SEPTEMBER 14, 2011

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, September 14, 2011 at 6:00 p.m. at City Hall – Mayor Summerfield presiding.

Roll call was taken: Mayor Summerfield, Alderpersons Meinen, Hofmann, Steinmetz, Koehler, Clerk Stoik and Attorney Andrea Voelker.

All present gave pledge to the flag.

Alderperson Steinmetz made a motion to approve the minutes from the previous meeting (August 24, 2011) as presented. Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve all claims against the City and Utilities as presented. Alderperson Koehler seconded the motion and all present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

There were no audience comments.

The offer received to purchase a building in the Iron Horse Industrial Park has been withdrawn. No action was taken.

Discussion was held regarding camping at the North Park on 9th Avenue on Sept. 14-16, 2012 as requested by Fire Chief Brian Bleskacek. He had attended the last Park Board meeting and requested them to consider allowing for this one time event. Members from the Menomonie Fire Dept. would be attending the annual Steak Feed. The Park Board stated they would allow it for the event, with the stipulations that no more than 15 campers be allowed and they would park on the north end of park. He requests final approval by the Council to allow a variance to the ordinance. The ordinance states that there will be no camping in the parks. Alderperson Hofmann questioned if they would be renting one of the pavilions for the weekend. Chief Bleskacek stated they would. Alderperson Hofmann also stated in the past, this had been presented to the Council and the surrounding residents were concerned over the noise. He would like to try it for this one event. Alderperson Koehler stated he had gotten a lot a calls a few years ago when this was presented and many residents in his ward were against camping. Mayor Summerfield stated that this was not officially on the Park Board agenda and should have a motion by them to forward to the Council for consideration. He also stated that they would need to review with Attorney Thiel if variances could be made to ordinances. This will be on a future agenda for consideration.

Alderperson Steinmetz made a motion to approve testing for the bucket trucks in the Electric Department for $1,080. Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve directional boring for a primary cable for the Electric Department for a not to exceed price of $11,500. Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Koehler made a motion to allow attendance at the upcoming UW-Extension training sessions. Alderperson Steinmetz seconded the motion and all present voted aye.
Alderperson Hofmann made a motion to allow attendance at the Joint Cities Meeting on October 5, 2011 in the Village of Fall Creek. Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve the applications to serve fermented malt beverages and intoxicating liquors for the following listed below as approve by Police Chief Zwiefelhofer. Alderperson Koehler seconded the motion and all present voted aye.

DEPARTMENT HEADS

Peter Paulson, Electric Administrator reported the contractor had completed repainting the floor and he feels it was completed properly.

Tony Rubenzer, Building Inspector & Zoning Administrator – had nothing to report.

Police Chief Jared Zwiefelhofer reported that there had been a search warrant on Monday and a major drug operation was found. This will add costs to the police budget for disposing of the hazardous materials. He also reported they received no complaints from the Harm's Way and Xpedition street parties held in the past month. He stated that he is receiving complaints over the school loading/unloading areas and rules regarding proper crossing. He will be reviewing this for future considerations.

Fire Chief Bleskacek questioned when his request would be considered for allowing camping at the North Park. The next park board meeting is scheduled for early October. It will be on the October 12th for the Council to review.

Michael Meindel, Street, Water & Sewer Administrator was not present at the meeting.

ALDERPERSON COMMENTS

Alderperson Koehler – no comments.

MAYOR COMMENTS

Mayor Summerfield reported that the city needs to adopt a grievance procedure by October 1, 2011. He will put this on the next agenda for approval.

Alderperson Steinmetz made a motion to go into Closed Session under Wis. Stats. 19.85(1) (c) as read by Mayor Summerfield. Alderperson Hofmann seconded the motion and a roll call vote was taken: Alderperson Meinen. Aye; Hofmann, aye; Steinmetz, aye; Koehler, aye.

Alderperson Steinmetz made a motion to come out of closed session and report on action taken. Alderperson Koehler seconded the motion and all present voted aye. No action was taken in closed session.

Alderperson Meinen made a motion to adjourn the meeting. Alderperson Steinmetz seconded the motion and all present voted aye.
