MEETING MINUTES

Bloomer, Wisconsin

                                                                           May 15, 2013

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, May 15, 2013 at 6:00 p.m. at City Hall – Mayor Summerfield presiding.

Roll call was taken:  Mayor Summerfield, Alderpersons Meinen, Hofmann, Steinmetz, Koehler and Clerk Stoik.  Attorney Thiel was not present.

All present gave pledge to the flag.

Alderperson Hofmann made a motion to approve the minutes from the previous meeting (April 24, 2013) as presented.  Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve all claims against the City and Utilities as presented.  Alderperson Meinen seconded the motion and all present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

Jesse Krenzelok, 927 Newman Street was present regarding the alley in back of his property.  The alley is located between Newman Street and Oak Street and 9th Avenue and 12th Avenue.  It is not a through alley and dead ends in the block.  There have been problems in the past between property owners regarding drainage and lot lines.  Many years ago, a different property owner planted trees in half of the alley. Other residents have been driving on part of Mr. Krenzelok’s property to access their property to the south.  They have been causing damage to his property. Mr. Krenzelok is willing to deed part of his property to the City to save trees being removed.  Mayor Summerfield reviewed minutes from 2002 and 2006.  The Council requested this issue to be place on the next agenda for discussion.

Alderperson Meinen made a motion to approve the building construction of the pavilion on Witt Park with low bidder Craftsmen Construction for $9,880; the pavilion floor at Witt Park Pavilion with low bidder Craftsmen Construction for $3,100; the electrical work at Witt Park Pavilion with low bidder Art’s Electric & HVAC, Inc. for $2,986.  Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve the construction of a concrete floor in the street department shed by the Recycling Center with the low bidder R.A. Turner Construction LLC for $10,200.  Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve the swimming beach proposal for 2013 as prepared by Greg Boetcher.  Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve the Interconnection Agreements (Attachments U and U-1) between NSP-W/NSP-M and to allow Peter Paulson, Electric Administrator to sign on behalf of the City as presented by Boardman & Clark.  Alderperson Hofmann seconded the motion and all present voted aye.

Police Chief Zwiefelhofer reported the application from Dwain Trowbridge, Bridge Stop has convictions for misdemeanor charges involving alcohol sales.  The Council reviewed Ordinance 7-2-9 regarding approval for licenses.  The Council requested the Chief to inform Mr. Trowbridge of the ordinance and to allow approval of his license at this time.

Alderperson Meinen made a motion to approve the following beer, liquor & wine licenses as approved by Police Chief Zwiefelhofer.  Alderperson Hofmann seconded the motion and all present voted aye.  The licenses are listed below.

Alderperson Koehler made a motion to approve subordination for a Housing Rehab loan with Nicholas & Dawn Bowden approved by the Housing Rehab Committee.  Alderperson Meinen seconded the motion all present voted aye.

Alderperson Steinmetz made a motion to approve changing the 2 regular scheduled June meetings to June 19, 2013.  Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve the applications for a license to serve fermented malt beverages and intoxicating liquors for the following listed below as approved by Police Chief Jared Zwiefelhofer.  Alderperson Meinen seconded the motion and all present voted aye.

DEPARTMENT HEADS

Police Chief Zwiefelhofer reported he has been working with commercial businesses to remove junk vehicles.  He will be focusing on residential areas that have junk vehicles.

Michael Meindel, Street, Water & Sewer Administrator questioned Mayor Summerfield regarding the DNR and the LOMA in the flood plain. Mayor Summerfield responded he has spoken to the representative. He also stated he had received a complaint regarding manure spreading.

Peter Paulson, Electric Administrator reported his department is working on installing electricity to the new elementary school.  He has been working out some issues with them regarding easements and installation of underground wire.  He has met with the Administrator in the afternoon and everything has been worked out.

Alderperson Hofmann made a motion to go into Closed Session under Wis. Stats. 19.85 (1)(c) as read by Mayor Summerfield.  Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to come out of closed session and report on action taken.  Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve a 1% increase in wages for City, Electric, Water and Sewer employees effective 04-01-13.  Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve a $750 increase in salary for department heads and salaried employees effective 04-01-13.  Alderperson Koehler seconded the motion and Meinen, Hofmann and Koehler voted aye; Alderperson Steinmetz, abstained.

Alderperson Koehler made a motion to adjourn the meeting.  Alderperson Steinmetz seconded the motion and all present voted aye.
