MEETING MINUTES

Bloomer, Wisconsin

October 23, 2013

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on the above date at 6:00 p.m. at City Hall, 1503 Main Street – Mayor Summerfield presiding.

Roll call was taken:  Mayor Summerfield, Alderpersons Meinen, Hofmann, Steinmetz, Koehler and City Clerk Stoik.  Attorney Thiel was absent.

All present gave pledge to the flag.

Alderperson Steinmetz made a motion to approve the minutes from the previous meeting (October 9, 2013) as presented.  Alderperson Hofmann seconded the motion and all present voted aye. 

Alderperson Meinen made a motion to approve all claims against the City and Utilities as presented.  Alderperson Koehler seconded the motion and all present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

There were no audience comments.

Alderperson Hofmann made a motion to approve the low bid from Kleen Maintenance  d/b/a Patriot Fencing for $34,496 for the electric sub-station as recommended by Peter Paulson, Electric Administrator.  Alderperson Meinen seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve the assessment contract for 2014-2016 with Bowmar Appraisal, Inc. as presented.  Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve Resolution 1112 Requesting that the Wisconsin Legislative Council Establish a Legislative Study Committee to Study the Issue of Distribution of County and Municipal Aid (formerly known as Shared Revenue).  Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve a license to serve fermented malt beverages and intoxicating liquors for Bruce Svitak as approved by Police Chief Zwiefelhofer.  Alderperson Hofmann seconded the motion and all present voted aye.

DEPARTMENT HEADS

Mike Meindel, Street, Water & Sewer Administrator reported the shed near the recycling center is complete.

Peter Paulson, Electric Administrator reported work is continuing at the substation. They are waiting for a crane to come and set equipment.  He also reported that the electrical group may be leaving GLU.  AEP is now able to administer wind power.  He will keep the council up-to-date.

Police Chief Zwiefelhofer reported he had the final copy of the ordinance regarding dogs and will have on the next agenda for final approval.

Clerk Stoik reported the city is advertising for a part-time meter reader and a part-time skating rink attendant.

Brian Bleskacek, Fire Chief reported he received an $8,000 grant from the DNR for their purchase of a new brush truck.  He has some stipulations he is trying to work out. Purchase of the truck should take place in January 2014.

ALDERPERSON COMMENTS 

Alderperson Meinen – no comments.

Alderperson Hofmann reported he keeps receiving emails regarding pit bulls.

Alderperson Steinmetz  - questioned the Council about the Christmas party.  It has been set for January 3, 2014.  He will reserve the place and cooks.

Alderperson Koehler - no comments.

MAYOR COMMENTS

Mayor Summerfield reported he had attended the League of Municipalities annual conference and was presented a 20 year pin.

Alderperson Steinmetz made a motion to go into Closed Session under Wis. Stats. 19.85(1)(c) as read by Mayor Summerfield.  Alderperson Koehler seconded the motion and a roll call vote was taken:  Alderperson Meinen, aye; Hofmann, aye; Steinmetz, aye; Koehler, aye.

Alderperson Koehler made a motion to come out of closed session and report on action taken.  Alderperson Steinmetz seconded the motion and all present voted aye.  No action was taken in closed session.

The Council continued work on the 2014 budget.  The Council discussed capital projects, library budget and review of designated funds and future needs.  They also reviewed the parks, police and street budgets. The library submitted a zero increase budget from 2013.   No action was taken.

Alderperson Steinmetz made a motion to adjourn the meeting.  Alderperson Meinen seconded the motion and all present voted aye.
