MEETING MINUTES

Bloomer, Wisconsin

                                                                               May 14, 2014

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, May 14, 2014 at 6:00 p.m. at City Hall, 1503 Main Street – Mayor Meinen presiding.

Roll call was taken:  Mayor Meinen, Alderpersons Meinen, Hofmann, Steinmetz, Koehler, City Clerk Stoik and Attorney Thiel.

All present gave pledge to the flag.

Alderperson Steinmetz made a motion to approve the minutes from the previous meeting (April 23, 2014) as presented.  Alderperson Meinen seconded the motion and all present voted aye. 

Alderperson Hofmann made a motion to approve all claims against the City and Utilities as presented.  Alderperson Koehler seconded the motion and all present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

Tony Rubenzer stated that as a concerned citizen, he feels the gates at the Little League and softball fields should be locked on the 17th Avenue side.  He feels it’s a dangerous situation for children.  Attorney Thiel requested this be placed on the next agenda for discussion.

Alderperson Meinen made a motion to approve a Certified Survey Map submitted by Brandon Mitchell to combine Lots 1 & 2 of CSM #2303 located on Jackson Street as recommended by the Planning Commission.  Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Meinen made a motion to rescind Sachel Hetke Rudd’s operator’s license due to a violation of her probationary status as reported by Police Chief Zwiefelhofer. Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve crack sealing street sections, clubhouse lot and drive & lot at the WWTP with the low quote for a not to exceed price of $9500.  Alderperson Steinmetz seconded the motion.  Alderperson Koehler questioned the costs when the County performed these duties.  Mr. Meindel stated the County does everything on time and materials and the City did not know until after the fact. Alderperson Koehler also questioned if the golf course would pay for their section from the designated monies.  The Clerk stated the monies would be used from the appropriate funds for the golf course.  All present voted aye.

Alderperson Hofmann made a motion to approve Ordinance 14-05 - To Renumber Section 10-7-7 as Section 10-7-10 and to Recreate Section 10-7-7 as drafted by Attorney Thiel.  Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve Ordinance 14-06 - To Create Section 10-1-21 (c) (9) and (10); to create Section 10-1-21 (e) (16), (17), (18), (19) and (20) and to create Section 10-1-23 (214), (215) and (216) of the City Code; Traffic Regulations.  Alderperson Meinen seconded the motion and all present voted aye. Clerk Stoik requested the footage amount in the first section.  Mr. Meindel stated 90 feet should be inserted in the line.  Alderperson Steinmetz and Alderperson Meinen added this amendment to their motions.

Alderperson Koehler made a motion to approve Sue Willi, secretary at the Police Department to take two weeks of unpaid leave in 2014, as long as all vacation is used first.  Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve purchase of 2 bulletproof vests for the Police Department at $1000 a piece with reimbursement from the State for half.  Alderperson Meinen seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve selling the 2010 Crown Victoria police car for a minimum of $7,000.  Alderperson Meinen seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve changing the MEUW contract to 10% as recommended by Pete Paulson, Electric Administrator.  Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Steinmetz seconded the motion.  Police Chief Zwiefelhofer stated Kwik Trip, Inc. is changing from a Class “A” Beer to a Class “A” Beer and Liquor.  They need to contact him for an inspection prior to selling the liquor in the convenience store.  The Common Council agreed to this recommendation.  All present voted aye.

Discussion was held regarding the employee handbook which has been in beginning draft.  Alderperson Meinen requested the Council to consider an outside firm to finish the handbook.  Attorney Thiel stated they had staff in their firm who specialize in this and would have them submit a proposal for the next meeting.

Alderperson Hofmann made a motion to approve an application for a license to serve fermented malt beverages and intoxicating liquors for Christine A. Sarauer, Brian J. Johnson, Brian R. Hutton and Christina A. Prinzing as approved by Police Chief Zwiefelhofer.  Alderperson Koehler seconded the motion and all present voted aye.

DEPARTMENT HEADS

Peter Paulson, Electric Administrator – had nothing to report.

Michael Meindel, Street, Water & Sewer Administrator reported the trees they ordered for the berm have been delivered and would be planted soon with assistance from the school.

Police Chief Jared Zwiefelhofer reported he received a letter of retirement from Larry Szura as a Patrolman II.  This will be on the next agenda to accept his letter.

Tony Rubenzer, Building Inspector/Zoning Administrator – had nothing to report.

Clerk Stoik – had nothing to report.

ALDERPERSON COMMENTS

Alderperson Meinen reported they are working on getting quotes for a steel roof at the Park.  The Park Board has not reviewed anything yet.  Mr. Meindel stated that he believed the Street Leadman was working on getting more than one quote.

Alderperson Hofmann – no comments.

Alderperson Steinmetz – no comments.

Alderperson Koehler - no comments.

MAYOR COMMENTS

Mayor Meinen reported the City of Bloomer ISO rating is now at a 5.  The Fire Chief Brian Bleskacek and Mike Meindel recently completed a Public Protection Classification Survey and the City came out with a better rating.  The Water dept. scored 99 out of 100 on the testing.  He thanked their participation in the review.

Alderperson Hofmann made a motion to go into Closed Session under Wis. Stats. 19.85(1) (c) & (e) as read by Mayor Meinen.  Alderperson Steinmetz seconded the motion and roll call vote was taken:  Alderperson Meinen, aye; Hofmann, aye; Steinmetz, aye; Koehler, aye.

Alderperson Hofmann made a motion to come out of closed session and report on action taken.  Alderperson Meinen seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve Resolution # 1115 – To Authorize Mayor and City Clerk to Execute Deed to Michael D. Poirier to Lot 13, Iron Horse Industrial Park Plat for $16,000 plus expenses of conveyance.  Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Meinen made a motion to adjourn the meeting.  Alderperson Steinmetz seconded the motion and all present voted aye.
