MEETING MINUTES

Bloomer, Wisconsin

                                                                               November 12, 2014

Pursuant to due call and notice thereof two public hearings of the Common Council of the City of Bloomer were held on Wednesday, November 12, 2014 starting at 6:00 p.m. The first hearing was opened at 6:00 p.m. to hear evidence concerning the correctness of amounts due for delinquent electric, water, sewer, refuse & accounts receivable – unpaid accounts. No one appeared at the hearing. The first hearing was closed at 6:01 p.m.

The second hearing was called to order at 6:01 p.m. regarding the proposed amendment of project plan for tax incremental district #4 and designating Tax Incremental District #4 as Distressed. No one appeared at the hearing. The hearing was closed at 6:02 p.m.

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, November 22, 2014 at 6:02 p.m. at City Hall, Mayor Meinen presiding.

Roll call was taken: Mayor Meinen, Alderpersons Meinen, Hofmann, Steinmetz, Koehler, Clerk Stoik and Attorney Thiel.

All present gave pledge to the flag.

Alderperson Hofmann made a motion to approve the minutes from the previous meeting (October 22, 2014) as presented. Alderperson Meinen seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve all claims against the City and Utilities as presented. Alderperson Koehler seconded the motion and all present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

There were no audience comments.

Alderperson Steinmetz made a motion to approve the delinquent amounts for unpaid electric, water, sewer, refuse and accounts receivable for tax roll in the amount of $11,469.16. Alderperson Hofmann seconded the motion and all present voted aye.

Clerk Stoik informed the Council Sean Lentz was going to be late for the meeting and requested items 8 & 9 to be acted upon when he arrived. The Council had no objections.

Alderperson Meinen made a motion to approve Ordinance 14 – 11 To Amend the Official ETZ map for rezoning of Dave & Michelle Stiehl property located at 8758 190th Avenue from Agriculture to Residential which is located in the Extra Territorial Zoned area (Town of Bloomer) as recommended by the ETZ Committee and Planning Commission. The hearing was held on October 30, 2014. Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve the Certified Survey Map for Dave & Michelle Stiehl located at 8758 190th Avenue in the Town of Bloomer as recommended by the Planning Commission. Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve to revise Ordinance 14 – 12 Section 9-1-52 Cross Connection Control and Ordinance 14 - 13 Section 9-1-53 Private Well Abandonment per the request of Wisconsin DNR with revisions made by Attorney Thiel. Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve changing the licensed premise for Kwik Trip, Inc. at 1625 Woodard Road due to their remodeling. Alderperson Steinmetz seconded the motion and all present voted aye.

Discussion was held with Dr. Mary Randall, Bloomer School District and Brian Simmons, Bloomer Youth Ball regarding an agreement for use at the fields. An agreement had been drafted by both the city & the school. After review by the city’s attorney, the council requested reference that Bloomer Youth be removed from the contract. Dr. Randall stated she would remove reference to Bloomer Youth and send a revised contract to the city. Alderperson Meinen made a motion to approve the Field Agreement with Bloomer School District with the changes to remove reference of Bloomer Youth. Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve the AEP agreement for 2016 to 2020 for capacity contracts as recommended by the committee.   Alderperson Meinen seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve changing the November 26, 2014 meeting to December 3, 2014 and the December 24, 2014 meeting to December 17, 2014 and to cancel the regular meeting scheduled for December 10, 2014. Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to accept the resignation of Linda Oldenberg as the Housing Rehab Administrator. Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve applications for a license to serve fermented malt beverages and intoxicating liquors for the following listed as approved by Police Chief Zwiefelhofer. Alderperson Koehler seconded the motion and all present voted aye.

DEPARTMENT HEADS

Peter Paulson, Electric Administrator – had nothing to report.

Michael Meindel, Street, Water & Sewer Administrator reported that no one wanted the back stop at the softball field. He also stated he is working with Bloomer Aquatic Center and the potential buyer of the City lot to allow snow to be piled there for this winter.

Police Chief Jared Zwiefelhofer – was not present.

Tony Rubenzer, Building Inspector/Zoning Administrator reported the lot on south Main Street adjacent to Witt Park is a buildable lot.

Clerk Stoik – had nothing to report.

ALDERPERSON COMMENTS

Alderperson Meinen – no comments.

Alderperson Hofmann – no comments.

Alderperson Steinmetz – no comments.

Alderperson Koehler – no comments.

MAYOR COMMENTS

Mayor Meinen informed the Council that Police Chief Zwiefelhofer will be proceeding with the Police Commission to hire an additional Police Officer.

Sean Lentz and Patrick Malloy were present regarding TID #4 and declaring it distressed. This lengthens the district from 20 years to 30 years. This is recommended by the Planning Commission and the Joint Review Board. The Joint Review Board will meet on November 13, 2014 to finalize the process. The Council needs to approve the following two resolutions.

Alderperson Meinen made a motion to approve Resolution 1121 Designating Tax Incremental District #4 as Distressed Under Section 66.1105(4e), Wis. Stats., City of Bloomer, Wisconsin. Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve Resolution 1122 Approving an Amendment to the Project Plan of Tax Incremental District #4, City of Bloomer, Wisconsin. Alderperson   Hofmann seconded the motion and all present voted aye.

Mayor Meinen stated the closed session to review/approve employee compensation for non-union employees and department heads would not be discussed in closed session. This will be on a future agenda in open session. Only consideration for the building inspector would be considered.

Alderperson Steinmetz made a motion to go into Closed Session under Wis. Stats. 19.85(1) (c) as read by Mayor Meinen. Alderperson Meinen seconded the motion and a roll call vote was taken: Alderperson Meinen, aye; Hofmann, aye; Steinmetz, aye; Koehler, aye.

Alderperson Meinen made a motion to come out of closed session and report on action taken. Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve an increase to $4,800 per year salary for Tony Rubenzer, Building Inspector/Zoning Administrator effective 01-01-2015. Alderperson Koehler seconded the motion and all present voted aye.

The Council reviewed the preliminary documents for the 2015 budget. The hearing was set for December 3, 2014 at 6:00 p.m. and the total levy set at $954,499. The Council directed the clerk to proceed with the publication as presented.

Alderperson Meinen made a motion to adjourn the meeting. Alderperson Steinmetz seconded the motion and all present voted aye.
