NOVEMBER 9, 2011
Pursuant to due call and notice thereof a public hearing was called to order at 6:00 p.m. for public comment. The hearing was to hear evidence concerning the correctness of amounts due for delinquent electric, water, sewer, refuse and accounts receivable – unpaid accounts. The Council reviewed the listed delinquent accounts. No one appeared for the hearing. The hearing was closed at 6:01 p.m.
Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, November 9, 2011 at 6:01 p.m. at City Hall – Mayor Summerfield presiding.
Roll call was taken: Mayor Summerfield, Alderpersons Meinen, Hofmann, Steinmetz, Koehler and Clerk Stoik. Attorney Thiel was absent.
All present gave pledge to the flag.
Alderperson Steinmetz made a motion to approve the minutes from the previous meeting (October 26, 2011) as presented. Alderperson Meinen seconded the motion and all present voted aye.
Alderperson Koehler made a motion to approve all claims against the City and Utilities as presented. Alderperson Steinmetz seconded the motion and all present voted aye. The claims were in the amounts listed below:

Alderperson Meinen made a motion to approve the delinquent amounts for unpaid electric, water, sewer, refuse and accounts receivable for $10,579.46. Alderperson Koehler seconded the motion and all present voted aye.
Mayor Summerfield explained that Anissa Eck was called away for a family emergency and could not attend the meeting. She had requested a hearing regarding a denial of an operator's license on October 12, 2011. This will be on a future agenda.
No action was taken regarding a request for reduced sick leave payout for Police Officer Kevin Zwiefelhofer. On advice of Attorney Thiel, Officer Zwiefelhofer was directed to make the request through his union LAW-Labor Association of Wisconsin. No action was taken by the Council.
Alderperson Steinmetz made a motion to approve replacement of the garage service door at the police station with the low bid from Zeman Builders for $1,621.28 from the building fund. Alderperson Hofmann seconded the motion and all present voted aye.
Alderperson Hofmann made a motion to approve the maintenance contract with Bowmar Appraisal Inc. for 2012 & 2013 for $11,400 and $11,600. Alderperson Meinen seconded the motion. Alderperson Koehler questioned when the last time the City had bid this contract out. Mayor Summerfield responded in approx. 2007, when the last reevaluation had been completed. They will consider this in the future. All present voted aye.
Alderperson Steinmetz made motion to approve changing the meeting on November 23, 2011 to November 30, 2011. Alderperson Hofmann seconded the motion. Alderperson Koehler would not be available, but stated he could be available by phone. All present voted aye.
Alderperson Koehler made a motion to approve an application to serve fermented malt beverages and intoxicating liquors for the following listed below as approved by Police Chief Zwiefelhofer. Alderperson Hofmann seconded the motion and all present voted aye.

Tony Rubenzer, Building Inspector/Zoning Administrator informed the Council of some discrepancies in commercial sub-standard lots. The Council requested he prepare a proposed change and instances where this would be affected. It would then be forwarded to the Planning Commission for review.
Police Chief Jared Zwiefelhofer – had nothing to report.
Peter Paulson, Electric Administrator reported the contracts had been signed with GLU – Great Lakes Utilities. This will be on the next agenda for Council approval with contracts for each municipality. Alderperson Meinen questioned a percentage of increase for rates. Mr. Paulson stated the auditor was working on the rate adjustment and the increase has not yet been determined. It was also questioned if Bloomer Electric could take over service for the water tower. Mr. Paulson stated that he and Mr. Meindel had looked into it in the past and he would check with Mr. Meindel to resolve this issue.
Kim Korbel, Library Director – had nothing to report.
Mike Meindel, Street, Water & Sewer Administrator was not present.

Alderperson Koehler – no comments.
Mayor Summerfield reported on his recent trip to Madison for the League of Municipalities and current pending legislation. He also stated that there was no action on the agenda for the NEV ordinance as Attorney Thiel had informed him that gas powered vehicles were not included in the state statutes. The City Christmas party has been scheduled for January 6, 2012.
Alderperson Meinen made a motion to go into Closed Session under Wis. Stats. 19.85(1) (c) as read by Mayor Summerfield. Alderperson Hofmann seconded the motion and a roll call vote was taken: Alderperson Meinen, aye; Hofmann, aye; Steinmetz, aye; Koehler, aye.
Alderperson Steinmetz made a motion to come out of closed session and report on action taken. Alderperson Meinen seconded the motion and all present voted aye.
Alderperson Hofmann made a motion to deny a Step 2 grievance filed by Mark McElroy. Alderperson Koehler seconded the motion and all present voted aye.
The Council continued work on the 2012 budget. The Council reviewed the revisions to the library budget and instructed the Clerk to make the required changes. After review of the debt payments and TIF #4 overages, the Council instructed the Clerk to post the notice and schedule the hearing for November 30, 2011.
Alderperson Steinmetz made a motion to adjourn the meeting. Alderperson Meinen seconded the motion and all present voted aye.
