MEETING MINUTES

Bloomer, Wisconsin

                                                                               October 26, 2016

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, October 26, 2016 at 6:02 p.m. at City Hall, 1503 Main Street - Mayor Steinmetz presiding.

Roll call was taken:  Mayor Steinmetz, Alderpersons Meinen, Hofmann, Jones, Koehler, Clerk Stoik and Attorney Gustafson. 

All present gave pledge to the flag.

Mayor Steinmetz requested changing the order of the agenda.  He requested Item # 20 – budget work session to be place after Item #17 – mayor comments.  There were no objections from the Common Council.

Alderperson Hofmann made a motion to approve the minutes from the previous meeting October 12, 2016 as presented.  Alderperson Koehler seconded the motion and all present voted aye. 

Alderperson Jones made a motion to approve all claims against the City and Utilities as presented.  Alderperson Meinen seconded the motion and all present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

Maynard Lueck, 1622 16th Avenue reported their neighborhood has viewed many rodents/rats in their yards and gardens.  They have been trying to trap them, but feel it is a large problem in their area.  Discussion as to where their food source was located.  Mr. Meindel is aware of the problem.  Jeff Eder, 1615 Priddy Street stated he also has viewed the rats in the area.  They requested assistance from the city to locate their food source and nests.  Mayor Steinmetz stated he would look into the ordinance and contact them with the information.

Greg Loew, Apex Insurance requested to be the agent of record for handling the City’s liability, auto, workman’s comp insurance which renews on January 1.  The current carrier is Indianhead Insurance which provides EMC Insurance.  He also can bid the policy.

Karl & Rachel Stillman, 2609 Duncan Road stated the City has a storm sewer bordering his property.  Due to large amounts of rain, the pipe cannot handle the run off.  It comes over the curb and is causing damage to his property.  The bank has washed away and trees are being damaged.  Mr. Meindel is aware of the problem.  He also stated there are at least three other locations in the City that need evaluating.  He suggested allowing SEH to review the areas and make a recommendation.  The Council requested this to be on the next agenda for review.

Robert Summerfield stated he is running for 67th Assembly and encouraged everyone to vote on November 8, 2016.

No action was made to approve a Certified Survey Map – Chippewa County for property located along State Hwy. 40 (Main Street) and County Highway SS (Martin Road). The Planning Commission recommended more information and issues with storm sewer pipe needed to be reviewed before submitting back to the Planning Commission for consideration.

Alderperson Hofmann made a motion to approve a Certified Survey Map – Processed Metal Innovators for a parcel located on the southwest corner of 21st Avenue and Hanson Street with utility easements added to the map as recommended by the Planning Commission.  Alderperson Jones seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve purchase of computer storage for $1,000 for the police department.  Alderperson Koehler seconded the motion and present voted aye.

Alderperson Meinen made a motion to accept Mayor Steinmetz’s appointment of Jared Zwiefelhofer to replace Marie Schwartz on the Planning Commission.  Alderperson Jones seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve Resolution 1152 – To Authorize Mayor and City Clerk to Execute Deed to Michael R. Randall to Lot 23, Iron Horse Industrial Park Plat.  Alderperson Meinen seconded the motion and all present voted aye.

Alderperson Jones made a motion to approve Resolution 1153 – To Authorize Mayor and City Clerk to Execute Deed to Michael R. Randall to Lot 6, Iron Horse Industrial Park Plat.  Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve a temporary Class “B” Retailers Picnic license to St. Paul’s Catholic Church, 1222 Main Street on November 9, 2016.  Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve an application for a license to serve fermented malt beverages & intoxicating liquors to Amanda M. Holm and Tina M. Plummer as approved by Police Chief Zwiefelhofer. Alderperson Jones seconded the motion and all present voted aye.

DEPARTMENT HEADS

Michael Meindel, Street, Water & Sewer Administrator reported the railroad would be doing repairs on the railroad crossing on North Industrial Drive.  This intersection will be closed for approx. 2 to 3 day.  He also had been contacted by a developer and has requested city funding for street installation.  The City stated they do not fund developments.  The Bloomer School District has also requested the City to upgrade the batting cages at the baseball field.  He estimates $1,500 for the repairs.  This will be on the next agenda for consideration. Alderperson Meinen requested Mr. Meindel to bid out crushing of gravel this season.  He feels they could receive a better price if bid.

Police Chief Jared Zwiefelhofer – had nothing to report.

Tony Rubenzer, Building Inspector – had nothing to report.

Attorney Dan Gustafson – had nothing to report.

Clerk Sue Stoik reminded the Common Council of the upcoming election on November 8th at the Electric Shop, 402 26th Avenue.

Peter Paulson, Electric Administrator was not present.

Kathy Larson, Library Director was not present.

 ALDERPERSON COMMENTS

Alderperson Meinen requested on the next agenda to bid out insurance policies in the City.

Alderperson Hofmann stated the City Christmas party has been scheduled for Jan. 13, 2017.

Alderperson Jones – no comments.

Alderperson Koehler – no comments.

MAYOR COMMENTS

Mayor Steinmetz – no comments.

The Common Council continued working on the 2017 budget. They reviewed the preliminary budget of the library and the level of funding requested.  They also discussed refuse/garbage service and the need to evaluate the service. The committee had met and after review, felt they did not fall under Act 20. The City Clerk will put the information together with the auditor for the final draft at the next Council meeting.  No action was taken.

Alderperson Jones made a motion to go into closed session under Wis. Stats. 19.85 (1)(c) & (e) as read by Mayor Steinmetz.  Alderperson Hofmann seconded the motion and a roll call vote was taken:  Alderperson Meinen, aye; Hofmann, aye, Jones, aye; Koehler, aye.

Alderperson Jones made a motion to come out of closed session and report on action taken.  Alderperson Koehler seconded the motion and a roll call vote was taken:  Alderperson Meinen, aye; Hofmann, aye; Jones, aye; Koehler, aye. 

Alderperson Meinen made a motion to approve Brian Hansen to transfer from the Street Department to the Water Department as a Water Serviceman effective 10-31-16.  Alderperson Koehler seconded the motion and all present voted.

Alderperson Meinen made a motion to adjourn the meeting.  Alderperson Hofmann seconded the motion and all present voted aye.
