MEETING MINUTES

Bloomer, Wisconsin

September 12, 2012

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, September 12, 2012 at 6:00 p.m. at City Hall – Mayor Summerfield presiding.

Roll call was taken:  Mayor Summerfield, Alderpersons Meinen, Hofmann, Steinmetz, Clerk Stoik and Attorney Thiel.  Alderperson Koehler was absent.

All present gave pledge to the flag.

Alderperson Hofmann made a motion to approve the minutes from the previous meeting (August 27, 2012) as presented.  Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve all claims against the City and Utilities as presented.  Alderperson Koehler seconded the motion and all present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

There were no audience comments.

Alderperson Steinmetz made a motion to approve the purchase of a broom for the tractor for $11,000 and a roller for $9,000 from Miller-Brad.  Alderperson Hofmann seconded the motion and all present voted aye. Mayor Summerfield stated the City was waiting for a settlement amount from the insurance company on the items damaged in the fire.

Discussion was held regarding storm and fire sirens for the City.  At this time, repairs are needed on the storm siren at the fairgrounds.  The other two sirens don’t meet the standards for broadband, but continue to work due to their newer design.  Alderperson Hofmann made a motion to approve updating the siren at the fairgrounds for $1,600.  Alderperson Koehler seconded the motion and all present voted aye.

Mayor Summerfield stated that after review of the LAW contract for the police employees – Article 17.03 was worded incorrectly to state the City would not pro-rate the amount of insurance to two existing employees.  It should state, the City will pro-rate their years earned.  Alderperson Meinen made a motion to approve ratifying the police employee contract with LAW – Labor Association of Wisconsin for April 1, 2012 to March 31, 2013 with the above change to article 17.03.  Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve the Post-Issuance Debt Compliance Policy & Procedures as drafted by Ehlers.  Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve the applications for a license to serve fermented malt beverages and intoxicating liquors for the following listed below as approved by Police Chief Jared Zwiefelhofer .  Alderperson Hofmann seconded the motion and all present voted aye.

DEPARTMENT HEADS

Peter Paulson, Electric Administrator reported the final details are getting ironed out for the substation.  He should be completing issues with the engineer, Xcel Energy and the railroad soon.

Police Chief Jared Zwiefelhofer reported the 2005 police car had been sold for $2,000.  Mayor Summerfield stated Chief Zwiefelhofer had been Chief for over a year and the City Council should be doing an evaluation.  This will be on the next agenda.

Michael Meindel, Street, Water & Sewer Administrator – was not present.

ALDERPERSON COMMENTS

Alderperson Steinmetz – no comments.

Alderperson Koehler – no comments.

Alderperson Meinen reported there has been vandalism at Willis Park.  The Park Board is looking into options to stop this.

MAYOR COMMENTS

Mayor Summerfield – no comments.

The Council began preliminary work on the 2013 budget.  Projects discussed were York Street from Zera Street south; 8th Avenue from Ivy St. east to the school project; Parks expenses for 2012 and employee expenses; review of designated funds and future needs.  No action was taken.

Alderperson Steinmetz made a motion to adjourn the meeting.  Alderperson Koehler seconded the motion and all present voted aye.
