue Stoik on her 3rd recertification as a certified municipal treasurer in Wisconsin.  He also stated he would like to have department head meetings once a month.  All the department heads were in agreement and felt it would be beneficial.

Alderperson Meinen made a motion to go into closed session under Wis. Stats 19.85(1) (c) as read by Mayor Steinmetz.  Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Jones made a motion to come out of closed session and report on action taken.  Alderperson Meinen seconded the motion and all present voted aye.  No action was taken.

Alderperson Meinen made a motion to adjourn the meeting.  Alderperson Hofmann seconded the motion and all present voted aye.
