Pursuant to due call and notice thereof a public hearing of the Common Council of the City of Bloomer was held on Wednesday, October 11, 2017 at 6:00 p.m. to hear public comment regarding a rezone application submitted by Mickaelene Kressin – 1803 Jackson St. to rezone from a R-2 Two Family Residential District to a C-2 General Commercial District and for a conditional use permit also submitted by Mickaelene Kressin – 1803 Jackson St. to allow for operating a small doll clothing business in an R-2 Two Family Residential District. Kathy Dahl commented that she had concerns with the potential traffic that the business may create. The public hearing was closed at 6:01 p.m.
Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, October 11th at 6:00 p.m. at City Hall, 1503 Main Street - Mayor Steinmetz presiding.
Roll call was taken: Mayor Steinmetz, Aldermen Meinen, Hofmann, Jones, Koehler and Administrator Frion. Attorney Gustafson was absent.
All present gave pledge to the flag.
Alderman Hofmann made a motion to approve the minutes from the previous meetings (September 27th, 2017 regular meeting and the September 25th, 2017 Joint Area meeting) as presented. Alderman Jones seconded the motion and all present voted aye.
Alderman Koehler made a motion to approve all claims against the City and Utilities as presented. Alderman Meinen seconded the motion and all present voted aye. The claims were in the amounts listed below:

Electric Fund: $ 20,682.24
Water Fund: $ 4,120.20
Sewer Fund: $ 28,811.01
Payroll: $ 65,509.06
TOTAL $ 219,654.96
Chief Zwiefelhofer advised the Council that the graphics on the police cars will be changing to coincide with the new K-9 unit vehicle.
Dove Healthcare is hoping to start the second phase of their facility yet this year. Rep. Summerfield is working with the DNR on the phosphorus project and other possible opportunities for the City of Bloomer pertaining to the effluent phosphorus limit. Administrator Frion advised the Council that the City will hold an open house on November 8th for the Emerald Ash Borer issue. More information will be provided in the near future.
Alderperson Jones wanted to remind citizens that they cannot place their leaves in the roadway.
Mayor Steinmetz stated the Planning Commission had reviewed the rezone and conditional use applications submitted by Mickaelene Kressin and the recommendation was to deny the rezone due to the property not meeting the 10,000 sq. ft. requirement but approve the conditional use permit.
Motion by Alderman Meinen to approve a conditional use permit to Mickaelene Kressin for the purpose of having a small doll clothing business with the conditions of permitting the hours to Monday-Friday from 5 p.m.-7 p.m. and Saturdays from noon – 4 p.m. Alderman Hofmann seconded the motion. Motion carried.
Motion by Alderman Meinen to appoint Apex Insurance as the agent for City’s property and liability insurance. Alderman Jones seconded the motion. Motion carried.
Motion by Alderman Koehler to allow the CCEDC to install the “Sites that are Ready” signage within the Iron horse Industrial Park with the condition that the City Administrator be informed of any inquiries. Alderman Hofmann seconded the motion. Motion carried.
Discussion took place pertaining to the upcoming 2018 budget. No action was taken.
Motion by Alderman Koehler to adjourn. Alderman Hofmann seconded the motion. Motion carried.
