Pursuant to due call and notice thereof a public hearing of the Common Council of the City of Bloomer was called to order on Wednesday, November 30, 2016 at 6:00 p.m. The hearing was opened to hear evidence/comments concerning the 2017 budget. Daniel Thole, Auditor from CliftonLarsonAllen was present to answer questions from the public. No one appeared at the hearing. The hearing was closed at 6:01 p.m.
Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, November 30, 2016 at 6:01 p.m. at City Hall, 1503 Main Street - Mayor Steinmetz presiding.
Roll call was taken: Mayor Steinmetz, Alderpersons Meinen, Hofmann, Jones, Koehler, and Clerk Stoik and Attorney Gustafson.
All present gave pledge to the flag.
Mayor Steinmetz stated Attorney Mindy Dale had contacted him and was not prepared for item #15 or #20 on the agenda. There will be no action at this meeting. It will be posted for a future meeting.
Alderperson Koehler made a motion to approve the minutes from the previous meetings (November 9& 16, 2016) as presented. Alderperson Jones seconded the motion and all present voted aye.
Alderperson Hofmann made a motion to approve all claims against the City and Utilities as presented. Alderperson Jones seconded the motion. All present voted aye. The claims were in the amounts listed below:

Alderperson Meinen made a motion to approve the 2017 budget (mill rate @ .00419959) for the City of Bloomer – total levy at $969,603 without TIF #4. The final amount with TIF #4 included is (mill rate @ .00444304) – total levy of $1,025,810.43. Alderperson Hofmann seconded the motion and a roll call vote was taken: Alderperson Meinen, aye; Hofmann, aye; Jones, aye; Koehler, aye.
Alderperson Hofmann made a motion to approve a Certified Survey Map submitted by John Mickesh for Theresa Hurt – 19480 Co. Hwy. F – NE SW Section of 33, Township 31 North, Range 9 West, Town of Bloomer, Chippewa County located in the ETZ area of the City of Bloomer as recommended by the Planning Commission. Alderperson Koehler seconded the motion and all present voted aye.
Alderperson Meinen requested changing Item #9 & #10 and act on #10 prior to approval on Item #9. The Common Council had no objection to rearranging the agenda.
Alderperson Hofmann made a motion to approve increasing garbage/refuse with the staff to adjust fees for rounding. Alderperson Koehler seconded the motion and all present voted aye.
Alderperson Hofmann made a motion to approve purchase of a garbage truck with a scale from McNeilus for $175,547.00. Alderperson Koehler seconded the motion, but wanted Mr. Meindel to contact a company that is going out of business who has a one year old truck for sale. All present voted aye.
Discussion was held regarding installation of surveillance cameras at the compost pile and gravel locations. Alderperson Koehler stated these locations seem to have the most issues and some of this could be resolved with the installation of cameras. He also stated the purchase price has been reduced over the years.
Alderperson Hofmann made a motion to approve the gravel crushing with Stelter, Inc. at $3.80/ton up to $30,000 and to approve Mr. Stelter crush more for his own use. Alderperson Jones seconded the motion and all present voted aye.
Alderperson Hofmann made a motion to approve purchase of an explosion proof heater & thermostat for $6,000 for the Wastewater Treatment Plant out of the Equipment Replacement Fund. Alderperson Koehler seconded the motion and all present voted aye.
Alderperson Koehler made a motion to approve the purchase of a rectangular rapid flashing beacon for installation on 17th Avenue for $7,950. Alderperson Jones seconded the motion and all present voted aye.
Alderperson Hofmann made a motion to approve an application for a license to serve fermented malt beverages & intoxicating liquors to Kelsey A. Prince and Angel L. Tainter as approved by Police Chief Zwiefelhofer. Alderperson Jones seconded the motion and all present voted aye.
Peter Paulson, Electric Administrator - had nothing to report.
Michael Meindel, Street, Water & Sewer Administrator reported Brad Hentschel, Short, Elliott & Hendrickson contacted him and the City has been approved for a $324,000 grant for sludge handling. This will be on a future agenda for approval. The Common Council questioned Mr. Meindel regarding the installation of sidewalk on 17th Avenue. The contractor has run out of time during this construction year. Mr. Meindel will follow up with them to make sure it is a priority in the spring.
Tony Rubenzer, Building Inspector – had nothing to report.
Police Chief Jared Zwiefelhofer – had nothing to report.
Attorney Dan Gustafson stated he has been working on the ETZ ordinance. He will not put in any more hours until it is decided how the Common Council wants to proceed with the ordinance. He also stated he would be meeting with Mr. Meindel to resolve easements on a certified survey map for future consideration.
Clerk Sue Stoik – had nothing to report.
Alderperson Koehler – no comments.
Alderperson Jones – no comments.
Alderperson Hofmann – no comments.
Alderperson Meinen thanked the garbage committee for their work in resolving the revenue issue for refuse pick-up. He knows they worked at it for a long time. He feels this issue needs to be reviewed every year.
Mayor Steinmetz stated he would like to hold the next department head meeting on December 7th at 8 a.m. He thanked Security Bank for the basket for Thanksgiving. He also thanked Bloomer Electric for decorating for Christmas and congratulated them for lighting the tree at the annual tree lighting at the park.
Alderperson Jones made a motion to adjourn the meeting. Alderperson Hofmann seconded the motion and all present voted aye.
