MEETING MINUTES

Bloomer, Wisconsin

                                                                           October 24, 2012

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, October 24, 2012 at 6:00 p.m. at City Hall – Mayor Summerfield presiding.

Roll call was taken:  Mayor Summerfield, Alderpersons Meinen, Hofmann, Steinmetz, Koehler and Clerk Stoik. Attorney Thiel was absent.

All present gave pledge to the flag.

Alderperson Steinmetz made a motion to approve the minutes from the previous meeting (October 10, 2012) as presented.  Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve all claims against the City and Utilities as presented.  Alderperson Meinen seconded the motion and all present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

There were no audience comments.

Mike Meindel, Street, Water & Sewer Administrator updated the Council regarding the construction of a 36 ft. by 90 ft. storage shed for the Street Dept. on the City owned property by the Recycling Center.  He extended the date of accepting bids and will have this on the November 7th agenda for approval.

Alderperson Koehler made a motion to approve payment of $5,300 to FEMA for review of application for flood revision.  Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve blacktop of the alley in the Original Plat of Bloomer, Block 6 by St. John’s Lutheran Church and Parkview Apartments for $500.  Alderperson Meinen seconded the motion and all present voted ate.

Alderperson Hofmann made a motion to approve electrical changes to the two irrigation pumps at the golf course with B & B Electric for a not to exceed price of $6,000.  Alderperson Koehler   seconded the motion and all present voted aye.

No action was taken regarding a request for an increase in fees for Prosecuting Attorney Ben Lane effective January 1, 2013.  The Council will review at a future meeting.

Alderperson Meinen made a motion to approve changing the meeting date of November 14th to November 7, 2012.  Alderperson Steinmetz seconded the motion and all present voted aye.

DEPARTMENT HEADS

Peter Paulson, Electric Administrator reported the attorneys were continuing to work on the substation agreement.  Also, the parking lots at the shop had been seal coated.

Michael Meindel, Street, Water & Sewer Administrator – had nothing to report.

Tony Rubenzer, Building Inspector – had nothing to report.

Police Chief Jared Zwiefelhofer – was not present.

ALDERPERSON COMMENTS

Alderperson Steinmetz – no comments.

Alderperson Hofmann – no comments.

Alderperson Meinen – no comments.

Alderperson Koehler – no comments.

MAYOR COMMENTS

Mayor Summerfield reported that in the future he would only have City Attorney Thiel attend the meetings if called by members of the Council.  He also attended a ground breaking ceremony for the Bloomer Elementary school on Tuesday.

The Council continued work on the 2013 budget.  Discussion was held regarding the budget shortfall and areas that could be reduced.  No money is to be set aside for future projects and the rest of the shortfall will be taken from the reserved amounts.  Library budget will remain the same as in 2012.  Discussion was held regarding extra expenses in the parks with the possible construction of a pavilion in Witt Park, increases in staffing and new roofs for the pavilions in North Park.  Alderperson Meinen questioned the amount of staffing in City Hall and if reductions could be made there.  Discussion was also held regarding the debt payments for the TIF.  A final copy of the budget will be ready for Council review on November 7th to proceed with publication.  No action was taken.

No discussion was held regarding the employee handbook. 

Alderperson Steinmetz made a motion to adjourn the meeting.  Alderperson Koehler seconded the motion and all present voted aye.
