MEETING MINUTES

Bloomer, Wisconsin

                                                                               October 12, 2016

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, October 12, 2016 at 6:00 p.m. at City Hall, 1503 Main Street - Mayor Steinmetz presiding.

Mayor Steinmetz requested changing the agenda.  He requested Item #20 – budget work session to be placed after Item #17 – mayor comments.  There were no objections from the Common Council.

Roll call was taken:  Mayor Steinmetz, Alderpersons Meinen, Hofmann, Jones, Koehler, Clerk Stoik and Attorney Gustafson.  

All present gave pledge to the flag.

Alderperson Jones made a motion to approve the minutes from the previous meetings (September 26, 2016 & September 28, 2016) as presented.  Alderperson Koehler seconded the motion and all present voted aye. 

Alderperson Hofmann made a motion to approve all claims against the City and Utilities as presented.  Alderperson Meinen seconded the motion and all present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

There were no audience comments.

Discussion was held regarding the removal of sidewalk at 1521 Martin Road. Alderperson Koehler made a motion to approve allowing Brecken Properties, LLC to remove the sidewalk at 1521 Martin Road, but they must replace it. Alderperson Meinen seconded the motion.  Discussion:  They discussed past practices, the need for sidewalk to continue past this property, the quality of the current sidewalk and safety.  Alderperson Koehler amended his motion to state that the sidewalk would have to be replaced within 30 days of removal.  Alderperson Meinen amended his second.  All present voted aye.

Alderperson Meinen made a motion to approve purchase from budgeted money for a Zoll AED for $1,346 for a new First Responder.  Alderperson Jones seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve $554 for Medicare revalidation fee for ambulance billing.  Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve purchase of a radio for $3,019 for the new ambulance from the designated ambulance funds.  Alderperson Jones seconded the motion.  Discussion:  Alderperson Koehler questioned what condition the old radio was when removed.  It was determined that it was obsolete.  All present voted aye.

Alderperson Koehler made a motion to approve the maintenance contract with Bowmar Appraisal for 2017 & 2018 for assessment services.  Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Jones made a motion to approve changing the November 23, 2016 meeting to November 30, 2016.  Alderperson Meinen seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to accept the retirement of Michael Meindel, Street, Water & Sewer Administrator effective March 30, 2017.  Alderperson Jones seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve an application for a license to serve fermented malt beverages & intoxicating liquors to Brian D. Yohnk as approved by Police Chief Zwiefelhofer. Alderperson Meinen seconded the motion and all present voted aye.

DEPARTMENT HEADS

Peter Paulson, Electric Administrator - had nothing to report.

Police Chief Jared Zwiefelhofer – had nothing to report.

Kathy Larson, Library Director – had nothing to report.  Alderperson Jones questioned the recent thefts at the library.  Kathy explained they have had problems with theft of DVD’s.  They have implemented some new security measures.

Attorney Dan Gustafson – had nothing to report.

Clerk Sue Stoik – had nothing to report.

Michael Meindel, Street, Water & Sewer Administrator & Tony Rubenzer, Building Inspector were not present.

 ALDERPERSON COMMENTS

Alderperson Koehler questioned if Witt Park closes for the winter.  The park is not fenced and is open to the public for use.

Alderperson Jones explained that he would not be living in Ward 2 next year and his position would be open in the spring of 2017.  To run for office, papers can be received at City Hall on December 1st to petition for the position.  Paperwork needs to be returned by January 3, 2017 to have their name on the ballot.

Alderperson Hofmann – no comments.

Alderperson Meinen – no comments.

MAYOR COMMENTS

Mayor Steinmetz requested Alderperson Hofmann to be in charge of the city Christmas party this year.  He reported he had held a Department Head meeting on Oct. 6th.  Dan Thole would be meeting with city staff on Oct. 19th to review the refuse costs and expenses. He also talked to property owners on 17th Avenue and sidewalk will be installed soon.  The contractor has gotten behind because of the rain.  Alderperson Koehler thanked Mayor Steinmetz for his work as Mayor.  He feels he is doing a nice job since being elected in April. 

The Common Council continued working on the 2017 budget. They reviewed levy limits, state shared revenues, state aid for road allotment/transportation aids, funding for other organizations and projects for 2017.   Kathy Larson, Library Director stated she had a preliminary budget prepared, but the Library Board had not approved it at their October meeting. The City Clerk will need their preliminary numbers prior to the next Council meeting.  No action was taken.

Alderperson Koehler made a motion to go into closed session under Wis. Stats. 19.85 (1)(c) as read by Mayor Steinmetz.  Alderperson Jones seconded the motion and  a roll call vote was taken:  Alderperson Meinen, aye; Hofmann, aye, Jones, aye; Koehler, aye.

Alderperson Koehler made a motion to come out of closed session and report on action taken.  Alderperson Jones seconded the motion and a roll call vote was taken:  Alderperson Meinen, aye; Hofmann, aye; Jones, aye; Koehler, aye. 

Alderperson Koehler made a motion to allow Brian Hansen to use sick leave up to 80 hours in arrears with the stipulation that if he left employment with the City before it was paid back, he would reimburse the City and also allow city employees to donate vacation hours to him.  Alderperson Meinen seconded the motion and all present voted aye.

Alderperson Koehler made a motion to adjourn the meeting.  Alderperson Jones seconded the motion and all present voted aye.
