OCTOBER 11, 2010

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer, was held at 6:00 p.m. on Monday, October 11, 2010 at the City Hall – Mayor Summerfield presiding.

Roll call was taken: Mayor Summerfield, Alderpersons Meinen, Hofmann, Steinmetz, Koehler and Clerk Stoik. Attorney Thiel was absent.

All present gave pledge to the flag.

Alderperson Hofmann made a motion to approve the minutes from the previous meetings (September 22, 2010 & September 27, 2010) as presented. Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve all claims against the City & Utilities as presented. Alderperson Hofmann seconded the motion and all present voted aye. The claims were in the amounts listed below.

AUDIENCE COMMENTS

There were no audience comments.

Alderperson Hofmann made a motion to approve Resolution 1086 Addendum to Mutual Aid Box Alarm System Agreement and to sign the agreement on behalf of the Bloomer Fire Department. Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve the TIPPS program for $11,635 for the Police Department as reviewed and approved by Attorney Thiel and not to be paid until the program is installed and working properly. Alderperson Steinmetz seconded the motion and all present voted aye.

Discussion was held regarding 17th Avenue parking issues. Chief Carr reported a meeting of the committee is scheduled for October 19, 2010. He will report back to the Council at their next on October 27, 2010.

No interest to attend the Ruder Ware Local Government Seminar – October 27, 2010. No motion was made.

Alderperson Koehler made a motion to approve a subordination agreement for a Housing Rehab loan with the City of Bloomer for Todd & Karen LaGesse. Alderperson Meinen seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve licenses to serve fermented malt beverages & intoxicating liquors for the following: Amanda J. McKinney and Aaron M. Haas. Alderperson Meinen seconded the motion and all present voted aye.

DEPARTMENT HEADS

Kim Korbel, Library Director reported she was working on the 2011 budget. The statutes have been installed in front of the library, which were donated by the Friends of the Library.

Police Chief Rick Carr reported he had received complaints from a private property owner regarding students using their yard to exit the school. They do not want the children on their property. He is working with the school and students to resolve this issue. Chief Carr was questioned about the speed zone sign on 17th Avenue. It hasn't been working. He will work with the Electric Utility to resolve this issue.

Peter Paulson, Electric Administrator had nothing to report.

Mike Meindel, Street, Water & Sewer Administrator was not present.

ALDERPERSON COMMENTS

Alderperson Meinen – no comments.

Alderperson Hofmann – no comments.

Alderperson Steinmetz – no comments.

Alderperson Koehler – no comments.

MAYOR COMMENTS

Mayor Summerfield commented the City received a plaque from the government for participating in the 2010 census. He also reminded everyone of the joint meeting with towns and village on Monday, October 25, 2010.

The Common Council met with Dan Thole, Auditor from LarsonAllen regarding the 2009 audit report. The report contains financial records pertaining to the City and Utilities. Mr. Thole reported on the condition of the City and Utility funds with a summary report. The report is on file at City Hall. No action was taken.

Alderperson Steinmetz made a motion to adjourn the meeting. Alderperson Meinen seconded the motion and all present voted aye.
