MEETING MINUTES

 Bloomer, Wisconsin 

May 9, 2012        

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, May 9, 2012 at 6:00 p.m. at City Hall – Mayor Summerfield presiding.

Roll call was taken:  Mayor Summerfield, Alderpersons Hofmann, Koehler, and Clerk Stoik.  Alderperson Meinen was present by telephone. Alderperson Steinmetz and Attorney Thiel were absent.

All present gave pledge to the flag.

Alderperson Koehler made a motion to approve the minutes from the previous meeting (April 25, 2012) as presented.  Alderperson Meinen seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve all claims against the City and Utilities as presented.  Alderperson Koehler seconded the motion and all present voted aye. The claims were in the amounts listed below:

                        General Fund:                       $ 178,938.95

                        Electric Fund:                        $   11,612.56

                        Water Fund:                         $     4,410.25

                        Sewer Fund:                         $   21,072.67

                        Payroll:                                $   61,455.14

                        TOTAL                                $ 277,489.57

AUDIENCE COMMENTS

There were no audience comments.

Alderperson Hofmann made a motion to approve Resolution 1102 – Compliance Maintenance Resolution – Report Year 2011. Alderperson Meinen seconded the motion.  Michael Meindel, Street Water & Sewer Administrator reported they received a 3.73 rating from the DNR and had spent approximately $140,000 from the Equipment Replacement Fund.  All present voted aye.

Mayor Summerfield recommended appointing Therese Sinz to the Park Board.  Alderperson Koehler approved Mayor Summerfield’s appointment of Therese Sinz to the Park Board.  Alderperson Meinen seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve attendance at the Joint Area Meeting of Mayors & Council members May 17, 2012 in Osseo.  Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve a Class B Combination Beer & Liquor license for Monica Patricia Moy – Underground at 1325 15th Avenue effective May 10, 2012 – June 30, 2012 as approved by Police Chief Jared Zwiefelhofer.  Alderperson Meinen seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve an application for a license to serve fermented malt beverages and intoxicating liquors for Sena M. Utt & Wesley M. Prince as approved by Police Chief Jared Zwiefelhofer.  Alderperson Koehler seconded the motion and all present voted aye.

No action or discussion regarding the employee handbook

DEPARTMENT HEADS

Michael Meindel, Street, Water & Sewer Administrator reported that the pine trees had been planted on the berm in the Iron Horse Industrial Park. 

Police Chief Jared Zwiefelhofer reported the Police Commission had met on Monday, May 7th and were reviewing the applications for a part-time police officer.  He also was able to view a squad the City of Chippewa Falls took delivery of in the past week.  It is the same vehicle the City ordered.  He thinks it will work well with the new design.

Peter Paulson, Electric Administrator – was not present.

Clerk Stoik reported the 2011 Audit Report was completed.  Mr. Dan Thole would be attending a future meeting to give the Council a presentation of the audit.

Alderperson Hofmann – no comments.

Alderperson Koehler – no comments.

MAYOR COMMENTS

Mayor Summerfield requested changing the meeting date of the June 13th meeting to June 11, 2012.  The Council had no objections to the change.

Alderperson Koehler made a motion to adjourn the meeting.  Alderperson Meinen seconded the motion and all present voted aye.
